HomeMy WebLinkAbout2424RESOLUTION NO. 2424 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS - ADDENDUM TO RESOLUTION NO. 23549 ADOPTING AND SUBMITTING A REQUEST FOR FRONTAGE ROAD The City Council of the City of Redlands does ordain as follows WHEREAS, the City Council did, by Resolution No. 2354, February 4, 1964, request that the State Division of Highways acquire land and install improvements necessary to provide a frontage road paralleling the south boundary of the Redlands freeway between Orange and Sixth Streets, and, WHEREAS, much confusion is being experienced by the general public traveling north on Orange Street, expecting, but not being able to enter the freeway from Orange Street to proceed easterly on the freeway, and WHEREAS, freeway directional signs erected on Orange Street have not produced desired improvements in directing eastbound traffic to the existing freeway on -ramp located on Sixth Street, and, WHEREAS, the general public has a right to expect a degree of con- tinuity in freeway inter -changes and access roads, as well as a contiguous frontage road between split diamond inter -changes, such as the freeway interchange now existing between Eureka and Sixth Streets, Redlands, and WHEREAS, the traffic volume on north Orange Street in Redlands in the vicinity of the freeway requires prompt action to provide appropriate diversion, as evidenced by a report and remedial recommendation submitted by Harold. Marks, Traffic Consultant of Victor Gruen Associates, which is attached as Exhibit A and made a part of this resolution. THEREFORE, be it resolved that the City Council of the City of Redlands hereby reiterates its request that the State Division of High- ways acquire land and install improvements necessary to provide a frontage road paralleling the south boundary of the Redlands freeway between Orange Street and Sixth Street. Burrou Mayor of the City of Redlands I hereby certify that the foregoing resolution was duly and regularly passed by th City Council of the City of Redlands at a regular meeting thereof held VICTOR GRUEN ASSOCIATE'S REDLANDS FREEWAY ACCESS The Route 99 Freeway is the major access facility serving Redlands The principal interchange facilities now provided to serve the Central Area consist of a split interchange ramp system providing access to Eureka, Orange, and. Sixth Streets one-third m_le norther?y �,f Redlands Boulevard. The intent of this design was to divert freeway access traffic .from Orange Street because of the heavy load which it presently carries, and to encourage -.the utilization of Eureka, and Sixth .Streets to the west and east sides of the Central Area Unfortunately, the present design 'hes not :realized this major objective since -Orange Street continues to carry up to 10, 000 vehicles per day, whereas traffic volumes on Eureka and Sixth Street are less than 2, 000 vehicles per day It is recommended. that the present circulation pattern be modified with the objective of developing better utilization of the .split interchange facilities at Eureka and Sixth Streets It is necessary that the ramps be inter -connected t.o obtain the greatest operational flexibility and a maximum diversion of traffic from Orange Street VICTOR GRUEN ASSOCIATES Inter -connection would also eliminate some of the present travel circuity and provide better overall circulation. The development of a new two- way roadway on the south side of the freeway between Orange and Sixth Streets would provide a logical extension of the existing frontage road between Eureka and Orange Streets This roadway link would allow eastbound exiting traffic, which now disperses southerly via Eureka and Orange Streets, to continue to Sixth Street for direct access to Central Area parking facilities It would also permit eastbound traffic leaving the Central. Area to utilize Eureka Street northerly and then continue easterly on the frontage road directly into the eastbound freeway entrance This connection would also allow westbound vehicles leaving the. Central Area to utilize Sixth Street northbound frown. the Central Area, turning left into the new roadway and entering the westbound cloverleaf on -ramp from Orange Street By facilitating all these major traffic desires, this new roadway would Materially improve service,to' the 'Central. Area arid.. distribute the traffic access loads more uniformly to Eureka and Sixth. Streets There are Many other traffic movements which would be facilitated by the proposed .frontage road extension, since this roadway would also serve as an alternate east -west connection, supplementing Colton Avenue north of the VICTOR GRUEN ASSOCIATES freeway Which will be subject to heavier traffic loads in the future The -additional flexibility introduced by this logical connecting link will be especially Valuable as traffic volumes continue to Mount The proposed rede.velopinent plan for the Central Area anticipates that Orange Avenue will remain as the principal north -south highway facility serving the Redlands region since no :alternate facility is available The increasing use of Orange Avenue in the future will make it essential that convenient :supplemental facilities be available to serve the principal freeway access requirements to the central Area Freeway bridges are provided only at Eureka and Sixth Streets and these facilities constitute the only possible relief facilities that can reduce the utilization of Orange Avenue£or freeway access The proposed frontage road extension is an essential facility now and will be even more so in the .future :as the. Central Area increases in traffic :generation potential
