A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING INCREASED WASTEWATER RATES AND CHARGES
WHEREAS, the Utilities Advisory Committee and staff of the City have recommended to
this City Council that increases to the City's wastewater rates and charges are necessary to recover
the reasonable costs the City incurs by providing wastewater service to its customers and meeting
the operating expenses of the City; and
WHEREAS, the City has provided written notice by mail of the date, time, and place of a
public hearing on the proposed increased rates and charges to both the record owners and tenants
of each parcel of property on which the rate or charge is to be imposed, the specific amount of the
rate or charge, the reason for the rate or charge, and the basis upon which the rate or charge was
calculated, and
WHEREAS, at a duly noticed public hearing, held not less than forty five (45) days after
the mailing of notice of the proposed increased rates and, charges, verbal and written testimony
was presented to this City Council relating to such increases in the wastewater rates and changes,
and
WHEREAS, at the public hearing on the proposed rates and charges, this City Council
considered all protests against such rates and charges and determined that written protests against
the rates and charges were not presented by a majority of the record owners of the parcels upon
which the rates and charges are to be imposed,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows

Section 3. This City Council hereby finds and determines that the City's establishment
and/or modification of the rates and charges approved by this resolution is exempt from review
under the Cahforma Environmental Quality Act ("CEQA") pursuant to Public Resources Code
Section 21080(b)(8) and CEQA Guidelines Section 15273, because such rates and charges are
necessary for meeting operating expenses of the City
