HomeMy WebLinkAbout2021_10_18 - SpecialMINUTES Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, on October 18, 2021 at 5 00 P M Present Staff Paul Banch, Mayor Eddie Tejeda, Mayor Pro Tempore Paul Foster, Council Member Denise Davis, Council Member Jenna Guzman -Lowery, Council Member Charles M Duggan, Jr , City Manager, Dan McHugh, City Attorney, Jeanne Donaldson, City Clerk, Chris Catren, Police Chief, Chris Boatman, Facilities and Community Services Director, Brian Desatmk, Development Services Director, Jim Topoleski, Fire Chief, John Harris, Municipal Utilities and Engineering Director, Janice McConnell, Assistant City Manager Mayor Banch called the meeting to order and offered those present the opportunity to provide public comment on any item on the agenda for the closed session PUBLIC COMMENT None forthcoming CLOSED SESSION Threat to public services or facilities — Government Code § 54947 Consultation Redlands Police Department — Chief of Police Catren, Corporal Caddel and members of the Multiple Enforcement Team RECONVENE CITY COUNCIL MEETING The meeting reconvened at 5 30 P M CLOSED SESSION REPORT City Attorney McHugh announced that no reportable action was taken during the closed session PUBLIC COMMENT None forthcoming CITY COUNCIL PROJECTS REVIEW WORKSHOP Study Session Special CC_October 18, 2021 Page 1 City Manager Duggan explained the purpose of the workshop was to discuss and prioritize requested projects made by individual Council Members to the City Manager Prioritizing projects allows the City to focus finite staff time on items the full City Council wishes to pursue and in which order Assistant City Manager McConnell reviewed current staffing levels City Manager Duggan pointed out that staff had already begun two large projects with the purchase of 300 E State Street, the future City Hall, and the motel conversion of the Good Nite Inn, designed to offer transitional housing for the homeless Council Members discussed several topics including, methodology for ranking projects, the need to provide the City Manager with a manageable list to implement, the importance of establishing an equitable selection process and a timeline for reporting updates to Council It was agreed that Council Members would each select one project as their top priority Mayor Barich was not prepared to immediately choose a project, but the following four selections were made from the list referenced in the staff report 1 Council Member Guzman -Lowery - Create a Mental Health Response Team (# 27) 2 Council Member Davis - Racism is a Public Health Cnsis Resolution Section 4 E Progress reporting to greater community (# 12) 3 Council Member Foster - Adding on -street parking downtown (# 17) 4 Mayor Pro Tem Tejeda - Local Union Labor required for city projects (# 7) The project list can be modified and was considered a living, working document Quarterly Council updates would be beneficial and Council Members expressed their appreciation for the opportunity to openly review the list ADJOURNMENT There being no further action the meeting adjourned at 6 14 P M Special CC_October 18, 2021 Page 2
