HomeMy WebLinkAbout6019_CCv0001.pdf RESOLUTION NO: 6019 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE APPLICATION FOR THE CALIFORNIA HERITAGE FUND GRANT PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 FOR REDLANDS HERITAGE PARK. WHEREAS, the Legislature and the Governor of the State of California have approved grant funds for the California Heritage Fund; and WHEREAS, the Office of Historic Preservation has been delegated the responsibility for the administration of the grants program, setting up necessary procedures, and WHEREAS, said procedures established by the Office of Historic Preservation require the Applicant to certify by resolution the approval of applications before submission of said applications to the Office of Historic Preservation, and WHEREAS, the Applicant will enter into a contract with the Office of Historic Preservation for subject Project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands 1. Approves the filing of an application for assistance for the above project to be funded from the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2. Certifies that the Applicant understands the assurances and certification in the Application form, and 3. Certifies that all archeological investigations, studies, and reports used as the basis for work on this grant-funded Property, as well as interpretation and mitigation, will be professionally prepared and approved by a qualified archeologist for conformance with The Secretary of the Interior's Standards for Archeology and Historic Preservation. Where appropriate, demonstrate consultation with the local Native Americans, or other appropriate groups. 4. Certifies that for Development and Interpretation Projects, Applicant as adequate control or other long-term interest in the Property at the commencement, during, and after the completion of the Project, in accordance with Covenant requirements; and 5. Certifies that all architectural plans and specifications use as the basis for construction work on this grant-funded Property will be prepared and approved by a professionally qualified restoration architect and/or engineer for conformance with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the California Historic Building Code; and b. Certifies that Applicant has or will have sufficient funds to operate and maintain the Project; and 7. Certifies that Applicant shall start the CEQA and or, NEPA compliance process, if applicable, within 60 days after full execution of the Contract and shall complete and comply with CEQA and, or, NEPA, if applicable, prior to the release of grant funds from the Office of Historic Preservation; and S. Certifies that Applicant has reviewed and understands the General Provisions contained in the Project Contract shown in the Procedural Guide; and 9. Appoints the Public Works Director as agent to conduct all negotiations, execute and submit all documents including, but not limited to Applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned Project.
