On motion of Councilmember Cunningham, seconded by
Councilmember Wormser, Council unanimously approved the
proposed changes to architecture ("optional" elevations)
and landscaping submitted for Residential Development
Allocation No. 87-IV-6.
Minor Subdivision No. 173 - Redlands Redevelopment
Agency - Final Approval
On motion of Councilmember Larson, seconded by
Councilmember Cunningham, Council unanimously granted
final approval for Minor Subdivision No. 173, a
subdivision of approximately 6.28 acres located on the
northeast corner of Redlands Boulevard and Texas Street,
M-1 Zone, into four lots.
Resolution No. 4543 - Annexation No. 72
,,This annexation of property located between Orange
Avenue, Barton Road, Nevada Street and Iowa Street, was
initiated by the City to bring property being purchased
with Measure 0 funds into the City and includes the sites
of the Mission Assistencia and Footlighters' theater.
Following discussion, Councilmember Cunningham moved to
continued this matter to the first appropriate meeting
and return to Council with extended boundaries. Motion
seconded by Councilmember Larson and carried unanimously.
The League of California Cities Bulletin dated June 16,
1989, was provided to Councilmembers for their review and
comments pertaining to proposed State legislation.
Utilities Engineer Gary Phelps provided a detailed
report on the Fern Avenue Sewer Project which was
recently completed.
Council recessed at 3:25 P.M. to a Redevelopment Agency
meeting and reconvened at 4:50 P.M. to a closed session
for the purpose of discussing the possible sale of City
property, personnel, and pending litigation. In
accordance with State law, the City Attorney prepared a
confidential memo to Council providing justification for
the threatened litigation portion of the closed session.

Taxi Se ice An application for a license to operate a taxicab service; within the City has been
received from Metro Taxicabs, Sergio Sanchez and Armando Vignanelli as owners.
In accordance with the Redlands Municipal Code, Council examined the application
in the presence of the petitioners. Concern was expressed that the business was to
be operated out of a residence at 220 West Highland Avenue and the petitioners were
reminded they would need to apply for a Home Occupation Permit through the Planning
Department if this application was approved. Mr. Hami.dullah Makhmoor, owner of
Redlands Taxi, addressed Council explaining he felt there was not enough business
to support another cab company and shared his income tax returns for the past two
years. He reminded Council that Yellow Cab in San Bernardino also served Redlands
as well as Dial -A -Ride angalyeral limousine services. Councilmember DeMirjyn moved
to find that there was no. anneed for another taxicab service in Redlands and to deny
the application submitted by Metro Taxicabs. Motion seconded by Councilmember
Larson and carried unanimously.
Appoint ent Mayor 3eswick moved to appoint Charles Baker to complete a term on the Cultural
Arts Commission which will expire January 6, 1991. Motion seconded by Councilmember
Larson and carried unanimously.
Councilmember Wormser moved to continue consideration of an appointment to the Solid
Waste Task Force. Motion seconded by Councilmember Larson and carried unanimously.
Propert Commuiity Services Director Rodriguez reported the Open Space Committee has reviewed
Acquisit on several eligible parcels for acquisition utilizing Measure 0 funds. The parcel being
recommended for acquisition is approximately 18.7 acr:s and is currently owned by
Messrs. Clarence and Steven Van Grouw. The property is immediately north of the
Barton House, Asistencia Mission and the Footlighters Playhouse.
Councilmember Wormser moved to approve an appropriation of Measure 0 funds for
the acquisition of real property located between Nevada and Iowa Street and immediately
south of Orange Avenue (Assessor's Parcel No. 292-166-08) in the amount of $2,525,173.00
subject to receiving the written appraisal of the property, and further moved to
authorize approximately $2, 000.00 for escrow fees to be drawn from the interest earned
from the Open Space funds. Motion seconded by Councilmember Cunningham and carried
unanimously. Councilmember Cunningham moved to direct staff to proceed with annexation
proceedings and that expenses for the annexation be charged to the interest earned
from the Open Space funds. Motion seconded by Councilmember Wormser and carried
unanimously.
