A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RESTATING AND REDUCING WASTEWATER RATES AND CHARGES
FOR THE FISCAL YEARS RESPECTFULLY COMMENCING JULY 1, 2021
AND JULY 1, 2022, AND RESCINDING RESOLUTION NO 8206
WHEREAS, on May 18, 2021, the City Council adopted Resolution No 8206 establishing
increased wastewater rates and charges of fifteen percent (15%) for each of two (2) fiscal years
commencing on July 1, 2021 and July 1, 2022, and
WHEREAS, these increases to the City's wastewater rates and charges were necessary to
recover the estimated reasonable costs the City incurs by providing wastewater service to its
customers and meeting the operating expenses of the City; and
WHEREAS, on March 15, 2022, the City Council directed City staff to initiate expenditure
of the $11,508,106 of American Rescue Plan Act ("ARPA") State and Local Fiscal Recovery
Funds ("SLFRF") the City has received for various programs, and
WHEREAS, that expenditure direction included applying $1,000,000 of ARPA SLFRF to
Phase 2 of the City's proposed Wastewater Treatment Plant Improvement Project; and
WHEREAS, such City Council action reduces costs the City incurs in providing
wastewater service to its customers and meeting the operating expenses of the City; and
WHEREAS, a wastewater rates and charges reduction of seven percent (7%), effective July
1, 2022, is sufficient to recover the reasonable costs the City incurs for such year in providing
wastewater service to its customers and meeting the operating expenses of the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows

Section 2 This City Council hereby finds and determines that the City's establishment
and/or modification of the rates and charges approved by this resolution is exempt from review
under the California Environmental Quality Act ("CEQA") pursuant to Public Resources Code
Section 21080(b)(8) and CEQA Guidelines Section 15273, because such rates and charges are
necessary for meeting operating expenses of the City
