RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF REDLANDS APPROVING AND
ADOPTING THE PUBLIC IMPROVEMENT COMPONENT
FOR THE CENTRAL REDLANDS REVITALIZATION
AREA (TOWN CENTER)
WHEREAS , the Redevelopment Agency of the City
of Redlands (the "Agency") has approved and adopted
the Central Redlands Revitalization Program; and
WHEREAS , the Agency is authorized by California
Health & Safety Code Section 33131 to prepare and carry
out plans for the improvement , rehabilitation and re-
development of blighted areas ; and
WHEREAS , the Agency does hereby find and declare
that the lack of adequate public improvements has a material
and substantial relationship to property values and the
taxable value of property in the City of Redlands and that
many neighborhoods in other urban communities have deteriorated
in the past by reason of poor planning, neglect of proper
public improvement and utility standards and lack of
public improvement infrastructure , resulting in poor design,
possible reduction of property values and the impairment
of the public health, safety, and welfare therein; and
WHEREAS , it is the policy of the City of Redlands
to avoid and prevent possible deterioration, as described
and by the various means provided in the California
Community Redevelopment Law (California Health & Safety
Code Section 33000 et seq. ) to preserve and enhance the pro-
perty values , visual character of the community and the
public health, safety and welfare of the City; and
WHEREAS , the Agency wishes to approve and adopt
public improvement plans for and in accordance with the
Central Redlands Revitalization Program and to provide
a basic framework and public improvement component ("Public
Improvement Component") for use by developers , architects
and designers in the preparation of plans for public improve-
ments within the Central Downtown Revitalization Area; and
WHEREAS , it is therefore the declared intent
of the Agency that this Public Improvement Component
shall serve the following purposes :
To establish a clear image and
identity for Central Redlands that
unifies the area and emphasizes its
unique character as the "Town Center" ;
To create a circulation network
that promotes use of underutilized and
vacant areas and can support an
intensification of land use;
To encourage the most efficient
movement of traffic into and through the
area and minimize parking impacts in
the study area and surrounding neighbor-
hoods ;
To ensure that adequate utilities
are provided to serve existing and
proposed development;
To establish flood control measures;
To establish an improved street-
scape including night lighting which
accommodates and encourages pedestrian
movement to create an active street
life.
To undertake major improvement
projects as soon as possible to serve
as stimulus to private development .
NOW, THEREFORE , THE REDEVELOPMENT AGENCY OF
THE CITY OF REDLANDS does hereby resolve and declare as
follows :
SECTION ONE : The Agency hereby approves and adopts
that document entitled "Public Improvement Component ,
Central Redlands Revitalization Program, Phase 2 , " on file
with the Secretary and hereby approves the use of such
public improvement plans and accompanying procedures
thereto with respect to improvements within the Agency' s
Central Downtown Revitalization Area.
SECTION TWO: The City Council of the City of
Redlands is hereby requested to take whatever action may
be necessary to insure that the Public Improvement Component
is implemented as part of the Central Redlands Revitalization
Program.

SECTION THREE : This Resolution shall take effect
upon adoption.
