A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE FINANCE DIRECTOR TO REQUIRE AUTOMATIC
PAYMENT PLANS FOR DELINQUENT WATER SERVICE ACCOUNTS
WHEREAS, the City Council of the City of Redlands ("this City Council") has enacted
Chapter 13.12 of the Redlands Municipal Code to establish requirements relating to charges for
City water service; and
WHEREAS, Section 13.12.020 of the Redlands Municipal Code requires that certain
penalties be imposed upon delinquent water service billings; and
WHEREAS, this City Council recognizes that there are limited instances where equitable
principles suggest that the penalties prescribed by the City's Municipal Code should not be
levied upon delinquent water service billings; and
WHEREAS, in such limited instances, this City Council finds and determines that the
interests of the City can be preserved by requiring the water service utility customer to
participate in the City's automatic payment plan, in lieu of imposing penalties upon such
customer's delinquent water service billings;
NOW, THEREFORE, be it resolved by the City Council of the City of Redlands as
follows:
Section 1. The City Council of the City of Redlands hereby authorizes the City's
Finance Director, or his or her authorized designee, to offer any customer of the City's water
service who has a delinquent water service billing to participate in the City's automatic payment
plan rather than be responsible for the payment of delinquent penalties pursuant to the City's
Code. Such participation, if agreed to by the water service customer, shall be for a period of one
(1) year. In the event the customer terminates his or her participation in the automatic payment
plan during such one (1) year period, the customer shall immediately become liable for the
penalties that would otherwise have been imposed on the customer's delinquent water service
account.
