A RESOLUTION OF THE CITY OF REDLANDS CITY COUNCIL DENYING AN
APPEAL AND UPHOLDING THE PLANNING COMMISSION'S DECISION TO
APPROVE CONDITIONAL USE PERMIT NO. 1138, TENTATIVE PARCEL MAP
NO. 20475, AND ADOPT A SUSTAINABLE COMMUNITIES ENVIRONMENTAL
ASSESSMENT FOR THE CITY CENTER MIXED -USE PROJECT.
WHEREAS, Vantage One Real Estate Investments, ("Applicant"), submitted a development
application for Conditional Use Permit No. 1138 to construct a mixed -use project with 131 dwelling
units and a total of 10,550 square -feet of commercial (restaurant) floor area known as "The City
Center" on approximately 3.01 acres located at the northwest corner of N. Eureka Street and Brookside
Avenue (APNs: 0171-211-11-0000 through 0171-211-21-0000, 0171-211-25-0000, and 0171-101-01-
0000 through 0171-101-05-0000); and
WHEREAS, the Applicant submitted an application for Tentative Parcel Map No. 20475 to
merge seventeen parcels and subdivide a total of approximately 3.01 acres into two parcels for
development purposes; and
WHEREAS, the above -referenced applications filed with the City of Redlands are referred to
hereinafter as the "Project" and "Project Entitlements"; and
WHEREASE, the proposed Project is subject to the California Environmental Quality Act
(CEQA), the City has prepared an Initial Study and Sustainable Communities Environmental
Assessment (SCEA) for the Project; and
WHEREAS, on August 30, 2022, the Planning Commission considered the Initial
Study/SCEA, written comments submitted during the 30-day public review period, and the testimony
and any written evidence submitted by members of the public; and
WHEREAS, on August 30, 2022, the Planning Commission held a public hearing and
considered the staff report, oral report, the testimony and the written evidence submitted by staff, the
applicant and by members of the public on the Project; and
WHEREAS, following the public hearing on August 30, 2022, the Planning Commission
determined that approval of the Project is in the best interests of the public health, safety and general
welfare and voted unanimously to approve the Project Entitlements; and
WHEREAS, Lozeau Drury, LLP, representing Supporters Alliance for Environmental
Responsibility (SAFER) ("Appellant"), has filed a timely application on September 9, 2022, to appeal
the Planning Commission's approval of the Project Entitlements for the City Center mixed -use project;
and
WHEREAS, on September 21, 2022, notice of the City Council public hearing was mailed to
the owners of record of all properties within 300 feet of the subject property, in accordance with
Sections 17.07.060 and 18.192.040 of the Redlands Municipal Code; and

WHEREAS, on October 4, 2022, the City Council held a duly noticed public hearing to
consider the Appeal of the Planning Commission's approval of the Project Entitlements, and
considered verbal and written testimony of City staff, the appellant, and public comments from
members of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The proposed Project is subject to the California Environmental Quality Act
(CEQA), the City has prepared an Initial Study and Sustainable Communities Environmental
Assessment (SCEA) for the Project, exercised its own independent judgment and analysis and there is
no substantial evidence that the proposed project may have any significant effects on the environment,
the custodian of records is the Planning Division of the Development Services Department, and the
SCEA document has been prepared in accordance with Public Resources Code Section 21155.2(b) and
applicable provisions of the State CEQA Guidelines.
Section 2. The City Council hereby denies the Appeal and upholds the decision of the Planning
Commission approving Conditional Use Permit No. 1138, Tentative Parcel Map No. 20475, and the
adopted Sustainable Communities Environmental Assessment for the City Center mixed -use project.
