Sister Cities International Award

Roy Cencirulo, Redlands Sister Cities Board President, thanked the City for their support of the Sister
Cities program and pointed out that Redlands was one of the oldest Sister Cities in the nation, beginning
in 1963 with Hmo, Japan Mr Cencirulo presented an Arts and Culture Award to the City as bestowed by
Sister Cities International He and his fellow Board Members also presented items donated by the Hmo
program, including a magazine commemorating the Hmo delegation's visit to Redlands in 2018 and a
book to be delivered to Smiley Library and Nathan Gonzales for preservation
PUBLIC COMMENT
Utility Bill Assistance Program - Andy Hoder expressed his full support of establishing a utility bill
assistance program to help income -qualified utility users in need, and he was surprised the program had
not been immediately approved when it was introduced during the meeting of October 19 He urged the
Council to reconsider and establish the program when it will be considered again on November 16, 2021

On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously approved minutes of the special meeting of October 18, 2021, and the regular
meeting of October 19, 2021

Proclamation National Nurse Practitioner Week
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously approved the issuance of a Proclamation Declaring November 7-13th as National
Nurse Practitioner Week

Airport Advisory Board Member Appointment
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously appointed Jason Golembeski to serve the remainder of a four-year term on the
Airport Advisory Board ending May 1, 2023

Parks and Recreation Commissioner Appointment
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously appointed Joanne Lessard to serve the remainder of a four-year term on the Parks
and Recreation Advisory Commission ending March 15, 2025

Environmental Site Assessment Professional Services
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously determined approval of the Third Amendment to the Professional Services
Agreement with Rincon Consultants, Inc is exempt from environmental review pursuant to Section
15061(b)(3) of the State's guidelines implementing the California Environmental Quality Act, and
approved the Third Amendment to the Professional Services Agreement between the City of Redlands and
Rincon Consultants, Inc to continue providing environmental site assessment services at the Alabama
Street Septage Disposal Ponds

Agreement Development Impact Fee Study
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously determined approval of the Agreement with DTA Municipal Solutions is exempt
from environmental review pursuant to Section 15061(b)(3) of the State's Guidelines implementing the
California Environmental Quality Act, and approved the Professional Services Agreement with DTA
Municipal Solutions to complete a Development Impact Fee Study in an amount not -to -exceed $49,980

License Agreement Outdoor Dining Area
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously determined that the License Agreement with Tobi Miller for an outdoor dining area
is categorically exempt from environmental review pursuant to Section 15301(c) of the State's Guidelines
implementing the California Environmental Quality Act, and approved the License Agreement with Tobi
Miller

Backup Power Generator Installation
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously determined that approval of the agreement is exempt from environmental review
pursuant to Section 15061(b)(3) of the State's guidelines implementing the California Environmental
Quality Act, and approved a Single Source Agreement with On Power Industries, LLC in an amount
not -to -exceed $62,560 50 for installation of a backup power generator at the City's Corporate Yard

Resolution No. 825 Athletic Fields and Facility Rentals
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously approved Resolution No 8257, establishing fees for Athletic Fields and Facility
Rentals

Redlands Theatre Festival Rental & Use Agreement
Mayor Barich announced this item was pulled from the agenda and will be presented to the Council at the
next regularly scheduled meetmg of November 16, 2021
Holiday Decor Rental and Installation
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council unanimously approved a Single Source purchase order for holiday decor rental and installation
services from The Christmas Kings in the amount of $64,500

COMMUNICATIONS
National Community Survey Results
Public Information Officer Baker introduced Erin Caldwell of Polco, who presented the results of the
National Community Survey (NCS) She reviewed community characteristics and how Redlands
compared to national benchmarks Areas assessed in the survey were Community Quality of Life,
Quality of Local Government Service Provision, Public Trust and Resident Participation Highlights
provided included Residents experienced a high quality of life in Redlands with a strong majority of
residents giving positive ratmgs to their neighborhood as a place to live (88% excellent or good), The
economy was an area of priority for the residents of Redlands, and the City should focus on this in the
next two years, over 8 in 10 residents responded that the importance of the overall economic health of
the City was essential or very important, Residents acknowledged homelessness was a problem in
Redlands, with almost 9 in 10 residents indicating that it was a major or moderate problem, Residents
approved of the quality of recreational activities in Redlands, with at least 6 in 10 giving positive marks
to fitness opportunities, availability of paths and walking trails, recreational opportunities, and recreation
programs or classes Recreation centers or facilities received similar marks, with 64% of residents rating
these as excellent or good, but it was noted that the overall quality of the natural environment, as well as
the overall quality of parks and recreation opportunities m Redlands, were both rated lower than the
national benchmarks About half or less of residents gave positive marks to Redlands open space (50%)
and the preservation of natural areas (49%) City parks received mostly positive scores (65%), but this
rating was lower than the national benchmark The poorest -performing item m this area was air quality
Council Members agreed the results lay a good foundation for the City as it begins to work on the
Strategic Plan next month Mayor Barich added that the Council will take the results to heart and work to
address the needs of the public
On motion of Council Member Jenna Guzman -Lowery, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously approved to receive and file the presentation on the results of a National
Community Survey (NCS) conducted by Policy Confluence Inc dba Polco

Assistant City Manager McConnell summarized the options available to the Council to fill a vacant
Council seat in District 5 as of January 3, 2022, due to the resignation announcement of Paul Foster The
City Council will have 60 days from the occurrence of the vacancy to either fill the vacancy by
appointment or call a special election to fill the vacancy An appointment must be made by March 4,
2022, and the appointee must be a Redlands resident, a registered voter and live m District 5 In
accordance with Government Code, any person appointed would hold office until the next general
municipal election, scheduled for November 8, 2022 A special election may be called and could be
consolidated with the Statewide Primary Election of June 7, 2022, with an estimated cost of $5,000 Ms
McConnell provided a timeline for the application and interview option, explaining the goal of the
proposed dates was to allow an appointee to have the most time to serve on the City Council
As public comment, Dennis Bell thought no action should be taken until redistricting was finalized and
new district maps were approved City Attorney McHugh clarified that Council Member Foster was not
allowed to vote on his replacement if Council chose to appoint, but he was able to fully participate in
discussions and voting to select the process of filling the vacancy Mayor Banch was concerned with
pursuing the appointment through an application and interview process because he thought it could give
someone an unfair advantage if the appointee desired to run for the open seat in November 2022 Mayor
Pro Tem Tejeda stated the most transparent method would be to let the voters decide and fill the seat
through a Special Election, but he and Mayor Banch recommended the Council select a former Council
Member to serve the remainder of the term, as they would be familiar with the duties and possess
valuable experience Council Member Foster supported this method and suggested the Council authorize
Mayor Banch and Mayor Pro Tem Tejeda to speak with the former Council Members residing in
District 5, which include, Carole Beswick, William Cunningham, Kasey Haws, Mick Gallagher and
Jerry Bean Council Members Guzman -Lowery and Davis supported filling the vacancy through an
application and interview process, stating this approach would be conducted in full view of the public
from beginning to end It would provide transparency and address any distrust the public may have with
the selection process, as reflected in the recently reported City survey results Council Member
Guzman -Lowery urged the Council to be more inclusive and let people demonstrate their competency
On motion of Council Member Paul Foster, seconded by Mayor Pro Tempore Eddie Tejeda, the City
Council authorized Mayor Banch and Mayor Pro Tem Tejeda to speak to the five former Council
Members, residing in District 5, to determine their willingness to serve the remainder of Council Member
Foster's term, while also holding no interest in running for election in November 2022, the City Council
authorized Mayor Banch and Mayor Pro Tem Tejeda to bring their recommendation to the full City
Council, and agreed that in the event that none of the five former Council Members agreed to serve the
remainder of the term, Council approved to fill the vacancy through an application and interview process
as presented by Assistant City Manager McConnell

NEW BUSINESS
Four Solid Waste Collection Vehicles Purchase
Facilities and Community Services Director Boatman explained the need to purchase and replace four
solid waste collection vehicles Sufficient funding for the purchase of the collection vehicles is included
m the Solid Waste budget for Fiscal Year 2021-22 as approved by the City Council

On motion of Council Member Jenna Guzman -Lowery, seconded by Council Member Paul Foster, the
City Council unanimously approved the purchase and replacement of four solid waste collection vehicles
from Rush Truck Centers in an amount not -to -exceed $1,509,518 14

COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES
Mayor Banch was excited to announce that the United States Capitol Chnstmas Tree will be coming to
Redlands on Saturday, November 6th from 2 00-6 00 p m Festivities will be hosted in downtown
Redlands on Pearl Avenue between Orange and Eureka
Mayor Pro Tem Teieda and Council Member Guzman -Lowery participated in the Dia de los Muertos, or
Day of the Dead, event this week hosted by A K Smiley Public Library, aimed at sharing a cultural
tradition and helping the Redlands community honor departed loved ones
Council Member Foster plans to attend another Dia de los Muertos celebration on Saturday,
November 6th at the Redlands Conservancy's Asistencia Festivities will include music, food, games and
ofrendas set up by community members
Council Member Davis and Council Member Guzman -Lowery participated in the Grove School long
range planning workshop
ADJOURNMENT
There being no further action required the meeting adjourned at 7 04 P M , in memory of Frank Fetta,
longtime conductor of Inland orchestras and a guiding force of the Redlands Bowl A passionate advocate
for the arts, he was credited with revitalizing the Bowl's annual Young Artists Competition The next
regular meeting of the City of Redlands City Council will be held on November 16, 2021
