HomeMy WebLinkAbout2834_CCv0001.pdf RESOLUTION NO, 2834 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING AN EFFICIENCY AND EFFECTIVENESS REVILM WHEREAthe members of the City Council are responsible to S t the people of Redlands to establish the policies and the tax rates and budget provisions under which the various departments of our City government function, and WHEREAS there have been questions raised both in public and in private by one or more members of this City Council as well as by a few members of the public itself as to the adequacy of such operations and the management thereof, and WHEREAS there have been repeated allegations, directly and by innuendo, in both public and in private by a few members of the public and by one or more member's of this Council, that the level of communications is inadequate among certain administrative levels of the City, certain members of this Council, and the pub- lic, and WHEREAS certain members of this council have felt it neces- sary to personally interpose themselves between the properly es- tablished administrative authorities of this City and their em- ployees for the purpose of discovering for themselves the facets of administration that such Council members felt could not be, or were not being sufficiently and satisfactorily conveyed to them by the Administrative officer concerned, and WHEREAS such persistent personal interposing into, and pub- lic questioning of, our administrative processes usually is a factor in undermining the morale of valued City employees and administrators as well as tending to weaken the confidence of our Citizens in the government of their City, NOW, THEREFORE, BE IT RESOLVED: THAT the members of this City Council shall meet in special personnel sessions for the purpose of reviewing, in such detail as they may deem necessary, the: efficiency and effectiveness of the policies and performances of each department or activity of the City Administration for which the members of the Council may in any way be regarded as responsible, THAT such special personnel sessions shall be under- taken not later than the Fifteenth day of September, 1970, and THAT a report of the findings of the majority of 4.,-he Council regarding each Department or activity reviewed, together with any Minority reports vinich may be submitted, shall be made available to the public in printed form not later than December 31st, 1970. PROVIDED, however, that nothing in this Resolution shall be considered to be in any way derogatory to any car r employee of the City but rather that this shall be regarded as an effort to assure the public that all aspects of Cit-y Administra- tion are being conducted in the most satisfactory manner possible consistent with the available resources, and that each member of the Council has satisfied himself that such is the case or has suggested publicly the specific improvements required to make it SO.
