A RESOLUTION OF THE CITY OF REDLANDS ESTABLISHING PROCESSING FEES
FOR THE COMMUNITY DEVELOPMENT DEPARTMENT FOR SURFACE MINING AND
RECLAMATION PLAN PROCESSING
Whereas, Chapter 3.16 of the Redlands Municipal Code authorizes the City Council of the
City of Redlands ("this City Council") to levy fees and charges for costs reasonably borne in
providing City services, and
Whereas,the City will be processing various applications for surface mining and reclamation
plans filed within the City, which will require specialized review by individuals with expertise in
surface mining and reclamation plans that are beyond the normal skills of City staff, and
Whereas,the City need to capture the associated processing and handling costs as part of this
specialized review of surface mining and reclamation plans; and
Whereas, this City Council has found and determined that the fees and charges established
by this resolution do not exceed the estimated reasonable costs of providing the services for which
the fees and charges are imposed; and
Whereas, this City Council has further found and determined that the fees and charges
established by this resolution are reasonable, fair and equitable in nature and proportionately
representative of the costs incurred by the City in providing the services; and
Whereas,this City Council has made available forreview by the public,at least ten(10)days
prior to the public hearing and meeting at which this resolution is presented, copies of the reports
with data indicating the amount of estimated costs required to provide the services for which the fees
and charges are imposed, and revenue sources anticipated to provide the service, including general
fund revenues,
Now, therefore be it resolved by the City Council of the City of Redlands as follows:
Section 1. The fees for processing surface mining and reclamation plans requiring
professional consultant support shall be as set forth below:
A. In addition to the fees associated with a Conditional Use Permit, the applicant shall
pay the actual costs incurred by the City in retaining a professional consultant
selected by the City for review of the surface mining and/or reclamation plan.
Initial deposit $5,000 towards actual cost
