Proclamation April 2022 DMV/Donate Life California
Mayor Banch presented a proclamation declaring the month of April 2022, as DMV/Donate
Life California to John VanCampen, representing One Legacy
Proclamation U S Coast Guard Auxiliary 45th Anniversary
Mayor Banch presented a proclamation declaring April 1, 2022, as The United States
Coast Guard Auxiliary 45th Anniversary to Denver Dneberg, representing the United States
Coast Guard Auxiliary
Proclamation Arts, Culture, and Creativity Month
Council Member Davis presented a proclamation declaring April 2022, as Arts, Culture, and
Creativity Month to Margo Mullen, who represents the Arts Council of San Bernardino
County, and presides as Chair of the Cultural Arts Commission This is the 4th Annual
Statewide awareness and advocacy event that recognizes the crucial role of arts, culture and
creativity in the fives of everyone and celebrates the power of the arts in the community
PUBLIC COMMENT
Public comments were presented in -person, via Zoom, via cell phone or landline
SBCTA Rail Protect Concerns - Marcos Vingochea, owner of Excel Automotive, listed the
difficulties his business has experienced as a direct result of the SBCTA Rail Project He
stated his complaints have been mostly ignored by SBCTA, and he added that because they
chose to do nothing, he was forced to move his business, incurring many costly expenses
Proposed Clinic - Danielle Buirge raised questions concerning a mental health clinic proposed
to go in a residential neighborhood, located at 1030 E Brockton Avenue She suggested the
City investigate the clinic for potential code enforcement violations, including her concerns
that the owner was planning to use powerful drugs on patients, which may not be a permitted
use for this area
Council Member Ethics - Randall Morns urged the City to establish ethical standards to hold
Council Members accountable for their actions, and he complained that the cost of running for
local office was much too high He thought this discouraged many citizens from seeking
office
Water Conservation - Speaking remotely, Nancy Blastos descnbed ongoing water shortages
throughout the state as an existential threat to everyone's quality of life She requested the
Council take the matter seriously, promote conservation programs and apply the programs to
everyone, including the City itself

the City Council unanimously approved the minutes of the regular meeting of March 15, 2022

Proclamation Arbor Day
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously authorized the issuance of a proclamation for calendar year 2022
recognizing the celebration of Arbor Day in the City of Redlands

Proclamation DMV/Donate Life California
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously authorized the issuance of a proclamation declaring the month of
April 2022 as DMV/Donate Life California

Proclamation US Coast Guard Auxiliary 45th Anniversary
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously approved the proclamation declaring April 1, 2022, as The US
Coast Guard Auxiliary 45th Anniversary

Proclamation Dolores Huerta Day
Mayor Pro Tem Tejeda was pleased to request a proclamation be issued declaring April 10,
2022, as Dolores Huerta Day, one of the most influential labor activists of the 20th century
who became the first Latina inducted into the National Women's Hall of Fame in 1993 She
was a positive force for change, as both an organizer and an activist and worked tirelessly
alongside Cesar Chavez Together they founded the National Farm Workers Association in
order to raise awareness to the plight and difficulties encountered by agricultural workers who
were frequently exploited and unfairly treated
On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Jenna
Guzman -Lowery, the City Council unanimously approved a proclamation declaring April 10,
2022, as Dolores Huerta Day

On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously approved a proclamation declaring the month of April 2022 as
Arts, Culture, and Creativity Month

Citizens' Measure T Oversight Committee Appointment
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously appointed Joseph Valdivia of the Redlands Police Officers
Association to serve a one-year term as the public safety bargaining unit member on the
Measure T Oversight Committee beginning April 21, 2022, and ending April 21, 2023, and
appointed Mike Foster of the Redlands Association of Mid -Management Employees to serve a
one-year term as the non-public safety bargaining unit member on the Measure T Oversight
Committee beginning April 21, 2022, and ending April 21, 2023

Cultural Arts Commission Appointment
On motion of Council Member Mick Gallagher, seconded by Council Member Denise Davis,
the City Council unanimously appointed Jina Edwards to serve the remainder of a four-year
term on the Cultural Arts Commission ending January 6, 2025

Resolution No 8316 Remote Teleconference Meetings
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously approved Resolution No 8316, authorizing remote
teleconference meetings by the City Council and all Boards, Commissions, and Committees of
the City in accordance with Assembly Bill 361 (2021) for a period of 30 days

Conflict of Interest Code Review
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie Tejeda,
the City Council unanimously directed staff to review the Conflict of Interest Code for the City
of Redlands

Settlement Agreement Disclosure
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved the public disclosure of details of an
Agreement of Settlement and Release between the City of Redlands and Chase
Management, Inc Under the terms of the agreement, the City agrees to pay Chase $50,000
to settle and dispose of disputes and controversies associated with a civil action in the
California Superior Court for the County of San Bernardino Superior, Case No
CIVDS 1907758

National Opioid Settlement Funds Agreement
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved an agreement with the County of San
Bernardino for the use of Redlands' local allocation of National Opioid Settlement Funds
Redlands' allocation from the settlement agreement must be used exclusively for future
opioid remediation in one or more areas described in the list of opioid remediation uses, as
presented in the staff report

Support Letter of AB 1627 and AB 1628
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously authorized Mayor Barich to sign a letter on behalf of
the City of Redlands in support of AB 1627 and AB 1628 The bills are sponsored by
Assemblyman James Ramos

State Homeland Security Grant Program Award
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved the grant award from the FY 2020 State
Homeland Security Grant Program, and an additional appropriation of $23,568 to the Police
Department The funds will be used to acquire six tactical ballistic vests to be worn by
members of the Redlands Police Department SWAT team The vests will be invaluable to
the safety of these first -responders during tactical operations and other high -risk situations

Mills Act Contract
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously determined that approval of the agreement is exempt
from the California Environmental Quality Act Guidelines pursuant to Section 15061(b)(3)
, and approved the Historic Property Contract by and between the City of Redlands
and Debashish Ghosh and Atishma Kant for the preservation and benefit of the Historic
Resource located 225 East Fern Avenue

Development Agreements Annual Review
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved to receive and file the notice to conduct an
annual review of approved Development Agreements in accordance with Chapter 18 220 of
the Redlands Municipal Code, which include the following agreements Mountamview
Power Company, Robertson's Ready Mix, Ltd, Cemex Construction Materials, L P ,
Cal -Red Facility, LLC, a Delaware limited liability company, and Redlands Health
Services and AV Associates, Redlands Community Hospital and ESRI (Environmental
Systems Research Institute)

Building Official Services First Amendment
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved the First Amendment to the Professional
Services Agreement with Willdan Engineering to increase the original agreement from
$29,500 to a total aggregate amount of $86,400 for Building Official Services while the
Development Services Department recruits to fill the vacant Chief Building Official
position

Solid Waste Collection Truck In -Frame Repairs
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved a sole source purchase order with
Cummins Sales and Service in the amount of $57,011 01 for in -frame repairs to a solid
waste collection truck

Bid Refection Sewer Collection System Repair Services
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously rejected all bids received for the On -Call Sewer
Collection System Repair Services, and directed staff to solicit new bids for on -call sanitary
sewer collection system repair services All bids received were over the engineer's estimate
and exceeded available funding in the wastewater service fund

Contribution to SBVW Conservation District
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously authorized a contribution of $70,099 25 to San
Bernardino Valley Water Conservation District's Habitat Conservation Trust for Wash
Plan permitting fees, and approved an additional appropriation in the amount of $70,099 25

Bid Rejection Orange Blossom Trail Phase 3
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously rejected all bids received for construction of the
Orange Blossom Trail Phase 3 Project, and directed staff to solicit new bids for the project
The bids received exceeded the engineer's construction cost estimate for the Project and
engineering staff will make minor modifications to the Project specifications to optimize the
use of available funds before re -advertising

Settlement Agreement Disclosure
On motion of Council Member Denise Davis, seconded by Mayor Pro Tempore Eddie
Tejeda, the City Council unanimously approved the public disclosure of details of an
Agreement of Settlement and Release between the City of Redlands and S B C W
Consulting, Inc Under the terms of the agreement, the City agrees to pay $15,000 to settle
and dispose of disputes and controversies associated with a civil action in the San Bernardino
Superior Court and entitled, S B C W Consulting, Inc, a California corporation v City of
Redlands, Case No CIVDS2015309

Accelerate Neighborhood Climate Action Presentation
Mayor Pro Tem Tejeda introduced Linda Hamilton, Redlands Coordinator of Accelerate
Neighborhood Climate Action (ANCA) and explained he had previously attended an ANCA
meeting and was pleased to announce the group had agreed to provide a series of
informational presentations to the Council to be held over the next few meetings Ms
Hamilton provided an overview of the organization and the work they are doing within
the City in relation to the effects of climate change She stated climate change was the most
serious threat facing humanity ANCA is a nonprofit 501(c)(3) organization created in
Denver, CO in 2017 and now includes more than 20 neighborhoods in Denver and Boulder
Their mission is to build more climate resilient communities by bringing climate action to
the neighborhood level The group was established in Redlands 8 months ago by several
people familiar with the Denver program, and they have been guided by a local steering
committee They have worked closely with the University of Redlands Environmental
Studies Department, Esri, and other local chmate-concerned organizations She looked
forward to upcoming meetings when she will continue to provide additional detail about
ANCA
Parks and Recreation Advisory Commission Annual Report
Chairperson Ryan Johnson and Commissioner Adam Hebden provided the Annual Report
for the Parks and Recreation Advisory Commission, highlighting activities and
accomplishments for the year These included welcoming new Commissioners, passage of
the new Athletic Field Use and Allocation Policy promoting more equitable field usage, the
development of a commissioner manual, utilized as a guide for incoming commissioners and
possibly even for use across other commissions and boards, continued subcommittee efforts
towards the Priority Projects List, partnerships with developers such as MLC Holdings and
their future development which will bring additional recreational space and be a welcome
addition to the City Mr Johnson shared the mural installation at Texonia Park was a huge
success, and he listed other accomplishments to include the tennis court conversion to
pickleball courts at Ford Park, the Community Center renovations with new flooring and the
soon to come kitchen upgrades They intend to hold in -person park tours again, are still
considering a BMX pump track and are seeking ways to grow Commissioner outreach
efforts Commissioner Hebden suggested the public can now download a new app he
developed (Redlands Parks App) where people can access current information about all the
City's parks Mayor Pro Tem Tejeda and all the Council expressed their appreciation of the
tremendous efforts of each and every Commissioner
Cultural Arts Commission Annual Report
Chairperson Margo Mullen presented the Annual Report for the Cultural Arts Commission,
reviewing the Commission's Mission and Initiatives, which included efforts toward increased
work with the Council on individual initiatives for public art, meeting with the planning,
parks and parking commissions, collaborating with the Arts Council of San Bernardino
County Art initiatives included Murals, Art on Loan, Special Projects, Development
Projects, Support and Empowerment, Surveys and Commissioner status updates Through a
series of photos she highlighted Public Art sidewalks, the Packing House District, Orange

Blossom Trail murals and collaboration with Sunrise Rotary working with artists Ekaterma
Orlovie for a section of the Trail, the Art -on -Loan Program which is first of its kind in public
art programs for Redlands, temporary sculpture installations, Special Projects, including an
Environmental Art Garden at the dog park, Ommtrans Bus Benches, RUSD Crosswalk Art,
Public/ Private Partnerships with Lennar Homes, Nevada Street Holdings and Luxview
Apartments, the Art and Culture Master Plan and the recommendations towards the City's
annual two-year budget plan She was excited to share future possibilities, such as a facade
improvement grant program and in particular, she pointed to the new City Hall building
Each Council Member thanked her for her contagious enthusiasm and lively presentation
Resolution No 8327 City Clerk Compensation
Council Member Gallagher reviewed Resolution No 8327, relating to the City Clerk's
compensation He pointed out the Clerk was a full time City employee, overseeing a
department's operations The annual salary had not been reviewed or adjusted since its
approval in 2009
On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Jenna
Guzman -Lowery, the City Council unanimously approved Resolution No 8327, adjusting the
compensation of the City Clerk and increasing the compensation to $85,454 per year,
effective April 18, 2022,

NEW BUSINESS
Agreement for Body Worn Camera Equipment
Police Chief Catren explained that on February 1, 2022, the City Council approved a
five-year lease agreement with Lenslock Inc for body worn cameras, but after further
examination, it was determined an outright purchase of the equipment better met the needs
of the department The agreement will provide for the same program services as was
offered in the lease and funding was previously approved in the FY 21/22 budget
On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Mick
Gallagher, the City Council unanimously approved an agreement with Lenslock, Inc in the
amount of $478,065 for body worn camera equipment and online services, and approved an
additional appropriation of $370,250 from the General Fund's unassigned fund balance

COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES
Mayor Pro Tem Teieda announced he intended to bring to a future agenda, consideration and
review of the City Treasurer's compensation
Council Member Davis and City Manager Duggan toured the City's affordable senior
housing options with Bruce Laycook
