A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA,
APPROVING PARTICIPATION WITH SAN BERNARDINO COUNTY FOR THE PREPARATION
OF A REGIONAL AIR QUALITY ELEMENT FOR THE PURPOSE OF IMPROVING AIR
QUALITY WITHIN THE SAN BERNARDINO COUNTY
BE IT RESOLVED by the City Council of the City of Redlands
as follows:
WHEREAS, the City of Redlands , San Bernardino County, California,
is within the jurisdiction of the South Coast Air Quality Management
District (SCAQMD) , the agency responsible for monitoring and reducing
air pollution for the South Coast Air Basin; and
WHEREAS, the SCAQMD has adopted a 1989 revised Air Quality
Management Plan (AQMP) for the purpose of setting forth a comprehensive
control program that will lead the South Coast Air Basin into compliance
with all Federal and State air quality standards including the Federal
Clean Air Act; and
WHEREAS, the AQMP has proposed that cities and counties within
the South Coast Air Basin adopt air quality elements as part of
their general plans; and
WHEREAS, the preparation of an Air Quality Element is desirable
to provide for the safety and welfare of the community by promoting
physical development and economic growth that is compatible with
regional air quality standards; and
WHEREAS, a regional approach and cooperative effort with San
Bernardino County, SANBAG, and other San Bernardino County cities
within the South Coast Air Basin will greatly improve the efficacy
of the policies and strategies in achieving the goals of cleaner
air and compliance with Federal and State standards; and
WHEREAS, the San Bernardino County Board of Supervisors has
requested participation in the development of a Regional Air Quality
Element to more adequately address air pollution in San Bernardino
County;
WHEREAS, joint participation will greatly reduce the cost of
preparing an air quality element or other implementation for each
affected jurisdiction;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Redlands as follows:
Section 1 . The City agrees to participate in the preparation
of a regional air quality element.
Section 2. San Bernardino County will be the lead agency for
preparing a regional air quality element and environ-
mental documents.
Section 3 . The City of Redlands will allocate funding in the
amount of $3 , 560 . 00 to $7 , 120 . 00 dependent upon
the final cost of the program, to be transferred
to the County by the City of Redlands .
Section 4 . The City of Redlands will authorize Carole Beswick
to represent the City as a member of the Advisory
Committee to be coordinated by San Bernardino County
to facilitate direct City .involvement in the Element.
Section 5 . The City of Redlands will authorize the Planning
Director or his designee to represent the City as
a member of the Technical Committee to be formed
and coordinated by San Bernardino County to facilitate
direct City involvement in the Element.
PASSED, APPROVED AND ADOPTED this 7th day of November, 1989 .

6. SAFETY ELEMENT. (B-D)
B-D will check additional data and policy sources, and interview persons
responsible for safety programs as a basis for updating the Safety Ele-
ment. The environmental hazards mapping by £SRI will provide addi-
tional information.
7. NOISE ELEMENT. (MG, B-D) The current Noise Element does not in-
clude mapped projections of noise impact as required by state law.
Mestre Greve Associates, Consulting Engineers, will map contours for
2010 using available data for Norton Air Force Base, projected aircraft
operations at Redlands Airport, and projected traffic volumes and truck
use on the trafficways system. Policies for mitigation at specific high-
impact locations will be included in the Noise Element.
8. AIR QUALITY ELEMENT. (B-D)
The revised South Coast Air Quality Management Plan, which is expected
to be adopted some time this year, and the SLAG model Air Quality El-
ement, now in preparation, will form the basis for the Redlands Air
Quality Element.
In addition to policies and programs that are part of regional air qual-
ity plans and programs, the Air Quality Element will include measures
particularly appropriate to Redlands. Because the primary source of air
pollution, other than transport from other areas, is vehicle emissions,
the Air Quality Element will include or reference Circulation Element
policies aimed at reducing traffic, including Transportation Systems
Management (TSM) treasures. Analysis to be performed for the Envi-
ronmental Assessment for the General Plan, including Caline 4 and
URBF,'bllS 2 computer program analyses of air pollution produced be-
cause of vehicle emissions, will provide the background for developing
air quality maintenance programs,

3
