HomeMy WebLinkAbout4055_CCv0001.pdf RESOLUTION NO. 4055 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS REGARDING PRESERVATION OF CUTSTONE CURBS AND WALLS WHEREAS, this City Council finds that cutstone curbs and walls throughout the City of Redlands, are important elements of the City ' s streetscape and represent the craftsmanship of an age gone by as well as an interesting aspect of the City ' s heritage; and WHEREAS, the Historic and Scenic Preservation Commission has inventoried our cutstone curbs and found a majority of them to be in good condition; and WHEREAS , most of these curbs are found in the central core area of the City between Center Street, Redlands Boulevard, Brookside Avenue and Highland Avenue but elsewhere in the City there are scattered stretches of such curbs or nails, the major portion of which are also in good repiar; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows: 1 . All existing cutsone curbs and walls in the public right- of-way shall be maintained by the adjacent property owner in good repair . 2 . Upon receipt of information or a complaint, property owners adjacent to curbs and walls in disrepair shall be notified by City staff of their responsibility to maintain such curbs and walls in a safe and attractive manner . 3. The City of Redlands Public Works Standard Detail Drawing No. 100 D (Standard Stone Curb Section) shall be used for new curbing and for repair of existing curbing. Alterations or repairs to existing cutstone curbs shall be effected in a manner conforming to surrounding curb characteristics . For example, repairs to splitface or rounded stone shall include replacements with the same kind of stone . 4 . When streets with cutstone curbs are widened, cutstones shall be salvaged, and developers shall be encouraged to reuse the cutstone curbs as part of such street improvement project. 5. Cutstone materials which must be removed shall be stored at the City ' s stockpile for use in repair and restoration of other cutstone curb and wall areas. Stockpiled cutstones shall be utilized for public right-of-way improvements, not for private construction . 6 . When resurfacing City streets with cutstone curbing, City contractors and crews shall take all necessary care to assure that such curbs will retain their full height and their gutters will remain exposed. City specifications on public works projects shall reflect this policy. 7 . Cutstone curbs and walls shall not be painted, and instead appropriate traffic regulatory signs shall be posted, unless otherwise determined by the Street Superintendent when considering public safety, historic preservation , and aesthetics. When any painting of cutstones over 25 feet in length is considered, the Street Superintendent shall first consult the Historic and Scenic Preservation Commission. 8 . Where curb sections have been painted, the City shall encourage the returning of the curbs to their natural state rather than any repainting. 9 . The City shall develop a public awareness program to explain the importance of cutstone curbs and walls to the City ' s heritage and to assist property ownes in fulfilling their responsibilities for maintenance and upkeep of such curbs and walls. 10 .
