Council requested that staff prepare a traffic study and submit it to the Traffic Commission for review and recommendation. The Traffic Commission reviewed the study on September 22, 1988. The Commission agreed that all recommendations outlined in the study be implemented, and the Redlands Police Department also agreed with these recommendations. All recommendations with the exception of the installation of the stop sign for southbound traffic on Serpentine Drive at Highland Avenue can be installed under administrative authority from the Redlands Traffic Ordinance. The instilation of the stop sign must be authorized by resolution which will be forthcoming. On motion of councilmember DeMirjyn, seconded by Councilmember Worrnser, Council unanimously accepted the recommendations of the traffic study for Serpentine Drive between Highland Avenue and Crescent Avenue. On motion of Councilmember DeMirjyn, seconded by Councilmember Wormser, Council unanimously authorized transfer of $100,000.00 in the Gas Tax Fund from the Judson Street Land Acquisition to a new account entitled Wabash Avenue Land Acquisition to allow the City to proceed with street improvements which will also include construction of sidewalks along Wabash Avenue as requested by a number of Crafton School parents now that the Redlands Unified School District has eliminated a portion of the bus service to Crafton School. On motion of Councilmember DeMirjyn, seconded by Councilmember rmser, Council unanimously approved an appropriation of Measure 0 funds for the acquisition of real property, Assessor's Parcel Numbers 167-101-03 and 167-101-06, located between Texas and Webster Streets approximately 275 feet north of San Bernardino Avenue, in the aunt of $700,000.00 and approximately $2,000.00 in escrow fees, as recommended by the Strategic Planning/Open Space Committee and the Parks Commission. Funds On motion of Councilmember DeMirjyn, seconded by Councilmember Wormser, Council unanimously authorized an additional Airport appropriation to the Aviation Operating Fund in the amount of Security $1,100.00 for improvements to the Airport Security gate system Gates and the installation of a card reader for activation of the gates for entry into the Airport. Easement On motion of Councilmember DeMirjyn, seconded by Councilmember Wormser, Council unanimously approved granting an easement and right-of-way to the Southern California Edison Company for the development of electrical utilities on the Redlands Municipal Airport. October 4, 1988 Page eleven - UNFINISHED BUSINESS Ordinance No. 1736 Sewer and Water Fees NEW BUSINESS Resolution No. 3720 Salary CITY MANAGER Omnitrans Agreement Amendment Insurance Settlements Park Land Purchase Commendation Ordinance No. 1736, an ordinance of the City of Redlands amending the Redlands Ordinance Code concerning refunds of water and sewer installation fees was given second reading of the title ,a,T1 adopted with waiver of the reading of the ordinance in full on motion of Councilman Gorman, seconded by Councilman Martinez, by the following roll call vote: AYES: Councilmembers Gorman, Martinez, Riordan, Roth; Mayor DeMirjyn NOES: None ABSENT: None On motion of Councilman Riordan, seconded by Councilman Martinez, unanimous Council approval was given Resolution No. 3720, a resolution of the City Council amending the salary schedule and compensation plan for city employees by changing the title of Recreation Specialist to Recreation Supervisor to reflect a change in responsi- bilities with no change in salary. On motion of Councilman Riordan, seconded by Councilman Gorman, Council unanimously approved an amendment to the Omnitrans Joint Powers Agreement dated September 1, 1980, which provides that the five County representatives shall be counted as one rather than five for purposes of pro- viding a quorum. Council unanimously authorized H. L. Archbold to offer a settlement for insurance matters up to an amount of $10,000 per incident; and authorized Crawford and Company, the City's insurance adjusters, to settle claims involving bodily injury in amounts up to $1,000 and property damages in amounts up to $1,000 on motion of Councilman Martinez, seconded by Councilman Riordan. On motion of Councilman Martinez, seconded by -Councilman Gorman, Council unanimously authorized the purchase of 7.8 acres of property located on the north side of San Bernardino Avenue, east of Alabama Street, for future park purposes with the use of Park Acquisition Tax monies. Councilman Martinez heartily commended Parks Director Jim MacKenzie and the members of the Park Commission for their diligence and farsightedness in the locating of properties for future park purposes.
