A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING SIGN CONDITIONAL USE PERMIT NO 21 FOR A UNIFORM
SIGN PROGRAM FOR THE PARKFORD GROVE CENTER, LOCATED AT
1035-1045 PARKFORD DRIVE
WHEREAS, Harcourts and Freeman has filed an application for Sign Conditional Use
Permit No 21 a Uniform Sign Program with sign criteria for the Parkford Grove center, located
at 1035-1045 Parkford Drive (APN 0174-143-07) within the C-4 (Highway Commercial)
District, and
WHEREAS, in conjunction with the filing of Commission Review and Approval No
890, the Project also includes the filing of Conditional Use Permit No 1061, and Sign
Conditional Use Permit No 20 (the "Project"), and
WHEREAS, the City Council has the authority per Chapter 18 192 of the City of
Redlands Municipal Code to take action on Sign Conditional Use Permit No 21, and
WHEREAS, on September 26, 2017, and October 24, 2017, the City of Redlands'
Planning Commission held noticed public hearings at which interested persons had an
opportunity to testify in support of, or m opposition to Sign Conditional Use Permit No 21, as
well as Conditional Use Permit No 1061, Commission Review and Approval No 890, and Sign
Conditional Use Permit No 20 at which the Planning Commission considered the Project, and
WHEREAS, in accordance with Government Code section 65453 and 65090, on
December 8, 2017, the City gave notice by publication in the Redlands Daily Facts newspaper of
the holding of a public hearing at which Sign Conditional Use Permit No 21 would be
considered by the City Council, and
WHEREAS, on December 19, 2017, the City Council held a public hearing and
considered the staff written and oral reports, the recommendation of the Planning Commission,
the testimony and written evidence submitted by and on behalf of the applicant, and testimony by
members of the public, and
WHEREAS, at the public hearing on December 19, 2017, the City Council considered,
heard public comments on Sign Conditional Use Permmt No 21 and the Harcourts and Freeman
Entitlements,
NOW, THEREFORE, be it resolved by the City Council of the City of Redlands as
follows
SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. The City prepared
an Initial Study and found there is no substantial evidence that there could be any potentially
significant environmental effects with mitigation, and the project qualifies for a Mitigated
Negative Declaration in accordance with CEQA Guidelines Section 15074

SECTION 2, REQUIRED FINDINGS Pursuant to Redlands Municipal Code Section
15 36 100(F) and, after consideration of the record before the City Council, and all oral and
written evidence and testinony presented at the public hearing for Sign Conditional Use Permit
No. 21, the City Council hereby finds as follows
1 The size of the signs are compatible with the design, architecture, and scale of the
buildings and/or project The size of the signs detailed m the Sign Program will be consistent,
and more restrictive in design, than the Redlands Sign Code to ensure consistency of signs and
compatibility with the design of the architecture and scale of buildings The Sign Program, with
inclusion of the freeway sign, as indicated above, is consistent with this fmdmg,
2 The size of the signs are aesthetically consistent with the project, adjacent areas,
and the City of Redlands The Sign Program will ensure that the signs are aesthetically consistent
with the Project and provide a cohesive appearance within the center through design,
construction method, and placement
3 The size of the signs are needed to provide necessary project identification for the
benefit of the general public The Sign Program is consistent with the Redlands Municipal Sign
Code and will provide adequate and necessary project identification for all tenants within the
centei from the freeway and adjacent right-of-way
Section 3 APPROVAL The City Council hereby approves Sign Conditional Use Permit
No 21, as shown an Exhibit "A" and subject to the Conditions of Approval and incorporated
herem by this reference as Exhibit "B "

A. PURPOSE AND INTENT
The purpose of this sign program is to ensure that the
signage at the shopping center at Marshall & Parkford
(heretofore 'the Project") reflects the integrity and
overall aesthetic values of the Landlord and the city of
Redlands.
Existing tenant wall signs that comply with this sign
program shall be permitted to be re -installed as -is after
the remodel until a new tenant occupies any given space.
Future tenant signs must comply with this program.
It is the intent that anv new signage within the Project
that is not specifically addressed by this sign program
shall require modification of this sign program to
include such signage.
B. GENERAL LANDLORD/TENANT
REQUIREMENTS
1. The Tenant shall submit to Landlord for written
approval, three (3) sets of detailed, scaled drawings, in
full color. These drawings shall include scaled drawings
of the buildingelevation(s) to which the sign(s) are to be
attached with the sign(s) placed on the building,
leasehold location and width, and proposed sign
specifications including exact sign dimensions, area,
materials, and colors. A section detail must also be
included in the submitted drawings clearly illustrating
sign construction, illumination, wiring, and quantity and
types of fasteners. Proposed drawings must clearly
illustrate compliance of the proposed sign(s) with this
siggn program, the City of Redlands sign code, and the
requirements of any other governmental agency having
jurisdiction over the Project.
2. All signs shall be reviewed by the Landlord for
conformance with this criteria, overall design quality,
and compatibility with the intended aesthetic character
of the Project. Approval or disapproval of sign
submittals shall remain the sole right of the Landlord
and City
3. Tenant must obtain written approval from the Landlord
(and any other relevant agencies) of all proposed signs
prior to submitting sign drawings to the City of
Redlands tor the purpose of obtaining a sign permit.
4. Prior to the install and manufacture of any sign, the
Tenant shall obtain a sign permit from the City of
Redlands and provide Landlord with a copy of such sign
permit.
5. Signs built and/or installed without permits and approval
by Landlord, governmental agencies having jurisdiction
over the Project (or others having rights of approval of
such signs), or contrary to corrections made by Landlord
or such governmental agencies, shall be altered to
conform to such standards at Tenants sole cost and
expense. If Tenant's sign has not been brought into
conformance within fifteen (15) days after written notice
from Landlord, Landlord shall have the right to correct
said sign at the sole cost and expense of Tenant
6. The Tenant shall pay for all signs, related materials,
permits and installation fees (including final inspection
costs). It is the responsibility of the Tenant's sign
company to verify all conduit and transformer locations
and service access prior to fabrication.
7 In the event a Tenant vacates his premise, it is his
responsibility to patch all holes and paint surface(s) to
match existing color of fascia. In addition, the Tenant
shall provide a blank panel for any freestanding sign he
occupies.
8. Tenant sign(s) shall be installed not later than thirty (30)
days after Tenants store opens for business, and only atter
City permits are secured.
9 Landlord reserves the right to periodically hire an
independent electrical engineer, at Tenant's sole expense,
to inspect the installation of all Tenant's signs. Tenants
will be required to have any discrepancies and/or code
violations corrected at Tenant's expense. Any code
violations, requests for sign removals, or discrepancies
not corrected within fifteen (15) days of notice, may be
corrected by the Landlord at Tenant's expense.
10. Damaged portions of anv sign(s) shall be repaired or
replaced within three (3) business days. In the event
Tenant shall be unable to effect such repair or
replacement within said period for any reason (other than
financial inability) beyond Tenant's control, Tenant shall
notify Landlord and provide to Landlord a plan of action
to be taken to ensure that such repair or replacement shall
be continuously pursued with due diligence until
completed.
11. A Tenant who vacates their space is expected to remove
any wall sign(s) and patch and paint the affected fascia(s),
leaving the fascia(s) in like -new condition. The Landlord
will remove and dispose of any sign remaining after
tenant vacates within fourteen (14) days of a tenant's
departure, considering the sibg-n abandoned and
witholding the cost of the removal from the Tenant s
deposit
12. Freestanding signs in the Project will be built and
maintained by the Landlord. Tenant panel placement and
design subject to review and approval by Landlord with
associated costs to be reimbursed by tenants as directed
and agreed upon with Landlord

GENERAL SPECIFICATIONS
Sign sues shall not exceed the general sizes outlined.
Landlord has the final discretion when reviewing the
proposed signage and reserves the right to not allow
signage even if it meets the cntena herein
Signs shall be fabricated per the specifications shown
All signs and their installation shall comply with all local
building and electrical codes.
4. All electrical signs will be fabricated according to U.I.
specifications
5 Sign company to be fully licensed with the State and shall
have full workman's compensation and general liability
insurance
6 All penetrations of exterior fascia are to be sealed
watertight (color and finish to match existing building
exterior) No roof penetrations shall be made without
Landlord's prior written consent.
7 Tenant at Tenant's expense shall immediately repair any
damage caused by Tenant's sign contractor which has
occurred to the premises during the course of installation
of Tenant's sign(s)
8 All conduits transformers junction boxes and openings
in building surfaces shall be. concealed Any necessary
exposed hardware must specifically be approved by
I andlord and City regulatory departments prior to
installation and must be finished in a manner consistent
with quality fabrication practices
9 Signs shall be placed in locations as shown, with
Landlord approval
10 All signs shall have its sign permit numbet, name of
fabricator date of installation and voltage in a visible
location
11 Tenant wall signs may incorporate exposed neon at the
discretion of the Landlord

Permanent advertising devices such as attraction boards,
posters, balloons, pennants, banners, and flags
Temporary signage requires advanced express written
Landlord approval prior to installation and any required
city approval
2 Flashing, animated, audible, revolving or other signs that
create the illusion of animation are not permitted
3 Signs Constituting a Traffic Hazard No person shall
install or maintain, or cause to be installed or
maintained, any sign which simulates or imitates in size,
color, lettering or design any traffic sign or signal or
which makes use of the words "STOP" "LOOK"
"DANGER" or any other words phrases symbols or
characters in such a manner as to interfere with mislead
or confuse traffic.
4 Signs in Proximity to Utility Lines Signs which have
less horizontal or vertical clearance from authonzed
communication or energized electrical power lines than
are prescribed by the Laws of the State of California are
prohibited
5 Signs within the public nght-of-way except those
protected by legally nonconforming rights or those
required by law for traffic control, information and
hazard identification
6 Any sign erected or attached to any tree, utility pole, or
traffic control pole or box within any public right -of
way with the exception for City identification signs
7 An} sign or sign structure which is structurally unsafe
or constitutes a hazard to the health safety or welfare
of persons by reason of design inadequate

CONDITIONS OF APPROVAL
1 The issuance of any permits shall comply with all provisions of the Redlands Municipal
Code.
2 This approval is for Sign Conditional Use Permit No 21 to establish a Uniform Sign
Program for a 6 13 acre unified center located at 1035-1045 Parkford Drive within the C-4
(Highway Commercial) District.
3 All signs shall be located outside of the public right-of-way as indicated in the development
plan and as determined by Development Services Department and the Municipal Utihties and
Engineering Department.
4 The signs shall be cared for and maintained in good condition.
5 The applicant shall obtain Building Permits from the Development Services Department for
any signs.
6 All signs shall be constructed in compliance with all applicable building, electrical, and other
codes in effect at the time of construction or maintenance, with particular respect to wind and
seismic loads and overturnng moment.
7 All plans submitted to the City shall reflect City Council approval and any other changes
required by the City Council, Planning Commission and/or staff.
8 The applicant shall obtain an issued building permit prior to construction of the structure and
related site improvements

9 Pursuant to Government Code Section 66020(d), certain fees, dedications, reservations or
exactions imposed by the City as a condition of approval of this project are subject to a
statutory ninety (90) day protest period. Please be advised that the ninety (90) day protest
period for those fees, dedications, reservations and exactions which are subject to
Government Code Section 66020(a) has commenced to run on the date this project was
approved by the City
10 The property owner and applicant and their successors and assigns, shall defend, by paymg
for the defense costs of the City of Redlands (for counsel retained by the City), indemnify
and hold harmless the City of Redlands, and its elected officials, officers, employees, and
agents, from and against any and all claims, actions, and proceedmgs (collectively "Claims")
to attack, set aside, void or annul the approval of this Conditional Use Permit by the City, or
Claims brought against the City due to acts or omissions in any way connected to the
applicant's project that is the subject of this permit. This indemnification shall include, but
not be limited to, damages, fees, costs, liabilities, and expenses incurred in such actions or
proceedings, including damages for the injury to property or persons, including death of a
person, and any award of costs or attorneys' fees. In the event any such action is commenced
to attack, set aside, void or annul all, or any, provisions of this permit, or is commenced for
any other reason against the City for acts or omissions relating to the applicant's project,
within fourteen (14) City business days following notice of such action from the City, the
applicant shall file with the City a performance bond or irrevocable letter of credit, or other
form of security satisfactory to the City (the "Security") in a form satisfactory to the City,
and in the amount of $300,000, to ensure applicant's performance of its defense and
indemnity obligations under this condition. The Security amount shall not limit the total
indenniity obligation of the applicant pursuant to this condition. The failure of the applicant
to provide the Security shall be deemed an express acknowledgement and agreement by the
applicant that the City shall have the authority and right, without objection by the applicant,
to revoke all entitlements granted for the project pursuant to this permit. The City shall have
no liability to the applicant for the exercise of City's right to revoke this permit.
11 All sign lettering for the freeway oriented sign is to have a minimum vertical and horizontal
dimension of one (1) foot and a maximum vertical and horizontal dimension of three (3) feet.
12 The freeway oriented sign shall serve for business identification for qualified uses as
described in Section 15 36 420(a) The sign is intended to display identification for "motorist
serving businesses", defined as "[a] business especially oriented to provide services to the
freeway traveling public Motorist serving businesses shall be limited to those whose primary
products or services are food, lodging, or motor vehicle fuel. A motorist serving business
shall be open to the public a mmimum of twelve (12) hours per day, seven (7) days per
week."
13 Mitigation Measure AES-1 The freeway sign shall be designed so to not exceed a
maximum height of 110 feet as measured from finish grade (per the approved grading plan)
at the base of the pole's foundation.

issuance of building permits.

14 Mitigation Measure BIO-1 If construction and/or tree removal is proposed between
February 1 and August 31, a qualified biologist shall conduct a nesting bird survey(s) no
more than three days prior to initiation of grading to document the presence or absence of
nesting birds within or directly adjacent (100 feet) to the project site. The survey(s) shall
focus upon identifying any raptor and/or passerine nests that are directly or indirectly
affected by construction activities. If active burrowing oil or other avian nests are
documented, species -specific measures shall be prepared by a qualified biologist and
implemented to prevent abandonment of the active nest. At a minimum, grading in the
vicinity of a nest shall be postponed until the young birds have fledged. A minimum
exclusion buffer of 100 feet shall be maintained during construction, depending upon the
species and location. The perimeter of the nest setback zone shall be fenced or adequately
demarcated with stakes and flagging at 20-foot intervals, and construction personnel and
activities restricted from the area.
To be monitored by the Development Services Department, Planning Division, through
receipt of a copy of a signed contract or similar confirmation between the developer and a
qualified biologist if any work will take place during the specified time period and the
documented results as prepared by a qualified biologist, prior to issuance of a grading
permit.
15 Mitigation Measure CUL-1 In the event that cultural resources are discovered during
further site preparation activities, operations shall stop in the immediate vicinity of the find
and a qualified archaeologist shall be consulted to determine whether the resource requires
further study The qualified archaeologist and shall make recommendations to the Lead
Agency on the measures that shall be implemented to protect the discovered resources,
including but not limited to excavation of the finds and evaluation of the finds in accordance
with Section15064 5 of the CEQA Guidelines
If the resources are determined to be unique historic resources as defined under Section
15064 5 of the CEQA Guidelines, mitigation measures shall be identified by the monitor
and recommended to the Lead Agency Appropriate mitigation measures for significant
resources could include avoidance or capping, incorporation of the site in green space,
parks, or open space, or data recovery excavations of the finds.
To be monitored by the Development Services Department, and Planning Division, and
satisfied during construction of the project.
16 Mitigation Measure GEOLOGY-1
The project shall be developed m accordance with all the recommendations included
in the geotech mcal investigation prepared by Geoteclnlologies, Inc. for the subject
property In addition, the proposed project will be constructed to adhere to all
applicable federal, state, and local regulations pertaining to seismic design.
17 Mitigation Measure GEOLOGY-2 The applicant shall coordinate and ensure
construction monitoring by the project engineering geologist during ground disturbance
and construction activities, as outlined in the geotechnical investigation prepared by

Geoteclulologies, Inc to ensure compliance with the design concepts, specifications or
recommendations of the geotechnical investigation.
18 Mitigation Measure GEOLOGY-3 The project shall require that all permanent
landscaping be installed prior to final occupancy, and, following construction, disturbed
soils shall be landscaped, or otherwise treated (covered with gravel, mulch or hardscape)
to protect soils from wind and water erosion.
31 Mitigation Measure GEOLOGY-4 The project shall require the applicant to include a
Soil Erosion Control Plan as part of the Stormwater Pollution Prevention Plan
(SWPPP) and Water Quality Management Plan (WQMP) for the project site. This
section of the SWPPP/WQMP shall include measures designed to control wind and
water erosion on the site during and after construction. The Best Management
Practices (BMPs) shall include measures mcludmg landscape, hardscape, and
incorporation of retention facilities to reduce the volume of stormwater runoff,
minimize soil exposed to concentrated runoff, and infiltrate surface runoff on the
project site in accordance with the City's Stormwater Management ordinance
(Section 15 54 160 of the Redlands Municipal Code)
Mitigation Measures GEOLOGY-1 through GEOLOGY-4 To be verified by the
Building & Safety Division and Municipal Utilities & Engineering Department prior
to issuance of grading permits, and monitored by the Building & Safety Division and
Municipal Utilities & Engineering Department during grading and construction
activities.
32 Mitigation Measure HYD-1 Prior to the issuance of a grading permit, the project
applicant shall file and obtain a Notice of Intent (NOI) with the Regional Water Quality
Control Board in order to be m compliance with the State NPDES General Construction
Storm Water Permit for discharge of surface runoff associated with construction
activities. Evidence that this has been obtained (r.e , a copy of the Waste Discharger's
Identification Number) shall be submitted to the City Municipal Utilities and Engineering
Department (MUED) for coverage under the NPDES General Construction Permit.
To be monitored by the Municipal Utilities and Engineering Department and verified
prior to issuance of Grading Permits
33 Mitigation Measure HYD-2 Prior to the issuance of a grading permit, the project
applicant shall submit to and receive approval from the City of Redlands of a Storm
Water Pollution Prevention Plan (SWPPP) The SWPPP shall include a surface water
control plan and erosion control plan citing specific measures to control on -site and off -
site erosion during the entire grading and construction period. In addition, the SWPPP
shall emphasize structural and nonstructural Best Management Practices (BMPs) to
control sediment and non -visible discharges from the site
The SWPPP will include inspection forms for routine monitoring of the site during
construction phase to ensure NPDES compliance and additional BMPs and erosion

control measures will be documented in the SWPPP and utilized if necessary The
SWPPP will be kept on site for the entire duration of project construction and will be
available to the local RWQCB for inspection at any time. Some the BMPs to be
implemented may include the following:
• Sediment discharges from the site may be controlled by the followmg
sandbags, silt fences, straw wattles and temporary basins (if deemed
necessary), and other discharge control devices The construction and
condition of the BMPs will be periodically inspected during construction
and repairs will be made when necessary as required by the SWPPP
• Materials that have the potential to contribute to non -visible pollutants to
storm water must not be placed in drainage ways and must be contained,
elevated, and placed in temporary storage containment areas
• All loose piles of soil, silt, clay, sand, debris, and other earthen material
shall be protected in a reasonable manner to eliminate any discharge from
the site. Stockpiles will be surrounded by silt fences and covered with
plastic tarps.
• In addition, the construction contractor shall be responsible for performing
and documenting the application of BMPs identified in the SWPPP
Weekly inspections shall be performed on sandbag barriers and other
sediment control measures called for in the SWPPP Monthly reports and
inspection logs shall be mamtamed by the Contractor and reviewed by the
City of Redlands and the representatives of the State Water Resources
Control Board. In the event that it is not feasible to implement specific
BMPs, the City of Redlands MUED can make a determination that other
BMPs will provide equivalent or superior treatment either on or off site

prior to issuance of Grading Permits
34 Mitigation Measure HE'D-3 The project shall be required to comply with the submitted
Preliminary Water Quality Management Plan (PWQMP) prepared in accordance with
Santa Ana Regional Water Quality Control Board and the City of Redlands Municipal
Utilities and Engmeering Department (MUED) The project shall also provide the
appropriate Best Management Practices (BMP s) within the project site to stop "first
flush" of accumulated pollutants from entering the City storm dram system. BMPs can
include onsite bio-swales,, infiltration trenches, treatment units and detention basins that
will reduce pollutant levels from onsite runoff to meet as defined in Municipal Code
section 15 54 160 The specific mix of BMPs will be reviewed and approved by the City
of Redlands MUED

prior to issuance of Building Permits.
35 Mitigation Measure NOI-1 Implementation of the following multi -part mitigation
measure is required to reduce potential construction period noise impacts to a less than
significant level
a) The construction contractor shall ensure that "quiet" models of air compressors and
other stationary construction equipment are utilized where such technology exists
b) The construction contractor shall, to the maximum extent practical, locate on -site
equipment staging areas so as to maximize the distance between construction related
noise sources and noise -sensitive receptors nearest the project site during all project
construction.
c) The construction contractor shall place all stationary construction equipment so
emitted noise is directed away from sensitive receptors nearest the project site
d) The construction contractor shall prohibit unnecessary idling of internal
combustion engines (i.e., in excess of 5 minutes)
e) The construction contractor shall designate a noise disturbance coordinator who will be
responsible for responding to any local complaints about construction noise. The
disturbance coordinator will determine the cause of the noise complaints (starting too
early, bad muffler, etc.) and institute reasonable measures warranted to correct the
problem. The construction contractor shall conspicuously post a telephone number for the
disturbance coordinator at the construction site
f) All on -site construction activities, including deliveries and engine warm-up, shall be
restricted to the hours between the hours of 7 00 a.m. and 6 00 p.m. on weekdays,
including Saturdays No such activities shall be permitted on Sundays or federal holidays.
To be monitored by the Development Services Department, Building & Safety
Division and Planning Division, and satisfied through notes on the approved
construction plans prior to issuance of Building Permits and implementation during
construction of the project.
36 Mitigation Measure PUB-1 A construction site security plan approved by the police
department is required, providing adequate security measures such as lights, video
cameras, vehicle transponders, locks, alarms, trained security personnel, fencmg etc The
nature of the measures will depend on the specific requirements of the site, and may vary
with the different stages of construction. The developer shall be responsible for the
comphance of all sub -contractors working on the site Other impacts associated with new
development are mitigated with the payment of development impact fees, and State
established school fees.

Building and Safety Division, and Municipal Utilities and Engineering Department

37* Mitigation Measure TRA-1 The project applicant shall complete all off -site striping
and signing, as recommended in the completed Traffic Impact Analysis, and
contribute towards the cost of area improvements as identified below on a fair share or
"pro rata" basis, prior to issuance of a Certificate of Occupancy
• Ford Street at 1-10 WB On Ramp/Reservoir Road
o Restriping of the east leg with an exclusive westbound left -turn lane and
shared thru/right-turn lane Note that the exclusive westbound left -turn lane is
proposed to provide 100 feet of storage.
o Restripe the northbound and southbound approaches to provide for a
northbound and southbound yield right -turn lane.
o Installation of a traffic signal and design for two -six -phase operation with
protected/permissive phasing in the northbound/southbound directions.
o Installation of a crosswalk on the east leg.
o Restripe the northbound left turn pocket to extend back to 1-10 east off -ramp
to provide 270 feet of storage. Note that the western -most northbound through lane
along Ford Street, south of 1-10 eastbound off -ramp, will become a trap lane leading
into this extended northbound left -turn lane. Install appropriate signage to advise
drivers of this trap lane.
• Ford Street at Parkford Drive
o Restriping of the west leg with an exclusive eastbound left -turn lane and
exclusive eastbound right -turn lane. Note that the exclusive eastbound left -turn
lane is proposed to provide 100 feet of storage.
• Restriping of the north leg to provide a vehicle refuge which can provide storage
for up to two (2) vehicles The vehicle refuge is proposed to provide a total of 70 feet
of storage and transition.
• Ford Street at I-10 Eastbound Off -Ramp.
o Extend the exclusive eastbound right -turn lane to provide 600 feet of
storage.
• Ford Street at Redlands Boulevard/I-10 Ramps.
o Extend the exclusive westbound left -turn lane to provide 220 feet of
storage.

38 Mitigation Measure TRA-2 The project shall participate in the phased construction of
off -site traffic signals through payment of traffic signal mitigation fees. The traffic
signals_
within the study area at buildout should specifically include an interconnect of the traffic
signals to function in a coordinated system.

of a Certificate of Occupancy
39 Mitigation Measure TRA-3 Sight distance at the project accesses shall comply with
standard California Department of Transportation and City of Redlands sight distance
standards. The final grading, landscaping, and street improvement plans shall
demonstrate that sight distance standards are met. Such plans must be reviewed by the
City and approved as consistent with this measure prior to issue of grading permits.

40 Mitigation Measure TRIBAL-1 The Project applicant shall contact the consulting
Native American Tribe that have requested monitoring through consultation with the City
during the AB 52 process (Gabrieleno Band of Mission Indians - Kizh Nation) The
applicant shall grant access to the tribe for tribal monitoring, at the tribes' own cost,
during grading and ground disturbance activities when the potential for contact with
original soils exists, as determined by the monitoring project engineering geologist.
