ENVIRONMENTAL CONSULTING SERVICES FOR A PRIVATE PROJECT
This first amendment ("First Amendment") to the agreement for the provision of
professional environmental consulting services ("Agreement") dated March 3, 2022 ("effective
date"), by and between the City of Redlands, a municipal corporation and a general law ("City"),
and Environment Planning Development Solutions, Inc., a California corporation ("Consultant"),
is made and entered into this 15th day of June, 2022
RECITALS
WHEREAS, it is the desire of City and Consultant to amend Exhibit "A" of the Agreement,
titled "Scope of Services," to increase the scope of services to include those described in Exhibit
"1," which is attached hereto and incorporated herein by reference, and
WHEREAS, it is the desire of City and Consultant to amend Article 5 1 of their existing
Agreement to increase Consultant's present total compensation of one hundred eighteen thousand
twenty four dollars ($118,024 00) to the amount of one hundred twenty three thousand five
hundred twenty-four dollars ($123,524 00),
NOW, THEREFORE, for good and valuable consideration in the receipt of which is hereby
acknowledge City and Consultant agree as follows
AGREEMENT
Section 1. The scope of work performed by Consultant pursuant to Exhibit "A" of the
Agreement, titled "Scope of Services," is hereby amended to include the work that is identified in
Exhibit "1 "
Section 2. Section 5 1 of the Agreement, titled "Payment to Consultant is hereby
amended to read as follows

The total compensation for Consultant's performance of the Services shall not exceed the
amount one hundred twenty-three thousand five hundred twenty-four dollars
($123,524 00) City shall pay Consultant on a time and materials basis, up to the not to
exceed amount, in accordance with Exhibit `B," titled "Project Costs and Hourly Rates,"
which is attached hereto and incorporated herein by this reference
Section 3 The project costs and hourly rates contained within Exhibit `B" of the
Agreement is hereby amended in the form attached hereto as Exhibit "2."
Section 4. All other provisions of the Agreement shall remain unchanged by this First
Amendment and in effect.

IN WITNESS WHEREOF, the parties have executed this First Amendment, to be effective
as of June 13, 2022

ADDITIONAL SCOPE OF SERVICES
Additional work.
"Task 2.2 6 Focused Traffic Impact Analysis
EPD will prepare a focused traffic analysis to evaluate the project access locations on Eureka Street
and 3rd Street. The baseline traffic volume at each driveway will be derived from the count data
and forecast traffic volumes from the traffic study prepared by Urban Crossroads for the State
Street Village project. The project driveway volumes will be derived from the with State Street
Village volumes at Eureka Street/Redlands Boulevard and 3rd Street/Redlands Boulevard.
The project trip generation will be calculated using traffic volumes from the Institute of
Transportation Engineers, Trip Generation, 1 1th Edition. Project trips will be distributed to the
roadway network and added to the baseline traffic volumes at each driveway The evaluation will
include the LOS and queuing at each project driveway If any operational deficiencies are
identified, improvements will be proposed to achieve satisfactory operations. Improvements could
include turn restrictions, operational improvements, or traffic control devices such as stop signs or
traffic signals
The focused traffic analysis will be provided in a memo format with all backup data attached. One
revision of the analysis and memo will be prepared to respond to City comments."

EXHIBIT "2"
PROJECT COSTS AND HOURLY RATES
The additional scope of work shall not exceed five thousand and five hundred dollars ($5,500 00)
The total amount of labor costs including the additional cost above shall not exceed one hundred
twenty-three thousand five hundred twenty-four dollars ($123,524 00)
