A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS,
CALIFORNIA SETTING PRIORITIES FOR FILING A WRITTEN ARGUMENT
REGARDING AN INITIATIVE ORDINANCE
WHEREAS, a General Municipal Election is to be held on Tuesday, November 8, 2022
pursuant to Resolution No 8317, adopted June 21, 2022, and
WHEREAS, the City Council of the City of Redlands has approved Resolution No 8317,
acknowledging receipt of a proposed alternative ballot measure negotiated by the University of
Redlands with the original authors of a similar initiative ordinance which alternative measure has
been placed on the November ballot, titled "Initiative Ordinance of the People of Redlands
Amending Sections 1A.0, 1A.10, 1.A.30 and 4.2B, of the Principles of Managed Development of
the Redlands General Plan 2035," and ordering the submission of that alternative ballot measure
to the qualified voters of the City at the City's November 8, 2022 regular municipal election,
NOW, THEREFORE, the City Council of the City of Redlands, California, does hereby
resolve, declare, determine, and order as follows
Section 1 That the last day for receipt of primary arguments for or against the initiative
ordinance, not exceeding 300 words, has been established at 5 00 P M. on July 25, 2022 in the
City Clerk's Office, Civic Center, 35 Cajon Street, Suite 4, Redlands, California, and signed by
each proponent and by each author, if different, of the argument in conformance with provisions
of Section 9600 of the California Elections Code Arguments may be changed or withdrawn by
their proponents at any time prior to and including the final date fixed for filing arguments
Section 2 That pursuant to Sections 9220 and 9285 of the California Elections Code,
when the City Clerk has selected the arguments for and against the measure which will be printed
and distributed to the voters, the City Clerk shall send copies of the argument in favor of the
measure to the authors of the argument against, and copies of the argument against to the authors
of the argument in favor The authors may prepare and submit rebuttal arguments not exceeding
250 words Rebuttal arguments shall be printed in the same manner as the direct arguments Each
rebuttal argument shall immediately follow the direct argument which it seeks to rebut.
Section 3. That the last day for receipt of rebuttal arguments not exceeding 250 words
has been established as 5 00 P.M. on July 29, 2022, in the City Clerk's Office, Civic Center, 35
Cajon Street, Suite 4, Redlands, California, and signed by each proponent and by each author, if
different, of the rebuttal argument in conformance with the provisions of Section 9600 of the
California Elections Code Rebuttals may be changed or withdrawn by their proponents at any
time prior to and including the final date fixed for filing rebuttals
Section 4 That the City Council directs the City Clerk to transmit a copy of the
measure to the City Attorney The City Attorney shall prepare an impartial analysis of the measure
showing the effect of the measure on the existing law and the operation of the measure The
impartial analysis shall be filed by the date set by the City Clerk for the filing of primary
arguments
