HomeMy WebLinkAbout8401RESOLUTION NO.8401 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING GENERAL PLAN AMENDMENT NO. 146 TO THE RE, DLANDS 2035 GENERAL PLAN TO CHANGE THE LAND USE DESIGNATIONS AND LAND USE MAP TO "TRANSIT VILLAGE" FOR MULTIPLE PARCELS LOCATED WITHIN THE PROPOSED TRANSIT VILLAGES SPECIFIC PLAN (SPECIFIC PLAN NO. 65) AREA, TOTALING APPROXIMATELY 947 ACRES, AND OTHER RELATED AMENDMENTS TO TEXT AND EXHIBITS. WHEREAS, in accordance with Government Code section 65855, the Planning Commission of the City of Redlands reviewed proposed General Plan Amendment No. 146 to the Redlands 2035 General Plan (the "Amendment") to amend the General Plan land use designation of approximately 947 acres to "Transit Village" generally bounded: on the west by Alabama Street, West Redlands Boulevard, Kansas Street, and Tennessee Street; on the north by Interstate 10, Colton Avenue, and Sylvan Boulevard; on the east by Judson Street; and on the south by Citrus Avenue, Central Avenue, East Redlands Boulevard, Olive Avenue, Brookside Avenue, Ash Street, Pine Avenue, Tennessee Street, and West State Street (see Exhibit "A" attached hereto); and WHEREAS, the proposed General Plan Amendment No. 146 is necessary to ensure the proposed Transit Villages Specific Plan (Specific PlanNo. 65) (the "Project") will be consistent with the 2035 General Plan, including text, data, and various maps and exhibits contained in the adopted 2035 General Plan; and WHEREAS, a Draft Environmental Impact Report (DEIR) for the proposed project and Zone Change No. 475 was published on July 20, 2022, and circulated for a 45-day public review and comment period beginning on July 21, 2022, and ending on September 6, 2022; and WHEREAS, a Final Environmental Impact Report (Final EIR) was published on September 21, 2022, with responses to comments; and WHEREAS, on October 5, 2022, the Planning Commission held a noticed public hearing at which interested persons had an opportunity to testify in support of, or opposition to, General Plan Amendment No. 146 and at which the Planning Commission considered General Plan Amendment No. 146; and WHEREAS on October 7, 2022, notice of the City Council's public hearing for the proposed General Plan Amendment No. 146 and Project was published by a display ad in the Redlands Daily Facts by the City Cleric; and WHEREAS, on October 18, 2022, the City Council held a public hearing and considered the staff written and oral reports, the recommendation of the Planning Commission, written public comments, and testimony by members of the public; and -1- LAReso\8401 GPA for TVSP.doc WHEREAS, following the public hearing on the proposed General Plan Amendment No. 146 and Project, the City Council determined that adoption of the Amendment is in the best interests of the public health, safety and general welfare. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: SECTION 1. DESCRIPTION OF GENERAL PLAN AMENDMENT. Amendment to the following text, data, and various maps and exhibits contained in the adopted 2035 General Plan have been identified as being necessary in conjunction with the proposed Transit Villages Specific Plan document (strikethrough font indicates deletions and underlined font indicates additions): a) Change the land use designation of parcels within the proposed Transit Villages Specific Plan boundary to the "Transit Village" land use classification, per Exhibit "A" attached hereto, and delete the word Zone from "Transit Village Overlay Zone" in the map key. b) Amend text in Action 2-A.90: "Complete and adopt a Dew-ntowx Transit Villages Specific Plan as the guide for Downtown development that will establish guidelines or standards for roadways, building forms, architecture, signage, streetscape, parking, and public realm amenities." c) Amend text in Action 2-A.94: "Encourage mixed -use projects in the Transit Village areas and Downtown that integrate retail, restaurant, office, and residential uses. Permit urban housing at a density up to the High -Density Residential standard." d) Amend text on page 1-14: "Downtown Specific Plan (Draft, 2011) The Downtown Specific Plan was adopted in 1994 and revised through 2008. A comprehensive update took place in 2011 but has not of yet was not adopted. The plan's primary goal is to support the economic vitality of Downtown Redlands, and it seeks to facilitate the development of financial, technical, professional and research - development offices and services Downtown, supported by retail, restaurants, entertainment, and cultural activities. As "dale d envisioned in 2011, the Downtown Specific Plan covers a larger area, including residential and civic areas in south Downtown. The plan also has a new emphasis on mixed -use and transit -oriented development, including guidelines to ensure compatibility with historic buildings. The plan identifies districts and corridors, and provides direction for vehicle and pedestrian circulation, and pedestrian -oriented street design. Land use proposals from the updated Draft Downtown Specific Plan were considered as part of the General Plan update. The new Transit Villages Specific Plan will replace the existing Downtown Specific Plan." -2- L9Re o\8401 GPA for TVSP.doc e) Amend text on page 4-32: "Mixed Use Core Mixed Use Core covers areas within a quarter -mile radius (a 5-minute walking distance) of proposed passenger rail stations. A Mixed Use Core indicates areas in the Transit Villages with the potential for the highest development intensity and ability to support transit ridership. These areas would have policies and standards detailed in the Transit Village Plan intended to create vital, mixed -use environments in close proximity to the proposed transit stations. Mixed Use Cores are proposed for four of the Transit Villages: California Street, Alabama Street, New York Street, and the University of Redlands. A Mixed Use Core is not proposed for the Downtown station, as that station area would be covered by the Downtown Speeifie Plan (DTrcn), Transit Villages Specific Plan (TVSP) upon adoption of that Specific Plan. It is important to note that while the Mixed Use Cores indicate areas where high-density/intensity mixed -use development would be encouraged, such development may take place in the TVOZ outside of the cores as well, where appropriate." f) Amend Figure 4-7, Transit Village Concept, on page 4-33: update map key to state, "Downtown Specific Plan (rescinded)". g) Amend text inland use exhibits/graphics on pages 4-37, 4-39 and 4-40: update map keys to state, "Downtown Specific Plan (rescinded)', and delete the word Zone from "Transit Village Overlay Zene'. h) Amend roadway designation of certain street segments as shown in Figure 5-5 (Roadway Classification) on page 5-20: i. Section of Colton Avenue between Texas Street to New York Street: change from "Boulevard" to "Minor Arterial" designation. ii. Section of Colton Avenue between Texas Street to Orange Street: change from "Boulevard" to "Minor Arterial" designation. iii. Section of Orange Street between Stuart Avenue to Redlands Boulevard: change from "Boulevard" to "Minor Arterial" designation. iv. Section of Orange Street from 175 feet north of Sun Avenue to Union Avenue: change from "Boulevard" to "Minor Arterial" designation. v. Section of Citrus Avenue between Orange Street/Cajon Street to Eureka Street: change from "Major Arterial" to "Minor Arterial" designation. vi. Section of University Street from East Colton Avenue to approximately 215 feet north of East Citrus Avenue (i.e., Interstate 10 underpass): change from `Boulevard" to "Minor Arterial" designation. -3- LAReso\8401 GPA for TVSP.doc i) Amend Table 7-10 on page 7-40 to add mixed uses for the category COMMERCIAL (Regional, Village District, Special): "Commercial Retail, Bank, Restaurant, Movie Theatre, Mixed Uses with residential units." j) Amend title of Table 4-3 on page 4-31: "Table 4-36" k) Amend title of Table 4-1 on page 4-42: "Table 447" 1) Amend title of Table 4-4 on page 4-42: "Table 4-48" m) Amend title of Table 4-5 on page 4-46: "Table 449" SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT. As adopted and certified by City Council Resolution No. 8399, the Draft and Final Environmental Impact Report for the proposed General Plan Transit Village District and General Plan Amendment No. 146 have been prepared in compliance with the California Environmental Quality Act (CEQA), pursuant to applicable sections of Articles 7, 8, 9 and 10 of the CEQA Guidelines. SECTION 3. APPROVAL OF GENERAL PLAN AMENDMENT. General Plan Amendment No. 146 is hereby approved as described in this Resolution for the Transit Villages Specific Plan (Specific Plan No. 65) project, and as shown in Exhibit "A" attached hereto. SECTION 4. EFFECTIVE DATE. This Resolution shall become effective upon adoption. ADOPTED, SIGNED AND APPROVED this 18th day of October, 2022. �1 Paul T.
