A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
DETERMINING THERE WILL BE NO PROPERTY TAX REVENUES TO BE
EXCHANGED BETWEEN THE CITY OF REDLANDS, THE CITY OF SAN
BERNARDINO, AND THE SAN BERNARDINO COUNTY FIRE
PROTECTION DISTRICT RESULTING FROM THE JURISDICTIONAL
CHANGE DESCRIBED BY LAFCO CASE NUMBER 3258 FOR PORTIONS
OF REAL PROPERTY APPROXIMATELY 6.27 ACRES IN TOTAL AREA
LOCATED AT THE MOUNTAIN VIEW AVENUE BRIDGE (PORTIONS OF
A.P.N. 0292-011-37-0000, A.P.N. 0292-011-42-0000, AND PORTION OF THE
ROAD BRIDGE).
WHEREAS, the Inland Valley Development Agency initiated proceedings pursuant to the
Cortese -Knox -Herzberg Local Government Reorganization Act of 2000 of the California
Government Code described as:
LAFCO 3257 — Sphere of Influence Amendment for City of San Bernardino
(expansion), San Bernardino County Fire Protection District (expansion), and
City of Redlands (reduction).
LAFCO 3258 — Reorganization to include Annexation to the City of San
Bernardino and San Bernardino County Fire Protection District, its Valley
Service Zone, and its Service Zone FP-5, and Detachment from the City of
Redlands.
WHEREAS, the City of Redlands issued a letter dated June 27, 2022, stating the City's
support for LAFCO No. 3257 and No. 3258 related to the proposed re -organization of fire service
for the Mountain View Avenue bridge; and
WHEREAS, adoption of this Resolution is not subject to environmental review under the
California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section
15061(b)(3), as the City has determined there is no possibility of any environmental effects.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council of the City of Redlands hereby determines that:
A. Pursuant to Section 99 of the Revenue and Taxation Code, prior to the issuance of
a Certificate of Filing by the Local Agency Formation Commission (LAFCO) Executive Officer,
the governing bodies of all local agencies whose service area or service responsibilities will be
altered by a proposed jurisdictional change shall negotiate and determine by resolution the amount
of property tax revenues to be exchanged between and among such local agencies.
B. Except as provided in Section 99.01 of the Revenue and Taxation Code, in the event
that a jurisdictional change would affect the service area or service responsibility of one or more

special districts, the Board of Supervisors of the County of San Bernardino shall, on behalf of the
district or districts, negotiate any exchange of property tax revenues.
C. The City Council of the City of Redlands, the City Council of the City of San
Bernardino, and the Board of Supervisors of the County of San Bernardino on behalf of the San
Bernardino County Fire Protection District have determined that there will be no exchange of
property tax revenues as a result of the following jurisdictional change:
LAFCO 3258 — Reorganization to include Annexation to the City of San
Bernardino and San Bernardino County Fire Protection District, its Valley
Service Zone, and its Service Zone FP-5, and Detachment from the City of
Redlands.
Section 2. The City Council of the City of Redlands hereby resolves and orders that:
A. The jurisdictional change does not require any exchange of property tax revenue
between the City of Redlands, the City of San Bernardino and the San Bernardino County Fire
Protection District. The revenue distribution will remain as reflected in Exhibit "A".
B. The annual tax increment generated in the area subject to the jurisdictional change
will not be altered by the proposed jurisdictional change.
Section 3. The City Council hereby determines that the adoption of this Resolution is
exempt from environmental review under the California Environmental Quality Act (Public
Resources Code, §21000 et seq.) pursuant to State CEQA Guidelines (Cal. Code Regs., § 15000 et
seq.) Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the
adoption of this Resolution may have a significant effect on the environment.
Section 4. The City Clerk of the City of Redlands is hereby directed to certify the
passage of this Resolution and to cause a certified copy to be sent to the Executive Officer of the
Local Agency Formation Commission (LAFCO) for San Bernardino County.
