HomeMy WebLinkAbout3260_CCv0001.pdf RESOLUTION NO. 3260 A RESOLUTION OF THE CITY OF REDLANDS RELATIVE TO ESTABLISHING CITY- COUNTY POLICY AND PROCEDURE RELATIONSHIPS IN ORDER TO PROVIDE POSITIVE GUIDANCE IN BRINGING EFFECTIVE PLANNING COOPERATION IN THE SPHERES OF INFLUENCE WHEREAS the Planning Commission of the City of Redlands has adopted Resolution R.P.C. 428 relative to establishing City-County Policy and procedure relationships in order to provide positive guidance in bringing effective planning cooperation in the spheres of influence; and WHEREAS the County Board of Supervisors on April 12, 1976 adopted a City-County Policy on Spheres of influence; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands that it is deemed desirable to formalize certain policy relationships by adoption of the following statement of policy as adopted by the County Board of Supervisors and endorsed by the Local Agency Formation Commission: 1. There shall be several levels of cooperation in spheres of influence: (a) Continuous staff communication on all issues (b) Periodic formal joint adoption and updating of gen- eral plans (c) ongoing coordination of development standards and implementation policies 2. Coordination and joint planning mechanisms may include: (a) Joint city/county/resident study committees (b) Joint planning commission and/or legislative body hearings (c) City consultation and negotiation with unincorporated area residents (d) Joint staff agreement for recommendations on issues (e) City inclusion of unincorporated area residents on city planning commissions (f) City planning commissioners sitting with the county planning commission regarding matters of mutual con- cern on a consulting basis (q) City notification to the county of prezoning actions in advance of their hearing, and other means which may be available 3. General plans and zoning shall be jointly adjusted within spheres of influence to be made mutually compatible. This shall be accomplished through pursuit of a cooperative area planning program based upon a mutually agreeable schedule. Where two spheres abut, there shall be joint representation and discussion between the involved jurisdictions to resolve conflicts of land use and development standards. 4. In order to provide for a proper blend of development, the general development policies of a city and the county shall result in orderly transition of development standards along the sphere of influence Perimeter. 5. Each jurisdiction shall review, prior to approval, pro- posed agricultural preserve requests for consistency with city and county general plans within and adjacent to spheres of influence.
