A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS AUTHORIZING DESIGNATION OF APPLICANT'S
AGENT TO OBTAIN NATURAL DISASTER ASSISTANCE ACT
(NDAA 99-44) FINANCIAL ASSISTANCE.
WHEREAS, the County of San Bernardino declared a Proclamation of Local
Emergency because of severe thunderstorms on July 12, 1999;
WHEREAS, the State of California Governor's Office of Emergency Services
reviewed the damage data provided by county officials to determine the impact to San Bernardino
County;
WHEREAS, the State of California Governor's Office of Emergency Services
concurred with the County's resolution in accordance with Chapter 7.5, Division 1 of Title 2 of
the Government Code of the State of California;
WHEREAS, the County of San Bernardino, cities and special districts that sustained
damage due to these storms may submit an application for State financial assistance;
WHEREAS, said procedures established by the State of California Governor's
Office of Emergency Services require the applicant to certify by resolution the designation of
applicants' agents; and
WHEREAS, said application contains assurances that the applicant must comply
with; and
WHEREAS, the applicant will enter into a contract with the State of California to
recover costs of identified damages;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Approves the filing of an application for financial assistance under Chapter
7.5, Division I of Title 2 of the Government Code of the State of
California (Natural Disaster Assistance Act).
2. Certifies that said applicant understands the assurances in the application
form.
3. Certifies that said applicant has or will have sufficient funds to operate and
maintain the project(s).
4. Authorizes Gary Luebbers, City Manager; Ronald C. Mutter, Public Works
Director; and Mary Petite, Cost Recovery Administrator, to execute for and
on behalf of the City of Redlands, a public entity established under the laws
of the State of California, this application and to file it in the Office of
Emergency Services to obtain financial assistance under Chapter 7.5,
Division I of Title 2 of the Government Code of the State of California
(Natural Disaster Assistance Act) for costs incurred because of severe
thunderstorms beginning July 12, 1999;
5. That the City of Redlands, a public entity established under the laws of the
State of California, hereby authorizes its agent(s) to provide to the State
Office of Emergency Services for all matters pertaining to such state
disaster assistance the assurances and agreements required.
