A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AN AMENDMENT TO THE CITY'S COMMUNITY DEVELOPMENT
BLOCK GRANT ONE-YEAR ACTION PLAN FOR FY 2009-2010.
WHEREAS, the City of Redlands participates in the Department of Housing and Urban
Development's (HUD) Community Development Block Grant(CDBG); and
WHEREAS, it is necessary to transfer prior years' unexpended funds in the amount of
$645,871.47 from the County of San Bernardino to the City of Redlands in order to implement
the separation and transfer of funds and obligations; and
WHEREAS, the Department of Housing and Urban Development (HUD) requires the
City to formally amend the ADA/Handicap Curb Cuts and Sidewalk Infill Project currently
included in the 2009-2010 One-Year Action Plan which was previously approved on May 5,
2009 in order to complete the funds transfer; and
WHEREAS, on February 15, 2010, the City published a Notice of Public Hearing and
Review in the Redlands Daily Facts newspaper to announce the proposed amendment; and
WHEREAS, on March 16, 2010, the City Council conducted the Public Hearing and
reviewed the draft amendment to the 2009-2010 One-Year Action Plan; and
WHEREAS, the City may amend the Action Plan to include any comments and response
to the comments that are accepted at the hearing; and
WHEREAS, pursuant to Section 15378 of the State's Guidelines for the California
Environmental Quality Act (`°CEQA"), the proposed project is exempt from the requirements of
CEQA;
NOW, THEREFORE, BE IT RESOLVED by City Council of the City of Redlands as
follows:
Section 1. The facts set forth above in this Resolution are true and correct.
Section 2. The Amended One-Year Action Plan outlining the City's housing and
community development needs, priorities and strategies for fiscal year 2009-2010 is hereby
adopted, and the City Council does hereby authorize the City Manager, or his designee, to be the
official representative of the City of Redlands to submit required documentation to HUD.
Section 3. The City Clerk shall certify to the adoption of this Resolution.
Section 4. This Resolution shall take effect upon the date of its adoption.
