A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AN APPLICATION FOR PLANNING SERVICES UNDER THE
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS
COMPASS BLUEPRINT PLANNING PROGRAM
WHEREAS, Southern California Associated Governments (SCAG) offers planning
services through its Compass Blueprint program to local governments, planners and various
stakeholders; and,
WHEREAS, Compass Blueprint Planning Services provide opportunities for local
planning efforts to become regional showcases for state-of-the-art planning through
Demonstration Projects; and,
WHEREAS, Demonstration Projects enable cities and counties to better evaluate
planning options and stimulate sustainable development opportunities; and,
WHEREAS, these projects should generally be large in scope and have the potential to be
significant at the regional or subregional level; and,
WHEREAS, the selection for these planning services will be based on several evaluation
criteria, including:
• The project's integration of land use and transportation planning and efficiency of
infrastructure use;
• A mix of housing densities and types, including affordable housing;
• The project's inclusion of emerging fields of sustainability such as carbon footprint
modeling, climate change mitigation, stormwater management, green building, etc.;
• Cooperation with other local governments and transportation commissions;
• Development planned within or adjacent to existing developed or underutilized areas,
with conservation of open space and agricultural lands; and,
WHEREAS, Compass Blueprint provides a collection of innovative tools, software,
and planning applications to partners free of charge;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands
as follows:
SECTION 1. That the City supports the joint submittal of a Compass Blueprint Grant
application by the City and the County of San Bernardino.
SECTION 2. That City commits to the City's participation in a joint study that would
address effective ways to encourage development within Redlands and its sphere of influence to
occur within infill areas, especially those along the future Redlands Rail Line and other transit
routes.

SECTION 3. That the City supports that the study would explore and recommend
options for reducing pressure for outward growth and directing that growth towards the infill
areas based on possible options.
SECTION 4. That the City supports that the study would also evaluate the possibility of
providing property owners compensation for the value of land on the urban fringe based
on its current development potential in exchange for more limited development in those
fringe areas in order to preserve more open space within the City's sphere of influence.
