This second amendment ("Second Amendment") to the agreement for engineering services
for to the Live Oak Canyon Creek and Oakmont Park restoration project dated October 15, 2019
("Agreement") by and between the City of Redlands, a municipal corporation ("City"), and Huitt-
Zollars, Inc ("Consultant"), is made and entered into this 17th day of May, 2022
RECITALS
WHEREAS, it is the desire of City and Consultant to amend their existing Agreement,
specifically to revise the Scope of Services to include final engineering plans, specifications and
construction cost estimates,
NOW, THEREFORE, City and Consultant agree as follows
AGREEMENT
Section 1. The scope of work performed by Consultant pursuant to Exhibit "A" of the
Agreement, titled "Scope of Services," is hereby amended to include the work that is identified in
Exhibit "1 "
Section 2 Section 5 1 of the Agreement, titled "Payments to Consultant," is hereby
amended to read as follows
``5 1 Total compensation for Consultant's performance of the Services shall not exceed the
amount of Three Hundred Seventy Two Thousand Two Hundred Twenty Two Dollars and
Fifty Two Cents ($372,222 52) City shall pay Consultant on a time and materials basis in
accordance with the hourly rates set forth in Exhibit "C," titled "Cost Proposal," attached
hereto and incorporated herein by reference "
All other provisions of the Agreement shall remain unchanged by this Second Amendment
and in effect.
IN WITNESS WHEREOF, the parties have executed this Second Amendment, to be
effective as of May 17, 2022

Huitt-Zollars appreciates the opportunity to provide this proposal to the City of Redlands for
professional services required to deliver construction documents (PS&Es — Plans, Specifications
and Estimates) for the rehabilitation of the channel at Oakmont Park It is our understanding that
the environmental regulatory permitting phase recommends a design level of approximately 60%
design The primary goal of the 60% design will be to define an environmental impact boundary
that encompasses the aesthetic and erosive goals for the project In this phase we will continue to
consider the project's hydraulics and scouring (h/s) study as necessary to arrive at less erosive
flow velocities and coordinate the details necessary to deliver the desirable aesthetics We are
focusing our effort on a design that looks natural, addresses unstable conditions, promotes self -
healing, and most importantly aligns a final design the City's ultimate objective
In the preliminary phase our team evaluated the hydraulics and scour analysis to provide some
initial recommendations It was determined that the use of check dams, practical slope armoring,
and slope cut backs of 2 1 would address the existing erosive conditions The design also
reviewed the use of culverts to provide pedestrian crossings and to help protect oak tree's in
proximity of the channel We detailed non -grouted rip -rap, gabions, and geotextiles that we
considered minimally acceptable to reduce flow velocities The City requested that the design
provide the aesthetic appeal of a recreational park and that the team consider larger riprap slabs
with subtle entry into the channel, as seen in pictures that were provided They have further
expressed that protection of slope be considered in both east and west banks to equalize the feel
of the channel To deliver construction documents that builds from the preliminary design with an
intent to refine the h/s study, details, and proposes alternatives to address aesthetics we are
requesting support from in house leads in landscape and structural design We are also
recommending that the project engage the geotechnical engineer to evaluate the soil conditions
and provide geotechnical recommendations within the project boundary
The following scope for preparation of construction documents for the Oakmont Park Channel
Rehabilitation is based solely upon the scope of services, compensation, schedule, terms and
conditions as specifically detailed herein

SCOPE OF SERVICES.
1 0 Engineering Services As described above the scope of services in all task below is
limited to analysis of a portion of the channel at Oakmont Park More specifically limits
that begin at an upstream end with the outlets at Sutherland Drive and extend
approximately 800 linear feet downstream, as shown in our preliminary design drawings
1 1 Channel Design Provide drawings (plan and profile) for 100°/0 design of the
Oakmont Park channel The design will continue to identify locations along the
channel for application of specific erosive reduction measures such as check
dams, slope armoring, culverts, gabions, and grading to stabilize the channel's
erosion Availability of materials with local quarries will be verified A rough
grading plan will be generated to establish the anticipated limits of work, as well
as construction entrance(s) to the bottom of the channel More specifically HZ will
provide an evaluation of the design revisions related to the landscape design
This includes changes to slope and application of rip -rap through the channel
We will develop details and cross sections to deliver on the city's goal for
aesthetics The plans will provide sufficient information for an engineer's estimate
of probable cost

1 2 Hydraulic and Scour Evaluation• Update the hydraulic model for the proposed
design to reflect the 100% design Our current preliminary analysis will be used
to provide recommendations for 100% design for the Oakmont Park channel and
then modified to match the deliverable at 70% and 90% design The final
hydraulic study will include a hydraulic model for the extents of the project, sizing
of the bank repairs, check dams, pedestrian culvert crossing, and rip -rap aprons
1 3 Landscape Support. Huitt-Zollars' landscape architect will coordinate with the
city and research local stone quarries to determine the type of boulders or
boulder slabs available in the area The landscape design team will then work
closely with the civil engineer to develop the detail and cross sections that deliver
on the city's goal(s) for aesthetics
Separate landscaping and irrigation plans are excluded and if required a
separate scope and fee will be provided to the CLIENT for review and approval
1.4 Structural Support The design will require structural support to evaluate the
stability of large boulders or boulder slabs and other erosive measure Our
structural team will work closely with the design team to provide supporting
calculations

1 5 Geotechnical Engineering To access the stability of soils, determine structural
parameters, and provide recommendations to protect from further erosion
damage Our geotechnical consultant will conduct a field investigation and
prepare a report which includes

Notify Underground Service Alert (USA)
Engage a drill rig to sample the subsurface soils

Plan for three (3) borings along the channel

1.6 Engineer's Estimate of Probable Cost. Huitt-Zollars will prepare an engineer's

probable construction cost will use industry -standard unit costs, ENR
construction costs, and available City cost database
1.7 Specifications. Huitt-Zollars will prepare one set of project specifications
Specifications will be derived from city's boilerplate document and/or APWA
standard specifications Specification will be submitted at 90% and 100% design

VII TERMS & CONDITIONS
The originally agreed to Terms and Conditions for the Live Oak Canyon and Oakmont
Park restoration project dated October 15, 2019 between the City of Redlands and Huitt-
Zollars with a revised scope and fee as provided herein will apply to this Project
We are ready to begin work as soon as we receive authorization via the Written Notice
