HomeMy WebLinkAboutOrdinances_2181_CCv0001.pdf y ORDINANCE NO. 2181 AN ORDINANCE OF THE CITY OF RETS DS AMENDING CHAPTER 15 . 36 OF THE RED DS MUNICIPAL CODE BY ADOPTING ZONING ORDINANCE TEXT AMENDMENT NO. 218 RELATING TO PORTABLE AND DECORATIVE SIGNS WITHIN THE DOWNTOWN BUSINESS DISTRICT BOUNDARIES BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RED DS AS FOLLOWS SECTION ONE: It is deemed advisable and desirable to amend Chapter 15. 36 of the Redlands Municipal Code by amending the follow- ing: Section 15. 36 040 (Definitions) ; 15. 36. 150 (Prohibited signs) 15, 36. 230 (Ground Signs) ; 15. 36. 310 (Portable Signs) , 15.36. 340 (Temporary Signs) 15.36.400 (Signs on Public Property) ; and: 15. 36. 451 (Commercial, Districts -° C=3 Districts) as stated in Attachment "A. " SECTION TWO:: It is further deemed advisable and desirable to add Section 15.36.565 (Downtown Business District Signs) to the Redlands Municipal Cade as staged.. in Attachment '°B. " SECTION THREE* This ordinance shall be in farce and take effect as provided by law. "Portable sign" means any freestanding sign which is not permanently attached to the ground or a building: "Mobile sign" means any sign temporarily attached to or placed upon any vehicle or trailer. "Decorative sign," means any flag (excluding 15;36.1401 .),pennant, banner, wind sign or device or canter seasonal decoration which is attached to a building and displayed. Additional signage shall be pen itted only within the downtown business district t per Section 5.36.565; �x ATTACHMENT "Bot 15.36.565 Downtown business district signs The downtown business district is a unique commercial area within the City. Due to the pedestrian orientation and historic nature of the district, signage which is unique and separate from other uses within the City is warranted. This provision shall apply only to businesses within the boundaries identified in Section 15.36.565. A. General Limitations. 1, A maximum of one portable or decorative sign shall be permitted per business. The sign shall be directly related to the;business frontage and shall be oriented to the main entrance to the business. Businesses with a main entrance facing an alley shall place the sign at the alley entrance. 2. Multiple-tenancy buildings shall be allowed one portable or decorative sign. 3. Buildings/businesses with freestanding signs shall not be permitted to have portable or decorative signs. 4. No objects shall be attached to portable or decorative signs. This includes balloons; banners, merchandise, electrical devices,etc. 5. Portable and decorative signs shall be removed at the daily close of business. These signs are prohibited while the business is closed. 6. Portable and decorative signs shall be maintained.. B. Design. To ensure uniformity of design, portable and decorative signs shall be designed so as to be compatible with the architecture of the building in which the business is housed.. 1. A space for changeable copy may be incorporated into tate design of portable signs. This area shall not exceed thirty percent of the total sign area and must be surrounded by a. border. The alterable surface must be perrnanently attached to the sign and be comprised of washable/erasable materials. Taper, poster board and magnetic materials are not permitted. . All portable and decorative signs visible from bath sides shall be double-sided. 3. Decorative signs should function as visual enhancements and should be graphically oriented. C. Content. 1. Portable signs within the downtown business district may contain the following text elements. the name of the business, the type of business; and/or the principal product(s)of the business. -. Decorative signs shall contain no more than two words, in addition to the name of the business. 3. Changeable copy shall not be restricted. D. Size. It is intended that the area of all signs shall be maintained at the minimum determined adequate to advertise a particular business. 1. The maximum allowable sign area for portable and decorative signs shall not exceed six square feet. The sign shall not exceed three feet in height and two feet in width, including all structural elements. B. Location. Section 15.36.565 0 depicts locations for sign placement.. 1. All portable signs shall be placed perpendicular to the curb in a such location as to a maintain a minimum public right-of-way of six feet between the sign and the property line, r x h�. . Portable signs are not permitted in the public right-of-way within the downtown district in areas where the six foot minimum width for commercial sidewalks cannot be maintained_ . - Decorative signs shall be secured to the building and cannot extend into tate public right-of-way more than two feet. The lower most portion of the decorative sign shall not be less than eight feet from the ground. . Portable signs may be placed on private property as long as they are oriented to the main entrance, . No sign shall be placed in such a manner that it obstructs pedestrian or vehicular traffic or visibility. Signs shall not be placed in crosswalks and all comer cutoffs shall be maintained. t . Portable signs shall not be located within eight feet of permanent pedestrian seating areas. 7. Portable signs shall not be placed in parkways. . 'Portable and decorative signs shall be self-standing and shall not lean against or be attached to any public tree, pale or other fixture, Signs shall not be placed over grates, planters,etc. P. Sign Approval Required, The type, size, location and design of all suns and support structures shall be approved by the Downtown Sign Advisory Committee. 1. The Downtown Sign Advisory Committee shall consist of one staff representative and two Council appointed property and/or business owners within the geographic project area. . Decisions made by the Downtown Sign Advisory Committee may be appealed to the Planning Commission: 3, Once approved,a permit is issued, G. Exhibits.
