SCOPE OF SERVICES
Lilburn Corporation has prepared this proposal at your request to provide the City with a LESA
Model and report for use in the CEQA review of the proposed Holy Name of Jesus Catholic Church
development on Lugonia Avenue west of Dearborn Avenue. The 19 44-acre property is designated
by the California Department of Conservation (DOC) as Farmland of Statewide Importance (12.35
acres), Grazing Land (0.21 acres), Prime Farmland (6 85 acres), and Unique Farmland (0 03 acres)
and is therefore subject to a determination under CEQA of the significance of development impacts.
The property is currently used for row crop farming and was previously planted as a citrus grove
The LESA Model is a point -based approach for rating the relative importance of agricultural land
resources based upon specific measurable features. The model was developed to provide lead
agencies with an optional methodology to ensure that potentially significant effects on the
environment of agricultural land conversions are quantitatively and consistently considered in the
environmental review process (Public Resources Code Section 21095), including in CEQA reviews.
This proposal is for Lilburn Corporation to run the LESA model, which will include the subject
property plus a '/a radius surrounding it, and to prepare a report for the City's use in completing the
CEQA Initial Study We would request assistance from Kimley-Horn for preparing additional figures
for inclusion in the report. The tasks we will undertake with the associated costs for each are
provided below The total fee will be billed as time -and -materials, at a Project Manager's rate of
$180/hour, not to exceed Four Thousand Dollars ($4,000 00)
A draft of the report, for inclusion in the CEQA Initial Study could be completed within four weeks
of receiving your authorization plus figures showing the DOC designations for lands within a 1/4-
mile radius. We request that Kimley-Horn provide these so that all Initial Study figures are
consistent.
