A RESOLUTION OF THE BOARD OF THE REDEVELOPMENT AGENCY OF THE
CITY OF REDLANDS ADOPTING THE 2011-2012 ANNUAL FISCAL YEAR BUDGET
FOR THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS
WHEREAS, the City Council of the City of Redlands (the "City Council") has adopted
Ordinance No. 1500 on September 26, 1972, approving and adopting the Redevelopment Plan
(the "Redevelopment Plan") for the Redlands Redevelopment Project, and Ordinance No. 2703
on July 15, 2008, approving and adopting the North Redlands Redevelopment Project("NRRP");
and
WHEREAS, the Redevelopment Agency of the City of Redlands (the "Agency") is
designated as the official redevelopment agency of the City of Redlands to carry out the
functions and requirements of the California Community Redevelopment Law (Health and
Safety Code Section 33000 et seq. ("CRL")) and to implement the Redevelopment Plan and the
NRRP; and
WHEREAS, the Board of the Agency has conducted public meetings with the Agency
staff and residents of the community of the City of Redlands regarding the Agency's annual
budget and work program for fiscal year 2011-2012; and
WHEREAS, the 2011-2012 annual fiscal year budget describes the work program and
goals established by the Agency for the 2011-2012 fiscal year and the anticipated revenues and
proposed expenditures of the Agency to meet those goals; and
WHEREAS, the 2011-2012 annual fiscal year budget reflects the proposed indebtedness
to be incurred by the Agency; and
WHEREAS, an examination of the previous year's achievements of the Agency and a
comparison of the achievements with the goals of the previous year's work program for the
Agency has been included within the 2011-2012 annual fiscal year budget; and
WHEREAS, Sections 33334.2 and 33334.3 of the CRL require the Agency to deposit
not less than twenty percent (20%) of the tax increment revenues allocated to the Agency into a
separate Low and Moderate Income Housing Fund (the "Housing Fund") to be used for the
purposes of increasing, improving and preserving the community's supply of housing available
to and occupied by persons and families of low and moderate income; and
WHEREAS, if moneys from the Housing Fund are used to pay planning and general
administrative expenses, Section 33334.3 of the CRL requires that the Agency annually
determine that the planning and general administrative expenses are necessary for the
production, improvement or preservation of low and moderate income housing; and
WHEREAS, for fiscal year 2011-2012, the Agency budgeted $184,475 from the
Housing Fund to pay certain planning and general administrative expenses;

NOW, THEREFORE, be it resolved by the Board of the Redevelopment Agency of the
City of Redlands as follows:
Section 1. The Agency Board finds that the above recitals are true and correct.
Section 2. In compliance with Section 333343(d) of the CRL, the Agency hereby
finds that the planning and general administrative expenses, in the amount of $184,475 and
budgeted from the Housing Fund for 2011-2012, are necessary for the production, improvement
or preservation of low and moderate income housing.
Section 3. The 2011-2012 annual fiscal year budget for the Agency complies with
the requirements of Section 33606 of the CRL.
Section 4. The Agency Board hereby adopts the 2011-2012 annual fiscal year budget
for the Redevelopment Agency of the City of Redlands.
Section 5. The Agency's Secretary shall certify to the passage and adoption of this
Resolution.
Section 6. This Resolution shall take effect upon the date of its adoption.
ADOPTED AND APPROVED this 6th day of June, 2011.
