A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ADOPTING THE AMENDED 6TH CYCLE 2021-2029 HOUSING ELEMENT
(GENERAL PLAN AMENDMENT NO. 144)
WHEREAS, California Government Code Sections 65580-65589.9 require cities to prepare a
Housing Element as a component of each city's General Plan and to revise it regularly on a schedule
set forth by law; and,
WHEREAS, the City of Redlands initiated an update to the Housing Element of the General
Plan and prepared proposed revisions to the Housing Element for the 2021-2029 planning period
("6th Cycle 2021-2029 Housing Element"), which replaces the Housing Element that covered the
planning period from 2013 to 2021; and,
WHEREAS, the 6th Cycle 2021-2029 Housing Element sets forth the housing policies for
the City, will facilitate the preservation and development of housing, and will establish programs to
accommodate the City's share of the regional housing need in Southern California; and,
WHEREAS, the 6th Cycle 2021-2029 Housing Element complies with the requirements of
State law; and,
WHEREAS, in accordance with Government Code Section 65583, the City finds that the
proposed 6th Cycle 2021-2029 Housing Element complies with the duty to Affirmatively Further
Fair Housing; and,
WHEREAS, the Regional Housing Needs Assessment (RHNA) has allocated the City of
Redlands a total of 3,516 new housing units as its share in Southern California region; and,
WHEREAS, an extensive public outreach effort was conducted to obtain resident and citizen
input into the Draft 6th Cycle 2021-2029 Housing Element including a citywide housing needs
survey, individual stakeholder interviews, community meetings held on April 26 and May 13, 2021,
Planning Commission study sessions held on April 13 and May 25, 2021, as well as a City Council
study session held on June 29, 2021; and,
WHEREAS, the Draft 6th Cycle 2021-2029 Housing Element was reviewed by the State
Department of Housing and Community Development (HCD) per Government Code Section
65585(b), and has been revised to address comments from HCD; and,
WHEREAS, on December 30, 2021, the Planning Division caused a public notice display
advertisement concerning the Planning Commission public hearing to be published in a newspaper
of general circulation in the City, in accordance with Redlands Municipal Code and applicable
Government Code provisions; and,
WHEREAS, on January 11, 2022, the Planning Commission held a duly noticed public
hearing on the Draft 6th Cycle 2021-2029 Housing Element and the addendum to the 2035 General
Plan and Climate Action Plan EIR, and considered the staff report, oral report, the testimony and any

written evidence submitted by the general public; and,
WHEREAS, on January 11, 2022, the Planning Commission recommended to the City
Council the adoption of the 6th Cycle 2021-2029 Housing Element Update and the related
addendum to the 2035 General Plan and Climate Action Plan EIR; and,
WHEREAS, on January 20, 2021, the City Clerk caused a public notice display
advertisement concerning the City Council public hearing for the 6th Cycle 2021-2029 Housing
Element Update to be published in a newspaper of general circulation in the City, in accordance with
Redlands Municipal Code and applicable Government Code provisions; and,
WHEREAS, on February 1, 2022, the City Council held a duly noticed public hearing on the
2021-2029 Housing Element (6th Cycle Housing Element Update) and the related addendum to the
2035 General Plan and Climate Action Plan EIR, and adopted Resolution No. 8292 to adopt the
2021-2029 Housing Element and the related addendum to the 2035 General Plan Climate Action
Plan EIR; and,
WHEREAS, on March 4, 2022, the City received written comments from the California
Department of Housing and Community Development (HCD) on the adopted 2021-2029 Housing
Element, and necessitating revisions to the adopted 2021-2029 Housing Element; and,
WHEREAS, the revised 3rd Draft 2021-2029 Housing Element was available for public
review in July 2022 through August 2022; and,
WHEREAS, on September 22, 2022, the City Clerk caused a public notice display
advertisement concerning the City Council public hearing forthe adoption of the amended 6th Cycle
2021-2029 Housing Element Update to be published in a newspaper of general circulation in the
City, in accordance with Redlands Municipal Code and applicable Government Code provisions; and
WHEREAS, on October 4, 2022, the City Council held a duly noticed public hearing on the
adoption of the amended 6" Cycle 2021-2029 Housing Element, and considered the verbal and
written staff reports, and the testimony and any written evidence submitted by the general public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. An addendum to the
City of Redlands 2035 General Plan and Climate Action Plan EIR was adopted for the original
adoption of the 6" Cycle 2021-2029 Housing Element. The revisions that have been incorporated in
the Amended 6' Cycle 2021-2029 Housing Element are minor in nature and would not change any
existing land use designations or zoning, nor would the amended Housing Element present a new use
or intensify a use that was considered under the 2035 General Plan and Climate Action Plan EIR.
Therefore, the Amended Housing Element would not result in new or substantially more severe
environmental impacts as compared to the Addendum to the 2035 General Plan and Climate Action
Plan. Therefore, no further CEQA analysis is required.

SECTION 2. DELEGATION OF AUTHORITY. The delegation of authority to the City
Manager, or designee, to address and make non -substantive revisions to the adopted 2021-2029 6th
Cycle Housing Element will not be detrimental to the health, safety, and welfare of the general
public, and is covered by the Section 15061(b)(3) exemption in accordance with the State CEQA
Guidelines.
SECTION 3. The adopted 2021-2029 Housing Element (6"' Cycle) may undergo changes that
are explanatory or technical in nature, as recommended by HCD, and not substantive policy changes.
Therefore, there is no anticipated effect on the analysis, strategies, policies and programs to address
provision of sufficient housing for all income groups, preservation of affordable housing stock,
methods to minimize governmental constraints to provision of housing, provision of affordable
housing opportunities for low-income and moderate -income households, and the adopted document
would remain in compliance with all applicable state and local laws, regulations, and guidelines
relating to housing.
SECTION 4. ADOPTION OF THE AMENDED 6TH CYCLE 2021-2029 HOUSING
ELEMENT. The City Council hereby rescinds Council Resolution No. 8292 and adopts the amended
2021-2029 Housing Element (6th Cycle Housing Element Update).
SECTION 3. EFFECTIVE DATE. This Resolution shall become effective upon adoption.
