A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING A POLICY FOR THE EXPENDITURE OF PROCEEDS FROM THE
SALE OF THE NEVADA PALMETTO GROVES
WHEREAS, the sale of the approximately 37-acre Nevada Palmetto Grove
("Grove")was completed on September 21, 2012, and generated $12,345,911 in land sale
proceeds to the City; and
WHEREAS, the sale of the Grove means the loss of approximately 37-acres of
citrus that was originally purchased with funds from three different City accounts over a
period of many years; and
WHEREAS, the City Council desires to direct the return of the original purchase
funds, plus an agreed upon amount representing the incremental increase in the value of
those funds to 2012 dollar values, in the amounts of$776,857 for the solid waste fund,
and $148,475 for the Measure "O" fund, resulting in a remainder value of the land sale
proceeds of$11,420,579; and
WHEREAS, the City Council established a Public Benefit Resource Committee
on June 5, 2012, for the purpose of providing public input with regard to the expenditure
of the remainder funds resulting from the land sale proceeds; and
WHEREAS, the Public Benefit Resource Committee has provided recommended
guidelines for the expenditure of the remainder funds from the land sale proceeds to the
City Council;
NOW, THEREFORE, BE IT RESOLVED by City Council of the City of
Redlands as follows:
Section 1. The City Council hereby adopts the following policies with regard to
the disposition of the proceeds of the sale of the Grove:
A. The original funds from the solid waste account and the Measure "O" account
used to purchase the Grove, plus an amount to true those original funds with their
equivalent value in 2012 dollars, shall be returned to those respective accounts.
B. The remainder of the funds for the proceeds of the sale of the Grove shall be
placed in a special account as designated by the Finance Director.
C. Funds will be expended in line with the percentage recommendations provided by
the Public Benefit Resources Committee, which are listed in the attached Exhibit
"A," within plus or minus 3% of the amount of such percentage
recommendations.
D. A portion of the funds recommended for agricultural open space will be used to
acquire not less than 37 acres of land currently in citrus production.

E. The City Council will consult with the Citrus Commission and the Parks and
Recreation Commission regarding priority categories for possible expenditure of
funds within their respective areas of responsibility.
F. The City Council will establish a subcommittee to work with staff to evaluate
specific property acquisitions and projects and make recommendation to the full
City Council.
Section 2. This City Council further determines that the approval of this
Resolution is exempt from review under the California Environmental Quality Act
{"CEQA')pursuant to CEQA Guidelines section 15061(b)(3) which provides that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment This City Council finds that it can be seen with certainty that there is no
possibility that the approval of this Resolution may have a significant effect on the
environment
