DECLARINGRESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
THE COUNCIL ' S rrENr< ON TO GRANT A FRANCHISE
FOR A COMMUNITY ANTENNA TELEVISION SYSTEM
THE CITY COUNCIL OF THE C!'EN' OF REDTLANDS DOES RESOLVE AS POL-

SECTION ONE: in accordance with Section 22, c. Ordinance No.
1445, adopted j ne 1971, as amended by
Ordinance

September 7, 197i, the City Council hereby declares its intention to
grant a fyanchise for a Community Antenna Television Sys em a�..?'" fol-,

(4) Nonbroadcast s__ f i _es shall be provided an at
least 50% of the octal required channels . Serv-
ices to be provided to the city at Grantee ' s
expense will consist of:

Police Department (including council

Main Library - one location
Redlands Unified School District
Schools (within city limits) - 10% of
classrooms at each school building
(5) Grantee ' s studio facilities shall be available
to the city and school system without chargo, which
facilities shall have a capability for live, video
tape, and filmmonochrome and color cable casting,
A Mininaura of ten (1 0) hours each week shall be
available to the city, and ten 00) hours each week
to the school system- Local station crews and
equipment shall be available for these broadcast
operations during reasonable business hours. The
city shall review annually the number of hours
required for city and school purposes, and deter.-
mine whether such hours should be increased.,
(6) Mobile-casting facilities capahle of remote color
operation, including necessary crews, shall be
available to the city and the schools for a mini -
mum of twelve (12) hours per week.
(7) One city employee shall be trained, at Grantee ' s
expense, in TV production and the operation of TV
equipment, to assure the city ' s proper utiliza-
tion of Grantee ' s CATV facilities ,
(8) An emergency alert system from a designated City
Emergency Operations Center, Fire Headquarters
and Police Headquarters to all operational channels
of the Grantee ' s system shall be installed by
Grantee at his expense,
(9) The CIATV system shall ho designed by Grantee to
permit future additional city uses such as, but
not limited to, fire alarm warning and wattmeter
reading.
(10) Authority shall be acquired from the County of San
Bernardino, within sixty (6 0) days after the accept-
ance of this franchise, to provide Cable TV serv-
ice to schools of the Redlands Unified School Dis-
trict located outside the city limits of Redlands.
Such Cable TV service shall be provided only for
schools as pre8cribed in Ordinance No, 1445 as
amended- Such service will not be required for
Cram Elementary School and Fallsvale Elementary
School because of excessive distance from the city
of Redlands ,

SECTION TWO: March 21, 1972, at :00 P.M. , at the Council

SECTION THREE: The Council directs that the Cies; Clerk shall
uhlih this Resolution at least once within fifteen (15) day
Passage thereof 1n one newspaper of general c�rcul tLn in the cityW
Said no+— ce shall be published at least ten (10) days prior to March
21, 1972 .
