A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AN EMT-PARAMEDIC AGREEMENT WITH THE STATE
DEPARTMENT OF CALIFORNIA HIGHWAY PATROL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS as
follows:
Section 1. The agreement between the City of Redlands and the State of
California Department of Highway Patrol dated January 16, 1996 relating to Redlands' employees'
participation in the State's EMT-Paramedic Training program(the "Agreement") is hereby approved
in the form attached hereto as Exhibit 'A" which is incorporated herein by this reference.
Section 2. The Mayor, or other appropriate member of the City Council in
accordance with Resolution No. 5238, is hereby authorized to execute the Agreement in behalf of
the City of Redlands.

LETTER OF AGREEMENT
EMT-PARAMEDIC TRAINING
THIS AGREEMENT, made and entered into this 16th day of January 1996, between the State of
California, acting by and through the Department of California Highway Patrol, hereinafter
called CHP, and City of Redlands Fire Department, hereinafter called CITY.
WITNESSETH: By and in consideration of the covenants and conditions herein contained, the
CHP and the CITY do hereby agree as follows:
1. CHP agrees to allow CITY trainees attend the CHP sponsored EMT-PARAMEDIC
TRAINING COURSE. CITY trainees will be going through three phases of EMT-
Paramedic Training which will commence on January 16, 1996 and may continue
through November 16, 1996.
2. Training shall be conducted at the following location:
California Highway Patrol Academy
3500 Reed Avenue
West Sacramento, CA
The training schedule may be altered depending on the needs of the CHP with two
weeks notice to the CITY.
3. In consideration for the instruction and facilities provided, CITY agrees to pay CHP
in advance $ 995.00 for one (1) trainee. Check shall be made out to the California
Highway Patrol and name of the class, date of class and name of the individual
referenced on the check.
4. The rates indicated in this agreement are for estimate purposes only. In the event
CHP is granted a rate increase, CITY agrees to pay increased rates.
5. CITY agrees to indemnify, defend, and save harmless the State of California, the
CHP, its officers, agents and employees, from and against any and all claims and
demands whatsoever resulting from the CITY'S employee(s) negligence or omissions
in connection with the physical facility or other acts related to this agreement.

6. CITY shall be responsible for paying any cost incurred by CHP for facility damage
caused by the willful or malicious misconduct of CITY'S trainee(s).
7. This agreement shall become effective when signed by both parties. Training shall not
be allowed unless a resolution or document of authorization is on file with CHP.
8. This agreement may be amended by mutual consent of the parties hereto.
9. Notices and communications hereunder shall be sent to the addresses appearing below
the signatures.
10. CHP reserves the right to expel CITY'S trainee(s) for failure to maintain the academic
standards set forth in the course syllabus.
11. CHP may, due to State budget constraints, suspend training for four(4) months or
cancel the class entirely. In the event of course cancellation, the tuition received shall
be prorated and refunded to the CITY.
12. CITY shall ensure the following information is provided to CHP prior to the course start
date of January 16, 1996:
a. Provide letter as evidence of trainees full-time employment with the
CITY.
b. Provide letter as evidence of workers' compensation coverage for the
trainees.
C. Provide letter from the CITY stating that the trainees are considered on-
duty while involved in EMT-Paramedic Training Course.
d. Provide copies of all appropriate certificates which indicates that each
trainee has met all enrollment requirements as outlined in the trainee's
syllabus.
13. CITY agrees to adhere to all conditions and course requirements for clinical training and
field internship as required by the University of California-Davis, and the appropriate
field internship agency.

14. CITY agrees that the following vaccination shots shall be conducted 60 days prior to the
beginning of the clinical observation training:
o Rubella
o Rubeola
o Hepatitis
o Tuberculosis
