Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center,
35 Cajon Street, on August 23, 2022 at 5:00 P.M.

Mayor Barich called the meeting to order and explained that comments could be presented
in -person, via Zoom, via cell phone or landline. He offered the public an opportunity to
address them on any subject within the jurisdiction of the City Council which was not already
scheduled on the agenda.

CONSENT CALENDAR
Resolution No. 8384 Remote Teleconference Meetings
Council Member Davis opened the discussion concerning Resolution No. 8384, authorizing
remote teleconference meetings by the City Council and all Boards, Commissions, and
Committees. She pointed out the pandemic was still very active in the community and
providing options to participate remotely was extremely valuable not only to Council
Members but to the public, as well. She reminded everyone that this supported the goals of
equity and inclusion, recently incorporated in the Strategic Plan. Mayor Barich admitted he
was not a fan of zoom meetings and instead, preferred meetings be held in -person, with
members of the public taking the time to address the Council face-to-face. He added the City
had encountered technological issues earlier in the month and was required to hold the same
meeting twice. Council Member Guzman -Lowery suggested the various ways in which to
attend a meeting through zoom provided for more public engagement and inclusivity. The
Council raised the matter of considering making remote teleconference meetings permanent.
Council Member Gallagher encouraged the City to continue the practice of reevaluating
every 30 days and to verify the positions of the State and County. City Attorney Abich
Garcia recommended the Council adopt this resolution tonight to follow AB 361, but
suggested staff prepare a resolution to consider declaring remote teleconference meetings as
a meeting rule.

On motion of Council Member Jenna Guzman -Lowery, seconded by Mayor Pro Tempore
Eddie Tejeda, the City Council unanimously approved, by roll call vote, Resolution No. 8384
authorizing remote teleconference meetings by the City Council and all Boards, Commissions,
and Committees of the City in accordance with Assembly Bill 361 (2021) for a period of 30
days.
Vote: 5 - 0 Passed
Resolution No. 8383 California Low -Income Household Water Assistance Program
On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis,
the City Council unanimously approved, by roll call vote, Resolution No. 8383 authorizing
the City of Redlands to enroll and participate in the California Low -Income Household Water
Assistance Program (LIHWAP).
Vote: 5 - 0 Passed
Mayor Barich recessed the meeting at 5:15 P.M.

meeting of the City of Redlands City Council will be held on September 6, 2022.
