A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT ONE-
YEAR ACTION PLAN FOR FY 2014-2015.
WHEREAS,the City of Redlands participates in the Department of Housing and Urban
Development's(HUD)Community Development Block Grant(CDBG); and
WHEREAS,the City of Redlands will receive $433,050 in CDBG funds for fiscal year
2014-2015;and
WHEREAS,the Department of Housing and Urban Development(HUD)requires the
City to prepare a Five-Year Consolidated Plan document for the CDBG program which was
adopted by the City on May 5, 2009 and extended by HUD through 2014; and
WHEREAS,the One-Year Action Plan is an integral part of the Consolidated Plan; and
WHEREAS,on October 24, 2013, the County of San Bernardino Department of
Community Development and Housing published a-Notice of Funding Availability(NOFA) in
newspapers of general circulation to announce the availability of CDBG funds and solicited
proposals for tax-exempt nonprofit organizations that provide eligible CDBG activities that
benefit Redlands residents; and
WHEREAS,on April 4, 2014, the City published a public notice in the Redlands Daily
Facts newspaper indicating that the draft One-Year Action Plan would be available to the public
for review and comment from April 4,2014 through May 5, 2014; and
WHEREAS,on May 6, 2014, the City Council reviewed the draft FY 2014-2015 One-
Year Action Plan and approved using$433,050 as the final allocation; and
WHEREAS,the City may amend the FY 2014-2015 One-Year Action Plan to include
any comments and response to the comments that are accepted at the hearing;and
WHEREAS,the City Council has considered the community needs,priorities, and
strategies set forth in the Five-Year Consolidated Plan and the Housing Element of the General
Plan and concludes the funding plan of$433,050 in fiscal year 2014-2015 is consistent with the
Five-Year Consolidated Plan and Housing Element; and
WHEREAS,pursuant to Section 15061 of the State Guidelines for implementing the
California Environmental Quality Act("CEQX') Guidelines,adoption of this project is exempt
from the requirements of CEQA;
NOW,THEREFORE,BE IT RESOLVED by City Council as follows:
Section 1. The facts set forth above in this Resolution are true and correct.

Section 2. The One-Year Action Plan outlining the City's housing and community
development needs,priorities and strategies for fiscal year 2014-2015 is hereby adopted, and the
City Council does hereby authorize the City Manager, or his designee, to be the official
representative of the City of Redlands to submit the Action Plan and certification required to
HUD.
Section 3. The City Clerk shall certify to the adoption of this Resolution and enter it
into the book of original resolutions.
Section 4. This Resolution shall take effect upon the date of its adoption.
