HomeMy WebLinkAbout5242_CCv0001.pdf RESOLUTION NO. 5242 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AUTHORIZING DESIGNATION OF APPLICANT'S AGENT FOR OBTAINING FEDERAL FINANCIAL ASSISTANCE FOR THE HAZARD MITIGATION GRANT PROGRAM FUNDING RELATED TO THE EARLY AND LATE WINTER STORMS, 1995 (FEMA 1044-FEMA 1046-DR-CA). WHEREAS, Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, provides funds to the State of California and its political subdivisions for financial subdivisions for financial assistance in the event of natural disasters; and WHEREAS, the State of California Office of Emergency Services has been delegated the responsibility of the administration of the program within the state, establishing necessary procedures governing applications by cities, counties, districts and nonprofit organizations under the program; and WHEREAS, said procedures, established by the State Department of Office of Emergency Services, requires the applicant to certify by resolution the designation of applicant's agents; and WHEREAS, said application contains assurances that the applicant must comply with; and WHEREAS, the applicant will enter into a contract with the State of California in conjunction with the Hazard Mitigation Grant Program; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: 1. Approves the filing of an application for financial assistance under P. L. 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and state financial assistance under the Natural Disaster Assistance Act. 2. Certifies that said applicant understands the assurances in the application form, and 3. Certifies that said applicant has or will have sufficient funds to operate and maintain the project(s); and khazmit.cc Resolution No. 5242 Page Two 4. Appoints Gary Luebbers, City Manager; Gary G. Phelps, Municipal Utilities Director, or Michael Huffstutler, Assistant Utilities Director, to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project. ADOPTED, SIGNED AND APPROVED this 16th day of January, 1996.
