A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ADOPTING CONCEPT PLAN NO. 4, "THE CITIES PAVILLION," FOR THE
EAST VALLEY CORRIDOR AREA (THE CITIES PAVILLION)
WHEREAS, the City of Redlands has adopted the East Valley Corridor Specific Plan
(the "Specific Plan") to govern the development of lands in the western portion of the city;
and
WHEREAS, the Specific Plan provides for a planning process within its area which
requires the preparation of a "Concept Plans" for mapped "Development Envelopes" in
order to refine the land uses planned within each Development Envelope; and
WHEREAS, The Cities Paviliion (the "Applicant") has provided to the City a Concept
Pian for a Development Envelope within the Specific Plan, and
WHEREAS, the Concept Plan complies with the requirements of the Specific Plan
regarding the content of Concept Plans; and
WHEREAS, the Concept Plan submitted by the Applicant provides for a mix of
commercial and administrative/professional land uses consistent with the Specific Plan,
and a range of infrastructure to support these uses; and
WHEREAS, at its meeting of October 25, 1994, the Redlands Planning Commission
duly considered and recommended to the City Council approval of Concept Plan No. 4;
and
WHEREAS, a Traffic Impact Analysis Report consistent with the requirements of the
San Bernardino County Congestion Management Program (the "CMP") was prepared and
circulated to the cities of Highland and San Bernardino, the County of San Bernardino, and
the California Department of Transportation; and
WHEREAS, comments from these agencies were due prior to the date of the City
Council's consideration of the proposed Concept Plan No. 4; and
WHEREAS, the City Council has considered these comments as part of its
deliberation on the proposed Concept Plan No. 4,-

;NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands:

Section 1. The recitals above are true and correct and are incorporated herein by
this reference as if set forth at length herein.
Section 2. That the City Council of the City of Redlands does hereby adopt Concept
Plan No. 4, "The Cities Pavillion," incorporated by this reference as if set forth at length
herein.
Section 3. The City Clerk shall certify as to the adoption of this Resolution.
