HomeMy WebLinkAbout165 RDA_CCv0001.pdf RESOLUTION NO. 165 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS ESTABLISHING A REDEVELOPMENT ADVISORY COMMISSION WHEREAS, the City of Redlands has established a Redevelopment Agency in accordance with the Community Redevelopment Law of the State of California; and WHEREAS, it has been determined pursuant to the Community Redevelopment Law that the City Council of the City of Redlands shall act as the Agency; and WHEREAS, the City Council, acting as the Agency, has adopted and implemented a Redevelopment Plan for the City of Redlands; and WHEREAS, the Redevelopment Agency desires and finds that it is in the public interest to establish a Redevelopment Advisory Commission to advise and support the Agency in carrying out the policies of redevelopment, stated in Section 33037 of the Health and Safety Code; THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS HEREBY RESOLVES AS FOLLOWS: SECTION 1. CREATION. To establish a Redevelopment Advisory Commission of the Redevelopment Agency of the City of Redlands for the purpose of advising and supporting the Agency in carrying out the objectives of the Redevelopment Plan of the City of Redlands. . SECTION 2. APPOINTMENT AND TERM OF MEMBERS. To appoint nine (9) members of the Redevelopment Advisory Commission who shall serve the following terms: Three members for one (1) year Three members for two (2) years Three members for three (3) years Thereafter, the respective successors shall be appointed by the Agency for periods of three (3) years. The members of the Commission shall be residents of the City of Redlands. SECTION 3 . STAFF. The City Redevelopment Director shall serve as staff of the Commission. SECTION 4 . VACANCY. If a vacancy shall occur, otherwise than by expiration of term, it shall be filled by appointment for the unexpired portion of the term. SECTION 5. FORFEITURE OF OFFICE BY ABSENCE. Any Commissioner who absents him or herself from any three consecutive regular meetings of the Commission (unless excused from such attendance by consent of the Commission expressed by action of record in its minutes) shall thereby automatically forfeit his or her office as a member of the Commission; and the name of such person shall be automatically removed from the membership of the Commission immediately after the adjournment of any such third consecutive regular meeting at which such Commissioner has not appeared. The staff of the Commission shall thereupon promptly notify the Agency, and any such person so ceasing to be such Commissioner, of such fact; whereupon the vacancy so created shall be filled by appointment as provided under Section 2. SECTION 6 . RESPONSIBLIITY. It shall be the responsibility of the Commission to provide advice , assistance and support to the Agency on redevelopment matters . The Commission shall endeavor to promote public interest in an understanding of the Redevelopment Plan and regulations relating thereto. SECTION 7. CHAIRMAN. The Commission shall immediately upon its appointment, organize and elect a chairman for the term of one (1) year, and such other officers as the Commission may deem advisable. SECTION 8. RECORDS. The Commission shall cause proper records to be kept of all of its official acts and proceedings and shall make reports to the Agency. SECTION 9. ORGANIZATION AND MEETINGS. Except as otherwise provided in this resolution, or by law, the Commission shall have power to and shall provide for its own organization; shall adopt rules and regulations for the transaction of business before it; and shall designate the time and place for the regular monthly meeting or meetings of the Commission. SECTION 10 . MEETING IN COUNCIL CHAMBERS. Permission is hereby granted to the Commission to use the Council Chamber in the Safety Hall as the place for its meetings. SECTION 11. QUORUM. Five of the members of the Commission shall constitute a quorum.
