A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF REDLANDS SETTING AN INTERIM NUMBER
OF BUILDING PERMITS AVAILABLE QUARTERLY TO
QUALIFIED NON-VESTED DUPLEX, TRIPLEX AND
FOUR-PLEX DEVELOPMENT PROJECTS
WHEREAS, Section 19 . 24 of the Redlands Municipal Code
establishes guidelines for the processing of non-vested
development projects under Measure "N; " and
WHEREAS, Section 19 .24 . 030 of the Redlands Municipal
Code requires this City Council on an interim basis to set a limit
on the number of building permits per month to be made available
to development projects which have fully qualified for the same
under all aspects of state and local law, including Redlands '
Residential Development Allocation system, but which do not have
vested rights under Measure "N; " and
WHEREAS, this City Council has determined that a minimum
number of building permits should be made available periodically
to qualified but non-vested development projects to assure a
continuous supply of housing for Redlands ' citizens and to protect
the reasonable development expectations of land owners filing for
land use approvals and entitlements within the City;
NOW, THEREFORE, be it resolved by the City Council of
the City of Redlands that for the calendar year 1989, 130 building
permits shall be set aside until October 1, 1989 to qualified
single-family homes on existing lots of record and mobilehomes in
mobilehome parks ; and
BE IT FURTHER RESOLVED, that for the calendar year 1989 ,
20 building permits shall be set aside until October 1, 1989 to
qualified duplex, triplex and four-plex development units ; and
BE IT FURTHER RESOLVED, that for the calendar year 1989 ,
44 building permits shall be made available on a quarterly basis
(January 1 , April 1, July 1 and October 1 ) to other non-vested
projects and that any and all building permits left unallocated
after October 1 , 1989 shall be made available to such other non-
vested projects as well ; and
BE IT FURTHER RESOLVED, that Resolution No . 4457 is
hereby repealed.
