A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING SPECIFIC PLAN AMENDMENT NO. 23 TO THE DOWNTOWN
SPECIFIC PLAN (SPECIFIC PLAN NO. 45) TO ALLOW STRUCTURES UP TO
FOUR STORIES IN HEIGHT AND NOT EXCEEDING 55 FEET HIGH.
WHEREAS, Vantage One Real Estate Investments ("Applicant") has submitted a legislative
application for Specific Plan Amendment No. 23 to the Downtown Specific Plan (Specific Plan No.
45) to amend Sections C(1)(1.3), C(2)(2.1), and C(3)(3.3) to permit structures up to four (4) stories
high and maintaining the current maximum allowable height not exceeding fifty-five (55) feet as
defined in the Redlands Municipal Code; and
WHEREAS, the Applicant has submitted a development application for Commission Review
& Approval No. 911 to construct 145 apartment units in a four-story building including subterranean
and surface level structured parking, courtyard, and common space amenities on approximately 1.49
acres located at 200-206 West Redlands Boulevard (APNs: 0169-281-30-0000 and 0169-281-31-
0000); and
WHEREAS, the Applicant has submitted an application for Tentative Parcel Map No. 20175
to consolidate two parcels into one parcel 1.48-acres in size for development purposes; and
WHEREAS, the above -referenced applications filed with the City of Redlands are referred to
hereinafter as the "Project" and "Project Entitlements;" and
WHEREAS, following the public hearing on August 30, 2022, the Planning Commission
determined that the proposal would be in conformity with the General Plan, and would be consistent
with goals of Specific Plan No. 45 to create a compact, pedestrian -oriented environment that is
consistent in character with the older Redlands Town Center while creating an opportunity to
contribute to the City's economic development by providing residential, employment, shopping,
service, and entertainment facilities; and,
WHEREAS, on August 30, 2022, the Planning Commission recommended to the City
Council that the proposed Specific Plan Amendment be approved; and
WHEREAS, in accordance with Government Code sections 65453 and 65090, on September
23, 2022, the City Clerk gave notice by publication in a newspaper of general circulation of the
holding of a public hearing at which the Amendment No. 23 to Specific Plan No. 45 would be
considered by City Council; and
WHEREAS, on October 4, 2022, the City Council held a noticed public hearing at which
interested persons had an opportunity to testify in support of, or opposition to, Amendment No. 23 to
Specific Plan No. 45.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:

SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. In accordance with
City Council Resolution No. 8390, the Sustainable Communities Environmental Assessment
prepared for the project has been adopted in compliance with the California Environmental Quality
Act (CEQA).
SECTION 2. GENERAL PLAN CONSISTENCY. The proposed amendment to the
Downtown Specific Plan (Specific Plan No. 45) will be consistent with the 2035 General Plan.
SECTION 3. APPROVAL OF SPECIFIC PLAN AMENDMENT. The requested Specific
Plan Amendment No. 23 to amend Sections C(1)(1.3), C(2)(2.1), and C(3)(3.3) of the Downtown
Specific Plan (Specific Plan No. 45), as shown in Exhibit "A" attached hereto, is hereby approved.
SECTION 4. EFFECTIVE DATE. This Resolution shall become effective upon adoption.

SPECIFIC PLAN AMENDMENT NO. 23
SP 45 ("DOWNTOWN SPECIFIC PLAN")
C. Property Development Standards
1. Town Center (TC) District
1.3 Maximum Building Height and Number of Stories: Three Four stories, not to
exceed a maximum building height of fifty-five (55) feet.
Building Height
Building height shall mean the vertical distance measured from the adjoining curb level
to the highest point of the structure; provided, however, that where buildings are set
back from the street line, the height shall be measured from the average elevation of the
finished grade at the front of the building.
Building Height Exceptions
Appurtenances such as chimneys, open lattice structures, ventilators, flagpoles,
steeples, pylons and towers with a maximum cross -sectional plan area of 100 square
feet and meeting building code requirements may be permitted subject to the approval
of the Planning Commission.
2. Town Center -Historic (TC-H) District
"2.1 All property development standards of the Town Center (TC) District shall apply
to the Town Center -Historic (TC-H) District, with the exception of the following
provisions:
a. Maximum Building Height and Number of Stories: Three Four stories, not to
exceed a maximum building height of fifty-five (55) feet.
b. Front and Side Street Setback: No requirement.
C. Building Lines: A minimum of 50% of the front ground -level facade of the building
must be located within ten (10) feet of the front property line.
d. Landscaping: Landscaped area is not required on lots 5,000 square feet or less."
3. Service Commercial (SC) District
"3.3 Maximum Building Height and Number of Stories: Three Four stories, not to
exceed a maximum building height of fifty-five (55) feet.
