HomeMy WebLinkAbout8399RESOLUTION NO. 8400 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING THE TRANSIT VILLAGES SPECIFIC PLAN (SPECIFIC PLAN NO. 65) AND RESCINDING THE DOWNTOWN SPECIFIC PLAN (SPECIFIC PLAN NO. 45) FOR AREAS AROUND THREE REDLANDS TRAIN STATIONS TOTALING APPROXIMATELY 947 ACRES WHEREAS, on December 5, 2017, the City Council adopted the 2035 General Plan (General Plan Update) and related Climate Action Plan, affirmed its intent to adopt and implement the Transit Villages Concept and strategy contained therein, and requested the City's Development Services Department hire consultants to prepare a Transit Villages Specific Plan and prepare an Environmental Impact Report related to the same; and WHEREAS, the City of Redlands has initiated General Plan Amendment No. 146 to make minor changes and edits to certain General Plan policies, exhibits, and maps to ensure consistency for the proposed Transit Villages Specific Plan project; and WHEREAS, the City of Redlands has initiated Specific Plan No. 65 to implement the proposed Transit Villages Specific Plan project; and WHEREAS, the City of Redlands has initiated Zone Change No. 475 to amend the City's official Zone Map to accommodate the proposed Transit Villages Specific Plan; and WHEREAS, an extensive public outreach effort was conducted to obtain resident input for the preparation of the Draft Transit Villages Specific Plan including nine public community workshops held beginning in September 2018 through May 2019, workshops by the Redlands Planning Commission, a project website www.redlandstransitvillages.org made available, information booths provided by Planning Division staff on thirteen dates of the Downtown Market Night between August 2018 through June 2019, a joint public workshop of the Planning Commission and City Council held on January 26, 2020; and WHEREAS, the final draft Transit Villages Specific Plan was published on May 19, 2020, at www.redlandstransitvillages.org to make available to the general public, other agencies, and other interested persons for public review and comment; and WHEREAS, the proposed Transit Villages Specific Plan meets legal adequacy requirements pursuant to California Government Code Sections 65450 through 65457; and WHEREAS, a Draft Environmental Impact Report (DEIR) on the Transit Villages Specific Plan was published on July 20, 2022, and circulated for a 45-day public review and comment period beginning on July 21, 2022, and ending on September 6, 2022; and WHEREAS, a Final Environmental Impact Report (Final FIR) was published on September 21, 2022, with responses to comments; and 1 I;\Rcso1mmns\Res 8400-8499\8400_amended _adopting TVSP and rescind SP45.doex WHEREAS, on September 23, 2022, the Planning Division caused a public notice display advertisement concerning the proposed project to be published in a newspaper of general circulation in the City, in accordance with Redlands Municipal Code and applicable Government Code; and WHEREAS, on October 5, 2022, the Planning Commission held duly noticed public hearing on the proposed Transit Villages Specific Plan and related EIR, General Plan Amendment No. 146, Zone Change No. 475, and considered the staff report, oral report, the testimony and any written evidence submitted by the general public; and WHEREAS, on October 5, 2022, the Planning Commission recommended to the City Council approval of the Findings of Fact and Statement of Overriding Considerations and that the Final EIR for the new Redlands General Plan be certified; and WHEREAS, on October 5, 2022, the Planning Commission recommended to the City Council approval of the proposed "Transit Villages Specific Plan" (Specific Plan No. 65), General Plan Amendment No. 146, Zone Change No. 475, and rescinding the existing Specific Plan No. 45 ("Downtown Specific Plan"); and WHEREAS, on October 18, 2022, the City Council held a public hearing and considered the staff report, oral report, the testimony and any written evidence submitted by the general public; and WHEREAS, on October 18, 2022, the City Council considered the proposed Transit Villages Specific Plan document and related DEIR and FEIR, General Plan Amendment No. 146, and Zone Change No. 475, as set forth in this Resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. As adopted and certified by City Council Resolution No. 8399, the Draft and Final Environmental Impact Report for the proposed General Plan Transit Village District and the Transit Villages Specific Plan project have been prepared in compliance with the California Environmental Quality Act (CEQA), pursuant to applicable sections of Articles 7, 8, 9 and 10 of the CEQA Guidelines. SECTION 2. FINDING OF CONSISTENCY WITH THE GENERAL PLAN. The City Council of the City of Redlands finds that the proposed "Transit Villages Specific Plan" (Specific Plan No. 65) is consistent with the purpose, intent, and stated Polices and Actions contained in the 2035 General Plan (adopted on December 5, 2017). The Transit Villages Specific Plan will implement the General Plan's guiding strategy and unifying principle known as the Transit Village Concept contained therein. SECTION 3. FINDING OF CONSISTENCY WITH THE CALIFORNIA GOVERNMENT CODE. The City Council of the City of Redlands finds that the proposed "Transit Villages Specific Plan" (Specific Plan No. 65) is consistent with the applicable provisions of California Government Code Sections 65451, 65452, 65453, and 65454 pertaining to specific 2 C\Resolutions\Res 8400-8499\8400_amended _adopting TVSP and rescind SP45.doex plans, including the requirements for content, regulation of land uses, development standards and criteria, implementation measures, and consistency with the general plan. SECTION 4. RESCIND THE DOWNTOWN SPECIFIC PLAN SPECIFIC PLAN 45). The City Council of the City of Redlands hereby rescinds Specific Plan No. 45 (known as the "Downtown Specific Plan") to accommodate implementation of the Transit Villages Specific Plan (Specific Plan No. 65) project. SECTION 5. APPROVAL OF THE TRANSIT VILLAGES SPECIFIC PLAN (SPECIFIC PLAN NO. 65). The City Council of the City of Redlands hereby adopts the Transit Village Specific Plan (Specific Plan No. 65) for the applicable Transit Villages Specific Plan area, as shown in Exhibit "A" attached hereto. The residential neighborhood along N. Center Street and westerly of N. Center Street, between W. State Street and Pine Avenue, and to the east and south of Redlands Adventist Academy shall be changed to "Neighborhood General 2" on the Regulating Plan.
