CONSENT CALENDAR
Minutes - On motion of Councilmember George, seconded by Councilmember
Peppier, the minutes of the special meeting of July 1, 2003, and the regular
meeting of July 1, 2003, were approved as submitted.
Bills and Salaries - On motion of Councilmember George, seconded by
Councilmember Peppier, payment of bills and salaries was acknowledged.
Resolution No. 6178 - Measure 0 Tax Rate - On motion of Councilmember
George, seconded by Councilmember Peppier, the City Council unanimously
adopted Resolution No. 6178, a resolution of the City Council of the City of
Redlands levying a tax rate for fiscal year 2003-04 to service the annual
principal, interest and other charges relating to the Measure 0 1994 General
Obligation Refunding Bonds.
Resolution No. 6179 - CFD No. 2001-1 Tax Rate - On motion of
Councilmember George, seconded by Councilmember Peppier, the City Council
unanimously adopted Resolution No. 6179, a resolution of the City Council of
the City of Redlands levying special taxes within the City of Redlands
Community Facilities District (CFD) No. 2001-1 (Northwest Development
Project).
Planning Commission Actions - On motion of Councilmember George,
seconded by Councilmember Peppier, the report of the Planning Commission
meeting held on July 8, 2003, was acknowledged as received.
Subdivision Improvement Agreement - Final Approval - Tract No. 16042 -
On motion of Councilmember George, seconded by Councilmember
Peppier, the City Council unanimously approved the subdivision
improvement agreement for Tract No. 16042, a subdivision that is
comprised of 7 single family lots on 28.72 acres generally located on the
west side of Terracina Boulevard, west of Smiley Heights Drive, and
authorized the Mayor and City Clerk to execute the agreement on behalf of
the City. On motion of Councilmember George, seconded by
Councilmember Peppier, the City Council unanimously accept Tract No.
16042 and granted final approval to authorize recordation with the County
Recorder.
Agreement - Redlands Sports Park - On motion of Councilmember George,
seconded by Councilmember Peppier, the City Council unanimously approved
an agreement with Michael Brandman Associates for baseline trapping for the
July 15, 2003

proclamation congratulating the San Bernardino Valley Water Conservation
District for 70 years of service to this valley and wishing them continued
success in bringing water to our citizens.
Fee Waiver - Lincoln Pilgrimage - On motion of Councilmember George,
seconded by Councilmember Peppier, the City Council unanimously approved
the request by the Boy Scouts of America for waiver of use and attendant fees
for use of the Redlands Bowl, Smiley Park, barricades and public safety service
(police) for the 64th Annual Lincoln Pilgrimage program to be held on
February 8, 2003.
Resolution No. 6109 - Traffic - On motion of Councilmember George, seconded
by Councilmember Peppier, the City Council unanimously adopted Resolution
No. 6109, a resolution of the City Council of the City of Redlands establishing
the following traffic regulations pursuant to Title 10 of the Redlands Municipal
Code: establishing speed limits for Citrus Avenue between Eureka Street and
Wabash Avenue.
Tentative Tract No. 16042 - Dry Sewer Requirement - On motion of
Councilmember George, seconded by Councilmember Peppier, the City
Council unanimously determined that the request for waiver of the dry
sewer requirement for Tentative Tract No. 16042 is categorically exempt
under Section 15061(b)(3) of the Redlands Municipal Code based on the
finding that it can be seen with certainty that there is no possibility that the
activity in question may have a significant effect on the environment. On
motion of Councilmember George, seconded by Councilmember Peppier,
the City Council unanimously waived the dry sewer requirement for
Tentative Tract No. 16042.
Agreement - Electricity Cogeneration Facility - On motion of Councilmember
George, seconded by Councilmember Peppier, the City Council unanimously
approved an agreement to famish engineering services with Janechek &
Associates to support the waste heat recovery system for the electricity
cogeneration facility to be located at the City's Wastewater Treatment Plant and
authorized the Mayor and City Clerk to execute the document on behalf of the
City.
Temporary Entry Perrnit - On motion of Councilmember George, seconded by
Councilmember Peppier, the City Council unanimously approved a temporary
entry permit with the State of California Department of Water Resources for the
purpose of planting and monitoring trees that were displaced due to their
pipeline project on Parcel Nos. 168-363-001 and 002 at the State Water Project
along the south boundary of State Highway 38 near Mill Creek.
Agreement - 1450 Zone Non -Potable Water System - On motion of
Councilmember George, seconded by Councilmember Peppier, the City Council
unanimously approved an agreement with Engineering Resources of Southern

This letter accompanies a Grant Deed for Lot "A" of Tentative Tract Map No. 16042 and
complies with the Conditional Use Permit No. 714. We have been advised that the
donation of Lot "A" is, at this time, the only viable option for compliance with Condition
7 of the approved map. It has been our intention from the beginning of the process to
donate this land to the City of Redlands and was only made a condition of approval on
the recommendation of the City's Planning Commission and City Council.
This should satisfy all conditions of the tentative map and allow Cinnamon Forest to go
forward with the final tract map/

(b) Any governmental police power not excluded by (a) above, except to the extent that a notice of the exercise thereof or a notice of a
defect, lien or encumbrance resulting from a violation or alleged violation affecting the land has been recorded in the public records at Date
of Policy.

the insured mortgage) arising from an improvement or work related to the land which is contracted for and commenced subsequent to Date

6. Real property taxes or assessments of any governmental authority which become a lien on the Land subsequent to Date of Policy. This
exclusion does not limit the coverage provided under Covered Risks 7, 8 (e) and 26.
7. Any claim of invalidity, unenforceability or lack of priority of the lien of the Insured Mortgage as to advances or modifications made after the
Insured has Knowledge that the vestee shown in Schedule A is no longer the owner of the estate or interest covered by this policy. This
exclusion does not limit the coverage provided in Covered Risk 8.
8. Lack of priority of the lien of the Insured Mortgage as to each and every advance made after Date of Policy, and all interest charged
thereon, over liens, encumbrances and other matters affecting title, the existence of which are Known to the Insured at:
(a) The time of the advance; or
(b) The time a modification is made to the terms of the Insured Mortgage which changes the rate of interest charged, if the rate of interest
is greater as a result of the modification than it would have been before the modification.
This exclusion does not limit the coverage provided in Covered Risk 8.
9. The failure of the residential structure, or any portion thereof to have been constructed before, on or after Date of Policy in accordance with
