HomeMy WebLinkAbout2022_04_20 - SpecialSpecial meeting 35 Cajon Street, Present Staff MINUTES of the City Council of the City of Redlands held in the Council Chambers, Civic Center, on April 20, 2022 at 5 00 P M Paul Barich, Mayor Eddie Tejeda, Mayor Pro Tempore Denise Davis, Council Member Jenna Guzman -Lowery, Council Member Mick Gallagher, Council Member Charles M Duggan, Jr , City Manager, Dan McHugh, City Attorney, Jeanne Donaldson, City Clerk, Janice McConnell, Assistant City Manager, Chris Boatman, Assistant City Manager, Carl Baker, Public Information Officer, Chris Catren, Police Chief, Brian Desatnik, Development Services Director, John Harris, Municipal Utilities and Engineering Director, Rich Sessler, Fire Chief, James Garland, Assistant Finance Director Mayor Barich called the special meeting to order and explained that comments could be presented in -person, via Zoom, via cell phone or landline He offered the public an opportunity to provide comments on any subject within the jurisdiction of the City Council, which is not already on the agenda PUBLIC COMMENT Hangar 24 Conditional Use Permit Violations - Mary Orban complained that Hangar 24 Brewery has been violating their Conditional Use Permit (CUP), and in particular, she raised concerns related to public safety She descnbed an overflowing parking lot and excessive street parking and worried these conditions would hamper emergency vehicles from accessing the site if necessary Concerns - Dennis Bell said the presentation related to the Enhanced Infrastructure Financing District for the University Village Project on April 19, was confusing, and he was curious why there seemed to be a lack of economic development on the north side of town CITY COUNCIL PROJECTS REVIEW WORKSHOP Study Session City Manager Duggan provided a report of staffs progress relating to the four projects identified by the City Council during a special meeting held on October 18, 2021 Topic areas identified at that time included Adding on street parking downtown, Racism as a Public Health Crisis, Exploring the creation of a mental health response team, and Exploring local union labor requirements for City Projects He explained he was seeking additional direction and possible prioritization of further projects, in order to Special CC_April 20, 2022 Page 1 best utilize finite staff time on items the full City Council wishes to pursue Adding Street Parking Downtown - Council Members agreed this project remained a priority Staff continues work, and Mr Duggan estimated the project timeline was as follows Consulting contract approval by Council in July, Surveys conducted with a draft study for staffs review in December and a Council presentation in January 2023 Racism as a Public Health Crisis - The City Manager reported that organizations that are reporting significant progress in Diversity, Equity and Inclusion (DEI) have dedicated resources to this area At this time, Redlands does not have a dedicated Office of Equity, but staff has focused efforts towards the advancement of DEI as provided in the City's 6-Year Strategic Plan and is exploring an additional method of communication through the Esri ArcGIS Hub (Hub) Council Member Davis was pleased with the progress made so far Creation of Mental Health Response Team - Council Member Guzman -Lowery pointed out this project was still very important to her, and she would like the research and data collection to continue, so the City can develop a mental health component to improve what we currently offer Lengthy Council Member discussion centered on several subjects including, defining a mental health crisis, training requirements of officers, resource evaluation and examples of successful programs instituted m other agencies Utilizing Local Union Labor for City Projects - City Manager Duggan stated that staff is still attempting to gain a better understanding of this topic and researching the City of Palm Springs Community Workforce and Labor Peace Agreements Mayor Pro Tem Tejeda made it clear he was not looking to micromanage staff, and he was comfortable deferring to the City Manager's judgement if an opportunity arose to combine items on the list when possible Other Protects Discussed Review of the City's sign code, Consideration of leasing the School District's pools to provide the public seasonal access, and "FRAN", free rides around the neighborhood program As public comment, Andy Hoder spoke in support of instituting a moratorium on the planting of palm trees, as listed in Attachment A Lynette, a resident near Olive Avenue and Grant Street, encouraged the City to do their homework and fully research project impacts, including environmental impacts, and she warned of developers who are motivated by money Evan Sanford, Chamber of Commerce Executive Director, stated the Chamber is in full support of the City moving forward with the downtown parking study project ADJOURNMENT There being no further action required the special meeting adjourned at 6 30 P M Special CC_April 20, 2022 Page 2
