RESOLUTION NO. 2681 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS HONORING SENATOR RANDOLPH COLLIER OF THE STATE OF CALIFORNIA WHEREAS , Senator Randolph Collier of Yreka, a native son of California, has been a member of the California State Senate con- tinuously since 1939, and has made major contributions to legis- lation beneficial to municipalities; and WHEREAS , he has been recognized as a leader in many fields of legislation, including finance and taxation, particularly in the planning, financing and building of highways, as the principal author of California' s Collier-Burns Act in 1947, which established the California Highway Plan; and WHEREAS , in a 14-year period, said act has produced $1, 700, 000, 000 for the construction of an overall integrated State Highway System that has been a model throughout the nation; WHEREAS, in 1959, Senator Collier authored legislation to create a master plan of freeways and expressways in California to serve 30 million people and more than 22 million vehicles ; WHEREAS , since 1948, as a member and chairman of the Western Interstate Committee on Highway Problems, he has led the fight to solve interstate transportation problems in the west in a modern and uniform, manner; WHEREAS , at all times he has been the champion of a pay-as- you-go method of highway financing through the use of highway users funds in lieu of toll roads, and in California has led the opposition to efforts by special interest groups to divert high- way users funds for purposes other than highways ; WHEREAS , recognizing that air travel is vital to the overall picture of transportation, Senator Collier has implemented a com- prehensive program to coordinate all facilities that will meet the future and present needs of aviation in the nation' s number one state; WHEREAS , Senator Collier has also effectively served on the Board of Managers of the Council of State Governments, the California Commission on Interstate Cooperation and the Federal Commission on Intergovernmental Relations; WHEREAS , during this 1968 Legislative session, he is once again the chairman of the Senate Transportation Committee and has retained membership on the Finance, Governmental Efficiency, In- surance and Financial Institutions and Revenue and Taxation Com- mittees, the Joint Interim Committees----Fairs Allocation and Classification, Legislative Budget and Legislative Building Space Needs; Boards and Commissions--Automobile Accident Study Commis- sion, Bay Area Transportation Study Commission (involving such matters as rapid transit, bridge crossings, highway improvements , etc. ) , and. Indian Affairs Advisory Commission, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS : 1. That Senator Randolph Collier ' s outstanding contributions and leadership as a citizen and legislator of California merit the recognition, commendation and gratitude of all of the people of this state; 2. That the City of Redlands takes great pride in honoring Senator Collier for his historic rule in effectively advancing the interests of municipal government in developing, planning, and financing California' s integrated State Highway System, which has immeasurably benefited the cities of this state.
