A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING ANNEXATION NO. 63 TO THE CITY OF REDLANDS
(LAFCO NO. 2466)
WHEREAS, the Local Agency Formation Commission of the County of
San Bernardino adopted its Resolution No. 2129 on January 20 , 1988,
making determinations and approving the proposed annexation to the
City of Redlands territory described in Exhibit A attached hereto and
by this reference incorporated herein; and
WHEREAS, the terms and conditions of annexation as approved by
the Local Agency Formation Commission are as follows:
1. The conducting authority for this proceeding shall be the
City Council of the City of Redlands;
2. The boundaries are approved as set forth in Exhibit "A"
attached;
3 . The following distinctive short form designation shall be
used throughout this proceeding: LAFCO 2466;
4 . Approval is hereby granted to proceed without notice,
hearing or election with 100 percent consent of the
property owners;
5 . County Service Area 70 and County Service Area 38 shall be
detached without split of assets or liabilities;
6. County Service Area 110 shall continue to overlay the
annexation area;
7. The date of issuance of the Certificate of Completion shall
be the effective date of this annexation; and
WHEREAS, the reasons for this annexation are: The annexation of
the hereinbefore described territory will contribute to the orderly
growth of the City of Redlands, provide the proper control of street
layout, drainage, sanitary sewer design, and insure the proper use of
land in conformity with the overall plan of the City of Redlands; and
WHEREAS, the regular county assessment roll is utilized by the
City of Redlands; and
WHEREAS, the affected territory will be taxed for existing
general bonded indebtedness of the City of Redlands; and
WHEREAS, the Local Agency Formation Commission has authorized
the City Council of the City of Redlands to approve this annexation
without notice and hearing and without an election.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Redlands hereby orders the territory described in the attached
Exhibit A, annexed, pursuant to the Cortese/Knox Local Government
Reorganization Act (Government Code Section 56000) , and directs the
City Clerk of the City of Redlands to transmit three certified copies
of this resolution with applicable fees required by Section 54902.5
of the Government Code to the Executive Officer of the Local Agency
Formation Commission of San Bernardino County.
ADOPTED, SIGNED AND APPROVED this 15th day of March, 1.958 .

corner of Section 16 , T.1 S. , R.3 W, San Bernardino Base and
Meridian; said point being in the centerline of San
Bernardino Avenue; thence N 10 20 ' E, 750 .55 feet; thence
East 475 . 38 feet ; thence N 00 01 ' E to its intersection with
the centerline of Pioneer Avenue; thence East along last said
line to its intersection with the Redlands City Limits line;
thence South along last said line to its intersection with

INITIATED BY: Resolution of the City of Redlands
RECOMMENDATION:
1) That the Commission note that a Negative Declaration has been adopted
by the City of Redlands in conjunction with the prezoning of this proposal ,
and instruct the Clerk to file a Notice of Determination within five days;
2) That the Commission approve LAFCO #2466, City of Redlands Annexation
#63, appointing the City of Redlands conducting authority authorized to
proceed without notice or hearing; and
3) That the Commission detach CSA #38, CSR #70, and their improvement
zones as a condition of approval ;
4) That the Commission retain the overlay of CSA #110 for the good of
the public welfare (Govt. Code, Section 56375-P) ; and
5) That the Commission adopt Resolution #2129 reflecting these actions.
BACKGROUND:
The City of Redlands has proposed this annexation for the purpose of expan-
ding the City's park facilities. The area in question consists of approxi-
mately 32 acres lying at the northwest corner of the intersection of state
route 30 and San Bernardino Avenue. The proposal is within the sphere
of influence of the City of Redlands and enjoys 100% landowner consent.
This acreage is presently supporting an orange grove and is uninhabited.
Under the City of Redlands General Plan, the area is designated Urban
Reserved and has been prezoned as open land. These designations are consis-
tent with the proposed land use: city park. The County's general plan
designates the area Industrial . The County zoned it for small agricultural
use (minimum 5 acres).

The City of Redlands' plan for services has shown the City is able to
provide a full range of municipal services to this parcel . These services
include, but are not limited to, water, sewer, solid waste disposal , police,
and fire. The City has indicated that law enforcement and initial fire
response time to this area would be reduced through the jurisdictional
change that this annexation would provide.
FINDINGS:
1. The Registrar of Voters has found this area to be legally uninhab-
ited with no registered voters. Total land value is $140,506.
2. Landowner consent for this proposal is 100%.
3. The City of Redlands ' general plan has designated this area
Urban Reserve. The City prezoned the area for open space.
The proposed land use (city park) , the general plan, and the
prezoning are all consistent.
4. As a part of the prezoning process, the City of Redlands deter-
mined that this annexation proposal would not have a significant
effect upon the environment. The City adopted a Negative Declara-
tion for both the prezoning and the annexation proposal .
5. The proposal area is presently served by the following local
agencies:
San Bernardino Valley Water Conservation District
San Bernardino Valley Municipal Water District
County Service Area #38
County Service Area #38, Improvement Zone G
County Service Area #70
County Service Area #70, Improvement Zone A
County Service Area #110
As a condition of approval County Service Areas #38 and #70
and their improvement zones will be detached. It is recommended
that County Service Area #110 remain in overlay for the purpose
of maintaining the public welfare (Govt. Code, Section 56375-P).
Other agencies will be unaffected by this proposal .
6. The City of Redlands has indicated through their plan for ser-
vices, the ability to provide a full range of services upon
annexation and/or development.
7. The study area can benefit from the availability of services
from the City of Redlands, and nearby residents will benefit
from the proposed City park.

8. This proposal and its anticipated effects do not conflict with
adopted Commission policies.
9. All notices required by law have been given, no notices have
been received.
