He offered the public an opportunity to provide comment on any item on the agenda for the closed session. CLOSED SESSION REPORT City Attorney Abich Garcia announced Closed Session Item C-1 was not considered tonight and there was no reportable action taken on Closed Session Item C-2. PRESENTATIONS Redlands Pet Adoption Animal Control Officers Joseph Martinez and Kaitlyn Giroux introduced "Betty", a two-year old female German Shepard who is available for adoption, along with thirty-seven other dogs, thirty-nine cats, one pig and one turtle at the Redlands Animal Shelter. Mr. Martinez informed the Council that seven dogs and eight cats have been adopted since the last regular City Council meeting. Proclamation Adult Literacy Day Mayor Barich presented a Proclamation declaring September 25, 2022 as Adult Literacy Day in the City of Redlands to Bill Hatfield, A.K. Smiley Public Library Board Of Trustees President, and Diane Shimota, Adult Literacy Coordinator. Adult Literacy Tutor Darcel Cannady and Adult Literacy Learner Briseiry Roque provided a brief presentation describing how their lives have been enriched through their participation in the program. PUBLIC COMMENT Council Thanks - Fernando Ramirez expressed his appreciation of the City's efforts to undertake improvement projects on Colton Avenue and the surrounding north side area, including tree trimming and sidewalk improvements. Adult Literacy Program - Andy Hoder spoke of the great work being done through the Adult Literacy Program and the great rewards reaped. He urged the Council to keep the program properly funded. CONSENT CALENDAR Minutes CC_RFA_September 20, 2022 Page 2 On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the minutes of the September 6, 2022 regular meeting. Vote: 5 - 0 Passed Proclamation Adult Literacy Day On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the issuance of a Proclamation declaring September 25, 2022 as Adult Literacy Day in the City of Redlands. Vote: 5 - 0 Passed Resolution No. 8387 Remote Teleconference Meetings On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, Resolution No. 8387 authorizing remote teleconference meetings by the City Council and all Boards, Commissions, and Committees of the City in accordance with Assembly Bill 361 (2021) for a period of 30 days. Vote: 5 - 0 Passed Resolution No. 8372 Conflict of Interest Code On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, Resolution No. 8372 amending the Conflict of Interest Code for the City, including adding new positions that must be designated and deleting positions that no longer make or participate in governmental decisions. Vote: 5 - 0 Passed Intergovernmental Purchase of Network Hardware On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the Intergovernmental Purchase of Network Hardware from Presidio in the amount of $102,390; and approved an additional appropriation of the same from the General Fund's Unassigned Fund Balance. Vote: 5 - 0 Passed At -Grade Crossing Maintenance Agreement On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the revised At -Grade Crossing Maintenance Agreement with the Southern California Regional Rail Authority. CC_RFA_September 20, 2022 Page 3 Vote: 5 - 0 Passed Orange Blossom Trail Phase 3 Contract Amendment On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the First Amendment to the Public Works Contract with Deark E&C, Inc. for the Orange Blossom Trail Phase 3 Project to extend the time for completion by one -hundred and ten (110) calendar days. Vote: 5 - 0 Passed New PO with SKC-West, Inc. On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, to cancel the existing purchase order with Safe Environment Engineering for Wastewater Draeger Hydrogen Sulphide (H2S) Detector Tubes, and issue a new purchase order with SKC-West, Inc. for an amount not to exceed $30,000. Vote: 5 - 0 Passed HSIP Cycle 8 Emergency Vehicle Preemption System Project Amendment On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the First Amendment to the Public Works Contract with Baker Electric & Renewables LLC for the HSIP Cycle 8 Emergency Vehicle Preemption System Project to extend the time for completion by one hundred and fifteen (115) calendar days. Vote: 5 - 0 Passed Use of Firing Range Facilities On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the agreement between the City of Redlands and the County of San Bernardino for use of their weapons firing range facilities for an amount not to exceed $20,000. Vote: 5 - 0 Passed Alcohol Policing Partnership Grant Funds On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the agreement between the City and the Department of Alcoholic Beverage Control (ABC) concerning the distribution of an Alcohol Policing Partnership (APP) grant in the amount of $24,790; approved the additional appropriation of $24,790 in grant funds to the Police Department; and authorized the Chief of Police to sign and execute any agreements concerning the grant. CC_RFA_September 20, 2022 Page 4 Vote: 5 - 0 Passed Leica Geosystems Laser Scanner and Software On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously approved, by roll call vote, the sole source purchase of a Leica Geosystems Laser Scanner and Software for the amount of $36,664.46. Obtaining this technology and capability will greatly enhance the department's ability to document crime scenes, an extremely important component in successful prosecutions and civil proceedings. Vote: 5 - 0 Passed Revel Big Bear Marathon Event On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City Council unanimously determined, by roll call vote, that approval of the request for the sale and consumption of alcoholic beverages on East San Bernardino Avenue at Dearborn Street during the Revel Big Bear Marathon is exempt from environmental review pursuant to Section 15061(b)(3) of the State's guidelines implementing the California Environmental Quality Act; authorized the closure of East San Bernardino Avenue on the event dates; and approved the request for the sale and consumption of alcoholic beverages on East San Bernardino Avenue at Dearborn Street during the Revel Big Bear Marathon to be held on November 12, 2022. Vote: 5 - 0 Passed COMMUNICATIONS Video Series Making Redlands a Better Place Public Information Officer Baker presented a new video from the video series "Working for You: Making Redlands a Better Place." This month's video highlighted David Rabindranath, Homeless Solutions Coordinator. Filming and production work was provided by Cheryl Williams, Multimedia Production Coordinator. League of California Cities Annual Conference Report Council Member Davis announced it was her honor to attend the League of California Cities Annual Conference and Expo held September 7-9, 2021 in Long Beach. Meeting with colleagues from across the nation and the state was an invaluable experience, and she recommended the City consider also sending staff in the future. She enjoyed the Keynote Address delivered by Jill Ellis, Head Coach of the U.S Women's Soccer Team and participated in the following sessions, Climate Action Plans in Practice, Ending Poverty in California Cities, Defending Institutions: Promoting Civic Debate and Rejecting Personal Attacks, Creating More Equitable and Resilient Communities, Post Pandemic Mentorship for Women, and How Bias -Free Technologies Can Play a Role in Reimagining Policing. CC_RFA_September 20, 2022 Page 5 NEW BUSINESS CDBG Reprogramming Development Services Director Desatnik presented the request to reprogram $343,776 in Community Development Block Grant (CDBG) funding from the Sylvan Park Restroom Project to the Joslyn Senior Center Rehabilitation Project. He clarified the Sylvan Park Restroom Project was still considered an active project but it would be funded through a different method. On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Jenna Guzman -Lowery, the City Council unanimously authorized, by roll call vote, the reprogramming of $343,776 from the Sylvan Park Restroom Project to the Joslyn Senior Center Rehabilitation Project; and authorized staff to make any minor adjustments to reprogram any remaining funds from other CDBG activities to the Joslyn Senior Center Rehabilitation Project. Vote: 5 - 0 Passed COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES Council Member Guzman -Lowery was pleased to attend the Building Resilient Communities event held at the Orton Center. Council Member Davis participated in the Festival of Wellness event held at the University of Redlands, spoke to the RHS Compact Club and is looking forward to the upcoming Youth Council meetings, beginning in mid October, with over 30 students this year. Mayor Pro Tem Tejeda met with ANCA representatives to discuss ways in which to promote and inform District 2 residents of the organization's mission. Mayor Barich visited the Dog Park and requested an update of the rehabilitation work planned for the site. Assistant City Manager Boatman explained the process to renovate both dog parks would be about two months. ADJOURNMENT There being no further action required the meeting adjourned at 6:40 P.M. The next regular meeting of the City of Redlands City Council will be held on October 4, 2022. REDLANDS FINANCING AUTHORITY Chairman Barich called the meeting to order and offered anyone present the opportunity to address the Board on any subject, not already on the agenda, within the jurisdiction of the Redlands Financing Authority.
