CHANGE NO. 475 AND AMENDING THE CITY'S ZONE MAP PURSUANT TO
TITLE 18 (ZONING REGULATIONS) OF THE REDLANDS MUNICIPAL CODE
TO IMPLEMENT THE TRANSIT VILLAGES SPECIFIC PLAN (SPECIFIC
PLAN NO. 65) DISTRICTS AND PROJECT AREA.
WHEREAS, the City of Redlands has initiated Zone Change No. 475 to amend the City's
official Zone Map to accommodate the proposed Transit Villages Specific Plan (Specific Plan
No. 65) project; and
WHEREAS, Ordinance No. 2947 (Zone Change No. 475) would amend the City's official
Zone Map of Title 18 (the City's "Zoning Ordinance") of the Redlands Municipal Code to change
zoning designations of numerous properties located within the Transit Villages Specific Plan
(Specific Plan No. 65) area, implement the Transit Villages Specific Plan (Specific P1anNo. 65), and
assign and implement new Specific Plan district designations contained therein; and
WHEREAS, on October 5, 2022, the Planning Commission held a noticed public hearing at
which interested persons had an opportunity to testify in support of, or opposition to, Zone Change
No. 475 and at which the Planning Commission considered Zone Change No. 475; and
WHEREAS, a Draft Environmental Impact Report (DEIR) for the proposed project and
Zone Change No. 475 was published on July 20, 2022, and circulated for a 45-day public review
and comment period beginning on July 21, 2022, and ending on September 6, 2022; and
WHEREAS, a Final Environmental Impact Report (Final FIR) was published on
September 21, 2022, with responses to comments; and
WHEREAS, following the public hearing on October 5, 2022, the Planning Commission
determined that Zone Change No. 475 would be in conformity with the 2035 General Plan, and
would be consistent with goals of the General Plan for retail/commercial land use districts; and,
WHEREAS, on October 5, 2022, the Planning Commission recommended to the City
Council that proposed Zone Change No. 475 be approved; and
WHEREAS, in accordance with Government Code section 65090, on or about October 7,
2022, the City Clerk gave notice by publication in a newspaper of general circulation of the holding
of a public hearing at which Ordinance No. 2947 (Zone Change No. 475) would be considered by
City Council; and
WHEREAS, on October 18, 2022, the City Council held a noticed public hearing at which
interested persons had an opportunity to testify in support of, or opposition to, Ordinance No. 2947.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES
ORDAIN AS FOLLOWS:
SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. As adopted and
certified by City Council Resolution No. 8399, the Draft and Final Environmental impact Report for
the proposed project, including Zone Change No. 475, have been prepared in compliance with the
California Environmental Quality Act (CEQA), pursuant to applicable sections of Articles 7, 8, 9
and 10 of the CEQA Guidelines.
SECTION 2. APPROVAL OF ZONE CHANGE NO. 475. The City Council of the City
of Redlands hereby adopts Zone Change No. 475 for the Transit Villages Specific Plan (Specific
Plan No. 65) project area, as shown in Exhibit "A" attached hereto. The residential neighborhood
along N. Center Street and westerly of N. Center Street, between W. State Street and Pine
Avenue, and to the cast and south of Redlands Adventist Academy shall be changed to
"Neighborhood General 2" on the Regulating Plan.
SECTION 3. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect as provided by law.
