HomeMy WebLinkAboutOrdinances_1255_CCv0001.pdf ORDINANCE NO 1255 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1000 OF THE CITY OF REDLANDS BY ADOPTING AMENDMENT NO. 51 THERETO The City Council of the City of Redlands does ordain as follows : SECTION ONE: That Zoning Ordinance No. 1000 of the City of Redlands be and is hereby amended by adopting Amendment No. 51 which amends a section as follows : SECTION 43 . 00 LANDSCAPING, FENCES AND WALLS SECTION 43 -30 - LANDSCAPING Section 43 - 31 - Purpose The purpose of the landscaping requirements in this Ordinance shall be to protect the general welfare by enhancing, conserving and stabilizing property values and by encouraging pleasant and attrac- tive surroundings in all zones of the City. Section 43 .32 - Landscaping Defined Landscaping shall mean some combination of planted trees , shrubs , vines , ground cover, flowers or lawns . In additon the combination or design may include rock ground cover not to exceed twenty (20) per cent of the total for any landscaped area, and such structural features as fountains, pools , art works , screens , walls , fences or benches , but such objects alone shall not meet the requirements of this Part . The selected combination of objects for landscaping purposes shall be arranged in a harmonious manner. Section 43 .33 - Scope of Requirements Where landscaping is required, such landscaping shall comply with the requirements set forth in this Ordinance for the specific use or location, as well as with the general requirements of this Part . Section 43.34 - Maintenance Required landscaped area shall be maintained in a neat , clean orderly and healthful condition. This includes proper pruning, mowing of lawns , weeding, removal of litter, fertilizing, re- placement of plants when necessary, and the regular watering of all plantings . Required landscaped areas shall be provided with a suitable permanent method for watering or sprinkling of plants. This watering system shall consist of piped water lines terminating in an appropriate number of sprinklers or hose bibs to insure a sufficient amount of water for plants within the landscaped area. Sprinklers shall be shielded from sidewalk areas . Where the water system consists of hose bibs alone , these bibs shall be located not more than fifty (50) feet apart within the required landscaped area. Sprinklers used to satisfy the requirements of this provision shall be so spaced as to assure complete coverage of the required land- scaped area. Section 43 .35 - Screening Requirements Where landscaped screening is required, said screening shall con- sist of evergreen shrubs, closely spaced and maintained at sub- stantially the specified height of said required screening. When not otherwise specified, screening shall consist of mature shrubs and shall be maintained at a height of from four (4) to six (6) feet Section 43 .36 - Landscaping Between Wall and Property Line Any open area between a fence or wall and the adjacent property line shall be maintained in a neat and orderly manner. Section 43 -37 ® Plot Plan Required Where landscaping is required in this Ordinance , a plot plan showing the proposed landscape development , watering system and use of the property shall be submitted to the Planning Department. The same plot plan used to show parking layout or other requirements for the issuance of a Building Permit or Planning approval may be used providing all proposed landscaping is adequately detailed on said plot plan, Plans shall be sub- mitted to the Planning Director for approval or reference to the Planning Commission for approval whenever required under the provisions of this Zoning Ordina-r-ice . Section 43038 - Minimum Dimensions The minimum width of any required landscaped area, or any form or fixed planter box used to satisfy required landscaping, shall be three (3 ) feet , unless otherwise specified in this Ordinance. Section 43.39 - Nonconforming Status Any use of property which on the effective date of this Ordinance or any subsequent amendment thereto is nonconforming only as to the regulations relating to landscaping may be continued in the same manner as if the landscaping was conforming. However, such use may not be increased in intensity except in accordance with the requirements of the Ordinance, and any landscaping which may exist in the locations specified by this Ordinance shall not be reduced unless suitable substitutions are made which would meet the requirements of this ordinance . Section 43. 40 - Landscaping Required for More Intensive Use When the intensity of use of any premises is increased through addition of twenty-five (25) percent or more to the floor area or developed lot area, that portion of the premises shall provide the required landscaping in accordance with the provisions of this Ordinance. When the intensity of use is increased sixty (60) per- cent or more, landscaping as required by this Ordinance shall be provided on the entire developed portion of the property. SECTION TWO : Before adopting this Ordinance, the City Council held a public hearing, notice of which was published in the City of Redlands on the -;2-S I-- day of 5�_ � 1964, 7 days before the hearing. SECTION THREE: This ordinance shall be in force and take effect as provided by lata SECTION FOUR: The City Cleric shall certify to the adopting of this ordinance and cause the same to be published once in the Redlands Daily Facts , a newspaper of general circulation printed and pub- lished in this city.
