A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING SUBMISSION OF AN APPLICATION TO THE SAFE
DRINKING WATER STATE REVOLVING FUND AND DESIGNATING AN
AUTHORIZED REPRESENTATIVE TO SIGN DOCUMENTS PERTAINING
TO THE LOAN APPLICATION
WHEREAS, the United States Environmental Protection Agency, Interim Enhanced
Surface Water Treatment Rule (IESWTR) requires that water suppliers using surface water and
serving more than 10,000 customers meet a Maximum Contaminant Level Goal of zero for
protozoan genus Cryptosporidium; and
WHEREAS, the City of Redlands recognizes that the water supply of the City represents
a limited renewable resource subject to increasing demands, and that the City must plan for future
needs, and be able to use all available sources of water, including State Water Project water, and
WHEREAS, it is in the best interests of Redlands' citizens to ensure that the highest
quality of water is reasonably available to them for domestic use; and
WHEREAS, the City needs to upgrade the Henry Tate Surface Treatment Plant and
effluent line to meet the IESWTR requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council authorizes submission of a loan application to the Safe
Drinking Water State Revolving Fund.
Section 2. The City Council designates Gary G. Phelps, Municipal Utilities Director, as
the authorized representative of the City to sign the documents pertaining to the loan application
from the Department of Health Services Safe Drinking Water State Revolving Fund.
