A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING GENERAL PLAN AMENDMENT NO 0144 FOR THE ADOPTION
OF THE 6TH CYCLE 2021-2029 HOUSING ELEMENT UPDATE AND
APPROVING THE ADDENDUM TO THE CERTIFIED ENVIRONMENTAL
IMPACT REPORT FOR THE 2035 GENERAL PLAN AND CLIMATE ACTION
PLAN
WHEREAS, Government Code section 65580et seq requires cities to prepare a Housing
Element as a component of each city's General Plan and to revise it regularly on a schedule set forth
by law; and
WHEREAS, the City of Redlands initiated an update to the Housing Element of the General
Plan and prepared proposed revisions to the Housing Element for the 2021-2029 planning period
("6th Cycle 2021-2029 Housing Element"), which replaces the Housing Element that covered the
period 2013 to 2021, and
WHEREAS, the 6th Cycle 2021-2029 Housing Element sets forth the housing policies for the
City, will facilitate the preservation and development of housing, and will establish programs to
accommodate the City's share of the regional housing need in Southern California, and
WHEREAS, the 6th Cycle 2021-2029 Housing Element complies with the requirements of
State law; and
WHEREAS, in accordance with Government Code section 65583, the City finds that the
proposed 6th Cycle 2021-2029 Housing Element complies with the duty to Affirmatively Further Fair
Housing; and
WHEREAS, the City has been allocated 3,516 new housing units as its share of the Regional
Housing Needs Assessment ("RHNA") in Southern California, and
WHEREAS, an extensive public outreach effort was conducted to obtain resident and citizen
input into the Draft 6t1 Cycle 2021-2029 Housing Element, including a citywide housing needs
survey, individual stakeholder interviews, community meetings held on April 26 and May 13, 2021,
Planning Commission study sessions held on April 13 and May 25, 2021, as well as a City Council
study session held on June 29, 2021, and
WHEREAS, the Draft 6th Cycle 2021-2029 Housing Element was reviewed by the State
Department of Housing and Community Development ("HCD") per Government Code section
65585(b), and has been revised to address comments from HCD, and
WHEREAS, on December 30, 2021, the Planning Division caused a public notice display
advertisement concerning the Planning Commission public hearing to be published in a newspaper of

general circulation in the City, in accordance with Redlands Municipal Code and applicable
Government Code provisions, and
WHEREAS, on January 11, 2022, the Planning Commission held a duly noticed public
hearing on the Draft 6th Cycle 2021-2029 Housing Element and the addendum to the 2035 General
Plan and Climate Action Plan EIR, and considered the staff's verbal and written reports, and the
testimony and any written evidence submitted by the general public, and
WHEREAS, on January 11, 2022, the Planning Commission recommended to the City
Council the adoption of the 6th Cycle 2021-2029 Housing Element Update and the related addendum
to the 2035 General Plan and Climate Action Plan EIR, and
WHEREAS, on January 20, 2021, the City Clerk caused a public notice display
advertisement concerning the City Council public hearing for the 6th Cycle 2021-2029 Housing
Element Update to be published rn a newspaper of general circulation in the City, in accordance
within the Redlands Municipal Code and applicable Government Code provisions, and
WHEREAS, on February 1, 2022, the City Council held a duly noticed public hearing on the
6th Cycle 2021-2029 Housing Element Update and the related addendum to the 2035 General Plan
and Climate Action Plan EIR, and considered the verbal and written staff reports, and the testimony
and any written evidence submitted by the general public,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
1. California Environmental Quality Act. An addendum to the City of Redlands 2035 General
Plan and Climate Action Plan EIR is the appropriate environmental document for the 6th Cycle 2021-
2029 Housing Element Update. The 6th Cycle 2021-2029 Housing Element Update will necessitate
future amendments to the General Plan Land Use Map as well as the Safety Element. However, the
amendments will occur in the future and are not included as part of the scope of this project.
Therefore, in accordance with section 15164(a) of the State Guidelines implementing CEQA, none
of the conditions described in Section 15162 calling for preparation of a subsequent EIR have
occurred, and an addendum to the 2035 General Plan and Climate Action Plan EIR has been
prepared for the 6th Cycle 2021-2029 Housing Element Update.
2. Adoption of the 6th Cycle 2021-2029 Housing Element. The City Council herby adopts the
6th Cycle 2021-2029 Housing Element Update and the related addendum to the City of Redlands
2035 General Plan and Climate Action Plan EIR.
3. Effective Date. This Resolution shall become effective upon adoption.
